GENERAL REQUIREMENTS

PART 1 GENERAL

Completely prepare site for building operations, and perform work required by drawings and specifications.

1.1 REFERENCES

The publications listed below form a part of this Section to the extent referenced. The publications are referred to within the text by the basic designation only.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submittals with an "S" are for inclusion in the Sustainability Notebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING. 1.4 TERMINOLOGY

The following identified terms and phrases used in the plans and specifications are edited and interpreted as listed:

a. GENERAL CONDITIONS - All references to the General Conditions must be replaced with the "Contract Clauses" or "Conditions of the Contract," respectively.

b. OWNER - Any reference throughout this specification to "Owner" should be understood as a reference to "The Government."

c. OWNER-FURNISHED EQUIPMENT - Owner-furnished equipment must be understood as Government-furnished equipment for Contractor installation.

d. QUALITY ASSURANCE - All paragraphs entitled QUALITY ASSURANCE must be the responsibility of the Contractor and interpreted as part of the quality control performed in accordance with Section 01 45 00 QUALITY

CONTROL.

e. Any reference throughout the contract documents to "VA" or "Department of Veterans Affairs" or "Medical Center" or "Station", where specific coordination or instruction from the Department of Veterans Affairs is intended or implied, the communication must be coordinated with, and approved by, the Contracting Officer.

f. Any reference throughout the contract documents to "VA Contracting

Officer" or "VA Resident Engineer" or "Resident Engineer" should be understood as a reference to "Contracting Officer" or delegated representative (COR).

01 00 00 - 3 approved by the Contracting Officer. All submittals for approval will have an office or designated person authorized to approve the submittal, by the Contracting Officer.

j. Any reference throughout the contract documents to "VAMC" should be understood as a reference to "Veterans Affairs Medical Center". This may also be shortened to just "VAMC" or simply "medical center" or "station".

1.4.1 Miscellaneous References

a. Measurement and payment provisions contained in specification Divisions 02 thru 33 and referenced standards are to be disregarded.

b. Any reference throughout the project specifications (Divisions 01 through 48) to "Section 01 33 23 SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES" should be understood as a reference to Section "01 33 00

SUBMITTAL PROCEDURES."

1.5 OPERATIONS AT FRENCH CAMP CONSTRUCTION SITE

a. Confine all operations (including storage of materials) on Government premises to areas within the work limits shown on the drawings or as otherwise authorized or approved by the Contracting Officer. Hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

b. The Contractor's and any Subcontractor's workmen are subject to rules of Medical Center applicable to their conduct.

c. Execute work so as to interfere as little as possible with normal functioning of the Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, will be within 25 feet of the building, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by the Contracting Officer.

1.5.1 Continuity of Operations

The VAMC must maintain its operation. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. Develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks.

Submit the Interim Life Safety Measures (ILSM) Checklist for approval.

See Attachment #2 (“INTERIM LIFE SAFETY MEASURES (ILSM) CHECKLIST”). More than one ILSM Checklist may be issued for different phases and/or different areas of construction. In addition, the ILSM Checklist shall be updated for the duration of the construction project and posted outside each construction area at all times. Include the work to be outlined, but not be limited to:

a. To insure such executions, furnish the Resident Engineer with a schedule of approximate work tasks, and dates on which the Contractor intends to accomplish work in each specific area of the site, building

PROJECT SCHEDULE).

b. In addition, notify the Resident Engineer two weeks in advance of the proposed date of starting work in each specific area of the site, building or portion thereof.

c. See Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS on procedures for interruption of existing utilities services

1.5.2 Use of Site

When a building and/or construction site is turned over to Contractor, accept entire responsibility including upkeep and maintenance therefore:

a. Maintain a minimum temperature of 4 degrees C (40 degrees F) at all times within the enclosed building space, except as otherwise specified.

b. In connection with fire alarm equipment, make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from Contractor's employee or watchman.

