U. S. AIR FORCE

INTEGRATED CULTURAL RESOURCES MANAGEMENT PLAN

Hill Air Force Base, Utah

9-Feb-16

ABOUT THIS PLAN

This installation-specific Environmental Management Plan (EMP) is based on the U.S. Air Force’s (AF) standardized Integrated Cultural Resources Management Plan (ICRMP) template. This plan is not an exhaustive inventory of all cultural resource requirements and practices. Where applicable, external resources, including Air Force Instructions (AFIs); AF Playbooks; federal, state, local and Final Governing Standards (FGS); and permit requirements, as applicable, are referenced.

Certain sections of this ICRMP begin with standardized, AF-wide “common text” language that addresses AF and Department of Defense (DoD) policy and federal requirements. This common text language is restricted from editing to ensure that it remains standard throughout all plans. The common text language is maintained and updated by the designated Office of Primary Responsibility (OPR) with assistance from the Office of Collateral Responsibility (OCR), as appropriate. Immediately following the AF-wide common text sections, are Installation sections. The Installation sections contain installation-specific content to address state, local and installation-specific requirements. Installation sections are unrestricted and are maintained and updated by AF environmental Installation Support Teams (ISTs) and/or installation personnel.

This document is optimized to be accessed and viewed electronically. The eDASH website at https://cs1.eis.af.mil/sites/edash/ is the primary communication tool for AF EMPs.

1.0 OVERVIEW AND SCOPE

This ICRMP was developed to provide for effective management and protection of cultural resources. It summarizes the history and prehistory of the installation, and reviews past historical and archaeological survey efforts. It outlines and assigns responsibilities for the management of cultural resources, discusses related concerns, and provides standard operating procedures (SOPs) that will help to preserve the cultural resources of the installation within the context of the mission. The ICRMP is intended for use by all personnel involved in base planning. In lieu of federal, state or FGS requirements, AFI 32-7065, Cultural Resources Management, acts as the main driver for the ICRMP. The Cultural Resources Management Playbook serves as supplemental guidance to this plan.

1.1 Executive Summary

The ICRMP is designed as a planning and guidance document to assist Hill AFB in complying with federal preservation requirements and Air Force policy directives. Although not a decision-making document, the ICRMP provides the Installation Commander, and those responsible for implementing decisions with the necessary information to guide management of cultural resources within Hill AFB managed properties. It identifies known upcoming cultural resources projects programmed through 2022, as well as General Plan projects which may have the potential to significantly impact cultural resources.

In addition, it identifies various public consultation requirements.

1.1.1 Summary of Major Points

Hill AFB is comprised of a Main Base, 75 separate parcels of land known as Geographically Separated Units (GSUs), Little Mountain Test Annex, and the Utah Test and Training Range (UTTR). The Main Base consists of 6,611 acres in Weber and Davis counties, Utah, approximately 35 miles north of Salt Lake City. The GSUs include a total of 532 acres, Little Mountain Test Annex comprises 692 acres, and the properties at UTTR account for 958,147 acres. These facilities extend into Nevada and Wyoming;

thus Hill AFB manages lands in three different states (see Figure 1). The Civil Engineering Group (CEG) currently lists 1,967 buildings and structures located on these lands.

Architectural Resources

Historic-era architectural resources at Hill AFB include buildings, structures, and landscapes that date from Ogden Arsenal’s post-World War I (WWI) history to the end of the Cold War (1991). These resources embody various military themes, such as the evolution of weapons and methods for storing large supplies of munitions; military preparedness; development of nuclear weapons; US efforts to mobilize for wars involving nuclear weapons; and Cold War Alert activities.

Studies of architectural resources focus on detailed recordation and assessment of architectural integrity and potential NRHP significance; significance consideration include individual resources, potential historic districts, and potential cultural landscapes. As of October 2017, 84 architectural resources have been determined eligible for listing in the NRHP as individual buildings/structures, contributing elements of proposed historic districts, or both.

Table 3 summarizes the NRHP status of the 1,967 architectural resources on Hill AFB managed lands.

This number does not include buildings mitigated for demolition or transfer, as any adverse effect to these buildings has previously been mitigated through MOAs in consultation with the SHPO. A complete list of all buildings can be found in Appendix G Historic Property Survey and Site Forms.

1.2 General Information

1.2.1 Mission Statement

Hill AFB is an Air Force Materiel Command (AFMC) base located in Northern Utah. Hill AFB is the AF’s second largest base by population and size, and is home to many operational and support missions;

its host organization is the 75th Air Base Wing (ABW).

