About this file
This document contains Questions and Answers related to a federal contract opportunity for the MOTCO Resident Office Sidewalk & Ramp project, Solicitation Number W9123824Q0043.
The key details are:
- The project involves providing and installing an ADA-compliant ramp and deck system, as well as salvaging and relocating existing metal stairs.
- The contractor is required to provide shop drawings to verify all measurements and ensure ADA compliance. Class 2 gravel or recycled Class 2 base is acceptable for the ramp and deck foundation.
- There are no hazardous materials, UXO, or biologist/archeologist requirements for this project. Bonds are also not required.
- The original plans did not fully depict the ADA-compliant ramp length required, so the contractor must verify all dimensions and submit compliant shop drawings.
- Additional details are provided on the existing stairs to be salvaged, the location of the curb, and the lack of civil grading plans.
- The due date for quotes has been changed to June 20, 2024 at 11:00 AM Pacific Time.

Questions and Answers MOTCO ADA Ramp
W9123824Q0043
Q1. Do you have the manufacturers’ information on the existing trailers? Please confirm.
Answer: We do not have manufacturer information. The existing trailer is provided by Mobile Modular, contact is Karen.MartinezRadillo@mobilemodular.com .
Q2. Is there a classification of gravel? (Specs). Please confirm.
Answer: See Q4 (question 4) and see also Q15 (question 15)
Q3. (Clearing and grubbing) Would you like us to add a geo mat under gravel to keep weeds/grass from growing back under new ramp? Please advise.
Answer: Yes, the use of a Geo Mat is required. See Section 2.2.3 of the PWS.
Q4. Can we use class 2 base instead of loose gravel to keep new ramp/deck from moving? Please advise.
Answer: Yes, both Class 2 and Recycled Class 2 base are acceptable. Recycled Class 2 base shall be composed mostly of Asphalt Concrete.
Q5. Is landscape to be included? Please confirm.
Answer: There is no landscaping or irrigation system in this scope. BMPs will be required and the contractor will have to place Jute Matting and Hydroseed the disturbed areas. See PWS paragraph 2.2.2
Q6. Is UXO required? Please confirm.
Answer: No UXO is required.
Q7. Is biologist/archeologist required? Please confirm.
Answer: No Biologist/Archeologist required.
Q8. Are any hazardous materials present? (Contaminated soil) Please confirm.
Answer: There are no Hazardous Materials present and there are no known contaminated soils.
Q9. Are bonds /guarantee required? Please confirm.
Answer: No bond is required for this project. The Standard One-year construction warranty will be required, however if the manufacturer of the ramps/deck provides a longer warranty that is to be passed on to USACE and provided in a warranty management plan.
Q10. For a ramp to be considered ADA compliant it must run on a 1:12 slope, meaning for every one inch of rise you need one foot of ramp. The plans submitted show an elevation for the deck of 40 inches, which is where the door threshold on the units would be as well. Based on this elevation the minimum amount of ramp required to be ADA compliant would be 40 feet. The current plans show a ramp length of 23 feet, which would not be considered compliant. Please advise.
Answer: Contractor To verify in field all measurements and provide shop drawings of all pre-engineered elements (deck, ramp, stairs, etc.) for Government acceptance and shall meet all ADA requirements. Our plan was not drawn out fully to be compliant, but rather just a concept drawing. The actual pre-engineered systems to be provided must be fully compliant. See Figure one.
Q11. The Solicitation plans show (2) new metal stairs and (2) Existing metal stairs to be salvaged and relocated. The only data shown regarding the existing metal stairs is on the picture of the offices from Exhibit 7 "General Specifications." Based on Exhibit 7, no handrails seem to be present on the existing stairs and it does not appear that the existing stairs are tall enough to reach the threshold of the trailers. Without more details on the existing stairs, it may not be possible to integrate them into the new ramp and platform system.
Please advise if:
a) you would like us to bid for all new stairs for a total of (4) sets of stairs ensuring compatibility with the system or
b) you can provide details and dimensions on the (2) sets of existing stairs to remain and we can attempt to bid on integrating them into the new system with added handrails onto the existing stairs.
Answer: There are two metal stairs. See Appendix A, and pictures provided here.
Q12. Gravel section thickness underneath platform. Please confirm.
Answer: See PWS paragraph 2.2.3 Class 2 gravel is acceptable, 20mm or ¾ inch. Recycled Class 2 base composed mostly of Asphalt Concrete is also acceptable. Minimum of 1.5 inches thickness of gravel is required.
Q13. The curb shall be cut to accommodate the sidewalk and be in accordance with ADA requirements for access from the parking lot. Where is this curb located? Not shown on plans.
Answer: See appendix B. Contractor to verify in field all dimensions.
Q14. Civil grading plans are not provided for concrete sidewalk elevations. Need sidewalk elevations provided on a plan.
Answer: We do not have grading plans for this area of the base. The area is relatively flat. The contractor is responsible for any grading plans if needed.

Q15. Gravel specifications/type to be used?
Answer: Class 2 gravel is acceptable, 20mm or ¾ inch. Recycled Class 2 base composed mostly of Asphalt Concrete is also acceptable.
Appendix A: Existing Stairs to Be Salvaged
Appendix B: Location of curb
Curb is approximately 55’-0” away from the face of the trailer, also known as Building 901. Contractor to verify in field the measurements. USACE Will provide the Revit file or convert to AutoCAD if necessary and possible.