1.5.3 Control of Access to Construction Areas

a. This paragraph supplements the Contract Clauses PERMITS AND RESPONSIBILITIES and OPERATIONS AND STORAGE AREAS.

b. Contractor is responsible to prevent any possible injury to visitors to the project site. Only personnel engaged in contract work and others authorized by the Contracting Officer are allowed to enter into the construction areas. Place Suitable barriers, warning signs and directives to direct persons not engaged in the work away from the areas of danger. The Contractor is responsible for effective enforcement of this paragraph during the period of this contract.

1.6 DISPOSAL AND RETENTION

Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:

a. Reserved items which are to remain property of the Government shall be identified by Government prior to demolition as items to be stored.

Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items on the Medical Center where directed by the Resident Engineer.

b. Items not reserved shall become property of the Contractor and be removed by the Contractor from the Medical Center.

c. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the Department of Veterans Affairs during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.

1.7 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.8 RESTORATION

a. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the Resident Engineer. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the Resident Engineer before it is disturbed. Materials and workmanship used in restoring work, shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.

b. Upon completion of contract, deliver work complete and undamaged.

Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.

c. At Contractor's own expense, immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are not scheduled for discontinuance or abandonment.

d. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price in accordance with clause entitled "CHANGES" (FAR 52.243-4) and "DIFFERING SITE CONDITIONS" (FAR 52.236-2).

1.9 PROFESSIONAL SURVEYING SERVICES

A State of California-registered professional land surveyor or registered civil engineer whose services are retained and paid for by the Contractor. Perform services specified herein and in other specification sections. Certify that the land surveyor or civil engineer is not one who is a regular employee of the Contractor, and that the land surveyor or civil engineer has no financial interest in this contract.

1.10 LAYOUT OF WORK

Perform the following in accordance with FAR 52.236-17 LAYOUT OF WORK:

a. Establish and plainly mark center lines for each building and corner

01 00 00 - 6 of column lines and/or addition to each existing building, such lines and grades that are reasonably necessary to properly assure that location, orientation, and elevations established for each such structure and/or addition, roads, parking lots, demolition of existing buildings are in accordance with lines and elevations shown on contract drawings.

b. Upon completion of general mass excavation and before any other permanent work is performed, establish and plainly mark (through use of appropriate batter boards or other means) sufficient additional survey control points or system of points as may be necessary to assure proper alignment, orientation, and grade of all major features of work. Survey shall include, but not be limited to, location of lines and grades of footings, exterior walls, centerlines of columns in both directions, major utilities and elevations of floor slabs:

(1) Such additional survey control points or system of points thus established shall be checked and certified by a registered land surveyor or registered civil engineer. Furnish such certification to the Resident Engineer before any work (such as footings, floor slabs, columns, walls, utilities and other major controlling features) is placed.

c. During progress of work, perform line grades and plumb-ness of all major form work checked and certified by a registered land surveyor or registered civil engineer as meeting requirements of contract drawings. Furnish such certification to the Resident Engineer before any major items of concrete work are placed. In addition, also furnish to the Resident Engineer certificates from a registered land surveyor or registered civil engineer that the following work is complete in every respect as required by contract drawings.

(1) Lines of each building.

(2) Elevations of bottoms of footings and tops of floors of each building.

(3) Lines and elevations of sewers and of all outside distribution systems.

(4) Lines and elevations of swales, roads, streets and parking lots.

d. Whenever changes from contract drawings are made in line or grading requiring certificates, record such changes on a reproducible drawing bearing the registered land surveyor or registered civil engineer seal, and forward these drawings upon completion of work to Resident Engineer.

e. Perform the surveying and layout work of this and other articles and specifications in accordance with the provisions of Article in paragraph 1.9 "Professional Surveying Services" of this specification section.

1.11 TEMPORARY USE OF MECHANICAL AND ELECTRICAL EQUIPMENT

Use of new installed mechanical and electrical equipment to provide heat, ventilation, plumbing, light and power will be permitted subject to written approval and compliance with the following provisions:

a. Permission to use each unit or system must be given by the Resident Engineer in writing. If the equipment is not installed and maintained in accordance with the written agreement and following provisions, the Resident Engineer will withdraw permission for use of the equipment.

b. Electrical installations used by the equipment shall be completed in accordance with the drawings and specifications to prevent damage to the equipment and the electrical systems, i.e. transformers, relays, circuit breakers, fuses, conductors, motor controllers and their overload elements shall be properly sized, coordinated and adjusted.

