About this file
This document contains the Questions and Answers for the Schafer Dam Elevator Upgrade solicitation, Solicitation Number W9123824Q0033.
The solicitation is for the upgrade of an elevator at the Schafer Dam, which was originally constructed between 1958-1961. The elevator currently travels 119 feet and has 4 stops, with a capacity of 1200 lbs and a speed of 100 FPM, though the specific elevator type (overhead traction/drum) is unknown. The government will allow the contractor to use the existing doors rather than replacing them, as they are more heavy-duty. The contractor will also be permitted to store equipment in a room in the control tower and in a fenced compound below the dam, though storage on the crest of the dam is discouraged due to risk of theft or vandalism. Camping in the government's campground is allowed, with a 14-day limit in a 30-day period, subject to project manager approval. The government will provide as-built drawings for the elevator, but no other technical details are specified. A site visit was held on April 25, 2024, and the deadline for submitting questions is April 30, 2024 at 11:00 AM.

Schafer Dam Elevator Upgrade W91238-24-Q-0033
QUESTIONS AND ANSWERS
1. Q. When was the elevator built?
A. Dam Construction was 1958-1961.
2. Q. How far does the elevator travel?
A. 119’
3. Q. Can we keep the doors? Site visit attendees recommended that we keep our doors on each floor rather than replace because new ones are not as heavy duty.
A. Yes, the doors may remain as they are functional and more heavyduty.
4. Q. Can employee camp in our campground through the duration of the contract.
A. Yes, however our rules state you can only camp for 14 days in a 30-day period. The Project Manager does have a little flexibility on deviating from that rule depending on our visitation and time of year. They would still have to pay like any other camper. Total number of days to stay in the campground would have to be worked out with the Project Manager. It is at their discretion. No additional cost will be chargeable to the Government if the extra days are not allowed.
5. Q. Where can equipment be stored?
A. The Government has a room in our control tower, which is where the elevator work is taking place. There is also Government owned a fenced in compound below the dam. It is the contractor’s responsibility to protect any equipment or materials from loss or damage when stored on site.
6. Q. Can equipment be stored on the crest of the dam?
A. Yes. But recommendation is to not do that, due to vandals and theft. The Government would allow it, but that is at the contractor’s risk for any loss or damage.
7. Q. Please confirm only one (1) elevator is scoped. Appears that way, but some of the language is contradictory.
A. Yes, only one elevator.
8. Q. Are any drawings available, even if they're just as-builts of the original hoistway/machine room?
That should answer most of question #1, except for the speed.
A. We do have hard copy as-builts onsite.
9. Q. Is USACE planning a site visit?
A. Yes, the site visit was held 25 Apr 2024.
