PERFORMANCE WORK STATEMENT
Performance Work Statement Rehabilitation of Success Lake Oxidation Ponds
30 August 2023 17 January 2024
1.0 Location: U.S. Army Corps of Engineers, Richard L. Schafer Dam, Success Lake, 29330 Highway 190, Porterville, CA 93257. Site access is off of Highway 190.
2.0 Background: Success Lake has its own self-contained Wastewater Treatment Plant (WWTP) with two side-by-side sewage lagoons/evaporation ponds. These ponds hold the treated effluent water. The existing ponds have been in operation since prior to the 1970s.
The ponds are artificial with very large surface areas designed to efficiently evaporate water by exposure to sunlight and ambient temperatures. There is currently no existing High-Density Polyethylene (HDPE) liner.
3.0 Description: The purpose of this Performance Work Statement (PWS) is to procure contractor services to rehabilitate both evaporation ponds and provide a fully functioning sewage treatment pond system. Evaporation Pond #1 is approximately 200 ft x 205 ft x 8 ft. Evaporation Pond #2 is approximately 150 ft x 200 ft x 8 ft.
3.1 Contractor shall furnish all plant, labor, materials, services, and equipment, etc. to effectuate completion of this project. Material and equipment used shall be rated for the environment in which installed.
a. Contractor is responsible for the test equipment and welding machine(s) needed to install the liners and ensure the evaporative ponds are functioning correctly without any leaks.
b. Inspect/survey site to validate project area and set any required perimeter controls.
3.2 Meet with USACE Contracting Officer Representative (COR) to ascertain a clear understanding of the project guidelines and scope.
a. Prior to commencing work, provide for Government approval a schedule, phased work plan, and or a plan of action on how the project will be executed.
b. Phase Plan: The phase plan should include major milestones i.e., grading, installing underlay, testing, etc. Each phase should be inspected and accepted via signature or email documentation by the COR prior to preceding to the next phase of work.
3.3 Tasks include but are not limited to the following:
a. Pump lagoon water, solids, and effluent from Ponds. Dewater and remove/dispose of sludge from the pond to an offsite location as determined by the contractor. North pond is dry with vegetation. South Pond has effluent in the bottom, but not enough to cover the whole bottom. South pond also has vegetation. There are no reports on the sludge/debris present.
b. Excavate lagoon and grade level. Reshape and compact the pond subgrade and bank slopes with specified materials i.e., concrete, clay, gravel, rock as required by the California Regional Water Quality Control Board (CRWQCB). Embankment layout should stop or minimize the wave action that could erode the banks.
c. Install new underlay liner and 60-millimeter (mm) HDPE top liner. Installed liners shall be smooth, undamaged, and with continuous seam welds.
d. Grade and level traffic areas between the ponds to allow vehicle access for maintenance. A minimum of 10 feet width is required.
e. Coordinate with CRWQCB for permitting requirements.
f. Coordinate with the COR to flood the lagoon immediately after project completion and Government acceptance.
3.4 Provide a Safety Plan and Quality Assurance/Quality Control (QA/QC) Plan for Government review and acceptance. QA/QC plan should address how project performance is implemented to minimize impact to facility operations; and preventative measures to mitigate fugitive dust and noise pollution during operation.
3.5 The Contractor’s Safety Plan and subsequent activities shall comply with the following referenced documents (most current version, if different than the date referenced), at a minimum:
a. EM 385-1-1, USACE Safety & Health Requirements Manual, EM 385-1-1, 30