Installation of temporary electrical equipment or devices shall be in accordance with NFPA 70, National Electrical Code, Article 590, Temporary Installations. Voltage supplied to each item of equipment shall be verified to be correct and it shall be determined that motors are not overloaded. The electrical equipment shall be thoroughly cleaned before using it and again immediately before final inspection including vacuum cleaning and wiping clean interior and exterior surfaces.

c. Units shall be properly lubricated, balanced, and aligned. Vibrations must be eliminated.

d. Automatic temperature control systems for preheat coils shall function properly and all safety controls shall function to prevent coil freeze-up damage.

e. The air filtering system utilized shall be that which is designed for the system when complete, and all filter elements shall be replaced at completion of construction and prior to testing and balancing of system.

f. All components of heat production and distribution system, metering equipment, condensate returns, and other auxiliary facilities used in temporary service shall be cleaned prior to use; maintained to prevent corrosion internally and externally during use; and cleaned, maintained and inspected prior to acceptance by the Government.

Boilers, pumps, feedwater heaters and auxiliary equipment must be operated as a complete system and be fully maintained by operating personnel. Boiler water must be given complete and continuous chemical treatment.

1.11.1 Repair or Replacement

Prior to final inspection, the equipment or parts used which show wear and tear beyond normal, shall be replaced with identical replacements, at no additional cost to the Government. Any damage to the equipment or excessive wear due to prolonged use will be repaired or replaced by the Contractor at the Contractor's expense.

1.11.2 Conformance to Technical Specifications

This paragraph shall not reduce the requirements of the mechanical and electrical specifications sections.

1.12 NEW TELEPHONE EQUIPMENT

Coordinate and complete the work of installing the new telephone equipment prior to turning over the building to the Government.

1.13 GOVERNMENT-FURNISHED PROPERTY

Pursuant to Contract Clause "FAR 52.245-1, Government Property", the Government will furnish the equipment described herein and as shown on the contract drawings, for installation by the Contractor. Quantities are as indicated for the listed items. Quantities stated are all that will be furnished by the Government and in accordance with Section 01 64 01 GOVERNMENT FURNISHED EQUIPMENT. Notify the Contracting Officer in writing within 180 calendar days of NTP the date on which the materials and equipment are required

1.13.1 Delivery Location

Equipment furnished by the Government to be installed by the Contractor will be furnished to the Contractor at the Medical Center. Provide storage space for equipment and prepare to unload and store such equipment therein upon its receipt at the Medical Center. Coordinate delivery time and location with the Contracting Officer.

1.13.2 Inspection and Acceptance

Immediately upon delivery of equipment, arrange for a joint inspection thereof with a representative of the Government. Acknowledge receipt of equipment described, make notations, and immediately furnish the Government representative with a written statement as to its condition or shortages. Submit the written statement form for review and approval, the submittal required is for the format of the form only. Contractor thereafter is responsible for such equipment until such time as acceptance of contract work is made by the Government.

1.13.3 Assembly and Installation

Equipment furnished by the Government will be delivered in a partially assembled (knock down) condition in accordance with existing standard commercial practices, complete with all fittings, fastenings, and appliances necessary for connections to respective services installed under the contract. All fittings and appliances (i.e., couplings, ells, tees, nipples, piping, conduits, cables, and the like) necessary to make the connection between the Government-furnished equipment item and the utility stub-up shall be furnished and installed by the Contractor at no additional cost to the Government.

a. Provide blocking for any and all Government- Furnished Equipment and specified equipment as required to meet seismic restraint requirements.

b. Completely assemble and install the Government-furnished equipment in place ready for proper operation in accordance with specifications and drawings.

c. Furnish supervision of installation of equipment at construction site by qualified factory-trained technicians regularly employed by the equipment manufacturer.

