About this file
This document is an Amendment to a federal solicitation for the Yuba River Gravel Removal project. The purpose of the amendment is to incorporate a revised Performance Work Statement (PWS) dated July 8, 2024 and extend the quote due date to July 11, 2024.
The PWS outlines the contractor responsibilities for widening and deepening the channel at Daguerre Point Dam on the Yuba River to provide adequate water depth for fish passage. Key requirements include widening the channel to 45 feet and deepening to 5 feet for 600 feet, transporting and depositing the removed gravel/cobble at a designated drop site downstream, and maintaining the access road. The contractor must also submit an Accident Prevention Program, obtain required permits, and comply with safety and environmental protection requirements. The government will provide storage space, oversee performance, and process invoices for completed work.

May 15, 2024 Revised July 8, 2024
Part A - General Information:
This project is being performed as a requirement of a Biological Opinion issued by National Marine fisheries Service (NMFS). The actual work to do each year is dependent upon the need for widening and deepening the channel and receipt of funding. The project area is located on the lower Yuba River at Daguerre Point Dam, Yuba County, California. Access to the work site is through a controlled gate off private property, approximately 10 miles east of Marysville, California. Traveling east along Hammonton-Smartsville Road turning left on Hammonton Road and follow dirt road to job site. The purpose of this project is to maintain an adequate water depth across the face of the dam to provide unimpeded fish passage, from the fish ladders to the main channel upstream from Daguerre Point Dam.
In the event that any part of, or the entire Park is permanently or temporarily closed, the segments of this contract pertaining to that area may not be required and therefore not utilized.
The number of facilities may vary. Contractor shall not perform work in closed areas or facilities not in use and shall not be compensated for work not accomplished.
This contract consists of a Base Year and four (4) Option Years.
4. All work completed under this contract shall be performed on the days as requested by the Contracting Officer Representative (COR). A business day is considered Monday through Friday. No work shall be conducted on days other than those scheduled without prior approval from the COR. Work completed for this contract shall be accomplished between the hours of 8:00 a.m. to 4:30 p.m Monday through Friday and not including any holidays without prior authorization from the Deputy Operations Project Manager.

All gravel/cobble removed during the widening process will be transported by truck, conveyor belt or other equipment to the designated drop site downstream. Once the gravel/cobble is removed from the face of the dam, the Contractor shall ensure any staging areas used are returned to a level surface similar to the surrounding area.