1.14 RELOCATED EQUIPMENT AND ITEMS

a. Disconnect, dismantle as necessary, remove and reinstall in new location including all required blocking, all existing equipment and items indicated to be relocated by the Contractor.

b. Perform relocation of such equipment or items at such times and in such a manner as directed by the Resident Engineer. Suitably cap existing service lines, such as steam, condensate return, water, drain, gas, air, vacuum and/or electrical, at the main whenever such lines are disconnected from equipment to be relocated. Remove abandoned lines in finished areas and cap as specified under paragraph "Abandoned Lines" of specifications section 01 50 00 TEMPORARY

CONSTRUCTION FACILITIES AND CONTROLS.

1.15 STORAGE SPACE FOR DEPARTMENT OF VETERANS AFFAIRS EQUIPMENT

Complete an amount not less than approximately 500 square feet, as requested by the Government, of space in the new ELB building accessible from ground level without use of elevators for storage of certain materials and equipment by the Government.

a. Provide such space with adequate light, ventilation and heat in season and lock for adequate security. Also install and connect portion of nearest specified fire protection system including all apparatus for instant use to provide water for adequate fire protection of storage space.

b. Storage space shall be turned over to Contracting Officer ninety calendar days prior to Completion Date of the buildings involved.

c. Forward two sets of drawings to Contracting Officer through the USACE Resident Engineer 120 calendar days prior to Completion Date of building; drawings shall indicate those areas which will be made available to the Government for temporary storage.

d. "Completion Date" shall mean that date as established by Contracting

Officer upon which Contractor will turn over entire project or portions thereof to the Government.

1.16 NOTIFICATIONS BY CONTRACTOR

The Contractor is responsible for notifications to the using agency(ies), offices, persons, or other contractors specifically associated with each of the contract facilities or adjacent facilities where construction or utility-related activities are scheduled or will impact or have required coordination actions in accordance with contract requirements as well as strictly comply with all other applicable Federal, state, local rules, regulations, standards, ordinances and permits.

a. The Contractor is responsible for (1) ensuring that its subcontractors are provided the appropriate due care information specific to their activities and location and (2) enforcing the provisions of these notification requirements.

b. List of Contractor Contacts

(1) Prior to the start of work, provide the Contracting Officer with names, addresses and 24-hour phone numbers of the Contractor's project engineers, superintendents and foremen.

c. Other Contractors

(1) Specific requirements for coordination with other contractors is described in Section 01 14 00 WORK RESTRICTIONS.

(2) The following notification requirements supplement any other coordination requirements of the specifications.

1.16.1 Advance Notices

Notify the USACE Administrative Contracting Officer (ACO)/Resident Engineer (RE) at least 14 calendar days prior to starting on-site work or work pertaining to a feature of work requiring the notification. Provide description of work area and contract number.

1.17 WRITTEN GUARANTEES AND GUARANTOR'S LOCAL REPRESENTATIVE

Prior to completion of the Contract, obtain and furnish to the Contracting Officer's representative written guarantees for all the equipment and appliances furnished under the Contract. Furnish with each guarantee:

The name, address, and telephone number of the guarantor's representative nearest to the location where the equipment and appliances are installed, who, upon request of the Using Service's representative, will honor the guarantee during the guaranty period and will provide the services prescribed by the terms of the guarantee.

1.18 PRICING OF CONTRACTOR-FURNISHED PROPERTY

At the request of the Contracting Officer, promptly furnish, unit prices and descriptive data required by the Government for property record purposes of fixtures and equipment furnished and installed by the Contractor.

1.19 TEMPORARY ELECTRIC WIRING

1.19.1 Temporary Power and Lighting

Provide construction power facilities in accordance with the safety requirements of the NFPA 70 and EM 385-1-1. Enforce all the safety requirements of electrical extensions for the work of all subcontractors.

All work to be accomplished by skilled electrical tradesmen in a workmanlike manner, as approved by the Contracting Officer.

1.19.2 Construction Equipment

In addition to the requirements of EM 385-1-1, all temporary wiring conductors installed for operation of construction tools and equipment must be either Type TW or THW contained in metal raceways, or may be multiconductor cord. Temporary wiring to be secured above the ground or floor in a workmanlike manner and cannot present an obstacle to persons or equipment. Open wiring may only be used outside of buildings, and then only in strict accordance with the provisions of the National Electrical Code.

1.19.3 Circuit Protection

In addition to the present requirements in EM 385-1-1 and NFPA 70, all 15 and 20-ampere receptacle outlets used for obtaining power during construction are to have ground fault circuit interrupters (GFCI) for personnel protection. Block and brick saws to be equipped with GFCI. The Contracting Officer may allow an exception to this requirement for circuits for concrete vibrators or circuits operating at other than 60 Hertz normal (in both cases an assured grounding program as described in

01 00 00 - 11 the NFPA 70, except utilizing the daily inspection frequency of the grounding means of such equipment, may be permitted). The assured grounding program will not be permitted as a substitute for usage of GFCI'S except as described above. All generator-powered 15- and 20-ampere, 60 Hertz receptacle outlets will have GFCI'S, and are to be properly grounded. Provide a testing means which will impose a measured fault of 5 milliamperes, plus or minus 1 milliamperes, and result in tripping the GFCI unit.

1.20 PLANNED UTILITY OUTAGES AND STREET CLOSURES

All utility outages and street closures to be of as short a duration as possible and to be scheduled as far in advance as possible with the Contracting Officer, in no case less than 14 calendar days before the outage or closure. Obtain from the Contracting Officer in writing a statement or schedule giving the permissible times of outages or closures for particular installations and the maximum time allowed for each.

Strictly observe such schedules and the Contractor will be held responsible for any violations.

1.21 EXCAVATION PERMITS

All excavation permits will be issued to the Contractor from the Contracting Officer. The appropriate form, for this request, may be obtained from the Contracting Officer. Processing time required is 14 calendar days. Questions concerning the excavation permit should be directed to the Contracting Officer.

1.22 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (ER 415-1-15, OCT 1989)

a. This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with "FAR 52.249-10 DEFAULT (FIXED PRICE CONSTRUCTION)". The Contracting Officer may award a time extension under this clause, if the following conditions are satisfied:

(1) The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipation for the project location during any given month.

(2) The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

b. The following is a schedule of monthly anticipated adverse weather days that constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather-dependent activities.

c. During the Contract performance period, record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled workday.

d. Documentation

The number of actual adverse weather days will include days impacted by actual adverse weather, and be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather days exceeds the number of days anticipated above, the Contractor may request an extension to the contract.

1.23 EQUIPMENT DATA FORM MODIFICATION PROPOSAL

In conjunction with paragraph, UAI 31.105-101 EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE, submit CESPK FORM 450 for all necessary equipment to perform work requiring adjustment of Contract price and must submit these forms with the modification proposals. This form is included in RMS.

1.24 DAMAGE TO ROADS

Preserve and protect all existing private or project access or right-of-way roads. At the completion of work and prior to the Contractor leaving the project, he must restore to pre-project conditions all such roads. Repairs must include replacement of base rock and/or surface treatment as required. Refer also to paragraph PROTECTION OF TRAFFIC in section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES. Also refer to specification section 01 30 00 ADMINISTRATIVE REQUIREMENTS.

1.24.1 Documentation Regarding Potential Damage to Access Routes

Submit a Preconstruction Quantity Survey Plan stating the names of personnel and license numbers who will be performing the Preconstruction Access Road Survey and the Post-Construction Access Road Survey. Include the procedures to follow in conducting the surveys.

1.24.1.1 Preconstruction Access Road Survey

Complete and submit a Preconstruction Access Road Survey including digital video and digital photographs of all public, private, and project access or right-of-way roads before construction begins. Submit two copies of the survey, the digital video, and the digital photographs before the start of construction operations. Video must be digital format.

1.24.1.2 Post-Construction Access Road Survey

After completion of construction of the project, submit a Post-Construction Access Road Survey including digital video and digital photographs of the same area where preconstruction digital video and digital photographs were taken. Submit two copies of the survey, the digital video, and digital photographs.

Unless otherwise provided in the contract, the use of brand name manufacturers, products, and processes is intended to be descriptive not restrictive. The brand name indicates the level of quality required by the plans and specifications. The hard copy drawings must be four sets of ANSI D (22 inches by 34 inches) and 14 sets of half size (11 inches by 17 inches) 3-hole punched and bound with metal posts. The 18 sets of specifications must be standard letter (8-1/2 inches by 11 inches) 3-hole punched and bound with metal posts. Submit these documents within 7 calendar days of the receipt of the AWARD documents from the Government.

SECTION 01 11 00

SUMMARY OF WORK

1.1 CONTRACT ADMINISTRATION

The Contractor is advised that the work will be performed on a United States Department of Veterans Affairs (VA) site under a contract that is subject to certain procurement and construction management/oversight responsibilities by the United States Army Corps of Engineers (USACE) that are established under an Interagency agreement with the United States Department of Veterans Affairs (VA). Furthermore, this "Agreement" does not preclude any other or additional agreements with the State of California Environmental Protection Agency (CalEPA), State Historic Preservation Officer (SHPO), Federally recognized Indian tribes and the United States Department of Veterans Affairs (VA).

1.2 WORK COVERED BY CONTRACT DOCUMENTS

The work is required under Veterans Affairs Livermore VA Medical Center Realignment and Closure Project No. 640-423 and consists of new Engineering and Logistics Building (ELB) in Stockton, CA. Use this specification Section in conjunction with all other specification sections, drawings, and the attachments thereto to establish the total work requirements. The project plans (drawings) and specifications provide the detailed requirements.

1.3 OCCUPANCY OF PREMISES

Post all notices of construction area in prominent locations in the work area. Before work is started, submit construction site plan in accordance with Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS, sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, sidewalks, and the coordination and interface with other activities on site, as applicable to the work of this

1.3.1 Coordination and Direction During Construction

a. Do not take or accept any direction or instructions issued by any person, employed by the Government or otherwise, other than the Contracting Officer, that changes the terms and conditions of contract actions, the scope, or any change that impacts the cost, price, or schedule. Changes authorized by the Contracting Officer will be in the form of a written, official, signed modification to the contract and received by the Contractor before the Contractor will act upon those changes. The Contractor will comply with the changes clause of this contract when the Contractor believes direction has been given from persons other than the Government Contracting Officer, that equate to a change, by notifying the Contracting Officer as directed by the clause. Any direction given by any Government employee or any other person outside their authority must be reported to the

If a COR is appointed under this contract, they will be appointed by written letter from the Contracting Officer to the Contractor and COR specific to this contract only. 1.3.2 Government Retained Architect-Engineer (A/E)

Offices of HDR and HDR Consultants LLP, as Architect-Engineers, will render certain technical services during construction. The A/E's role in observing, monitoring or inspecting the activities of the construction Contractor is not intended in any way to require the A/E to assume any responsibility for the construction methods, means, techniques or procedures, including any health or safety requirements. Such services are considered as advisory to the Government and not be construed as expressing or implying a contractual act of the Government without official affirmations by the Contracting Officer or its duly authorized representative.

1.4 SITE SPECIFIC PROJECT REQUIREMENTS

1.4.1 Environmental Controls

All work conducted pursuant to this contract must follow and be in compliance with requirements put forth in Section 01 57 19 TEMPORARY

ENVIRONMENTAL CONTROLS.

1.5 PHYSICAL DATA

Data and information furnished or referred to below is for the Contractor's information. The Government are not responsible for any interpretation of or conclusion drawn from the data or information by the Contractor. The indications of physical conditions on the drawings and in the specifications are the result of site investigations by Allegiance AG Group, LLC.

1.5.1 Existing Site Raise

During a previous construction phase, a site raise was performed at the construction site which included 6 feet of Brown Silty Soil imported to the site and compacted to a minimum of 92%.

1.6 EXISTING WORK

In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.7 LOCATION OF UNDERGROUND UTILITIES

For all work outside of the Work Limits shown on the contract drawings, obtain digging permits prior to the start of excavation, and comply with VA Medical Center requirements for locating and marking underground utilities. Contact local utility locating service a minimum of 72 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