Hill AFB’s vision is for professional and highly disciplined Airmen to achieve Art of the Possible results.

Its mission is to provide mission-ready Airmen and equipment, outstanding support to Team Hill, and supreme care to its people, with the motto, “Count on us!”

The 75th ABW is responsible for the base operating support of all units at Hill AFB. These units include the Ogden Air Logistics Complex (OO-ALC), Life Cycle Management Center, Nuclear Weapons Center, the 388th and 419th Total Force Fighter Wings, and more than 50+ other associate units totaling over 20,000 personnel. The 75th ABW is responsible for mission support, civil engineering, medical, airfield operations, command post, explosive ordnance disposal, public affairs, financial management, and ground operations for the installation and the 1,500 square mile UTTR, and 75 GSUs throughout Utah, Nevada, and Wyoming. The Installation Commander, 75 ABW/CC, has overall responsibility for proper management of cultural resources within the base boundary, GSUs, UTTR-North, UTTR-South, and Wendover Auxiliary Area. The 75th CEG provides infrastructure and facilities support, environmental support, UTTR support, fire protection, disaster preparedness, housing management, explosive ordnance removal, and energy management for Hill AFB-managed properties. It is the focal point for manpower and personnel issues. The Hill AFB CR Program is part of the Environmental Management Branch of the 75th CEG.

The Cultural Resources Program at Hill AFB protects our cultural heritage for future generations through the identification, evaluation, and preservation of cultural resources while simultaneously providing mission critical support to the Air Force and the Department of Defense. The program is responsible for assuring installation compliance with the NHPA, ARPA, Native American Graves Protection Act (NAGPRA), and other national, state, and local cultural resource laws and regulations.

1.2.2 Historical Perspective

Ogden Arsenal: In 1920 the United States Army started looking for an inland storage area for the unprecedented amount of surplus munition left over from WWI. A site at the mouth of Weber Canyon was chosen for the sandy soil, railroad lines and readily accessible national transportation routes, climactic conditions and distance from major Pacific Coast depots and cities. Work began on the Ogden Arsenal by the end of 1920. By 1923 the Ogden Arsenal became dormant, used mainly as a general storage depot and years later placed on inactive status due to the national financial crisis that accompanied the stock market crash.

A 1921 War Department General Order (#55) officially changed the name to Ogden Ordnance Reserve Depot and another Order in 1927 re-designated the installation as the Ogden Ordnance Depot. Rehabilitation and reconstruction of the Ogden Ordnance Depot began in 1936. It would soon expand to include manufacture as well as storage of bombs, shells, and other ammunition.

During WWII the Ogden Ordnance Depot expanded further to include production tasks, as well as new duties of storage and resupply. After the war the arsenal returned to its beginnings as a collection depot for reserve materiel. After resurgence during the Korean War, Army ordnance operations and manufacturing would be moved to Tooele Ordnance Depot and other depots around the country. Many structures from the old army installation still stand today on the grounds of Hill AFB.

Hill Field: In 1939, the War Department, under the direction of President Franklin Roosevelt, commissioned the construction of military supply and maintenance depots throughout the U.S., with north central Utah being chosen to serve the northwest. A 3,000-acre site was chosen adjacent to the Ogden Ordnance Depot, which manufactured and stored aerial bombs for the Army Air Corps. Key location factors included the close proximity to this depot as well as access to rail and motor transport routes; good climatic and aviation conditions; ample supplies of power, fuel, and water; and the relative protection from enemy attack from the Pacific.

In 1940, the base was activated and named Hill Field in honor of Major Ployer Hill, a test pilot killed in 1935 while testing the B-17 Flying Fortress. During WWII and the Korean Conflict, Hill AFB provided support and maintenance for military aircraft. In 1955, the base doubled in size with the annexation of the adjacent Ogden Ordnance Depot. Also in the 1950s, Hill AFB became the system manager of the Minuteman Missile, a role it continues today.

In the 1960s, Hill AFB became the logistics manager for the F-110 tactical fighter and employed 15,000 military and civilian personnel. During the Vietnam War, Hill provided airlift support using C-124, C-130, C-133, and C-141 aircraft. Hill AFB accepted missions from other bases that were closing and employed 21,000 persons by 1969. The 1970s ushered in operation and flight training of F-16s at Hill AFB. Air Force helicopter combat training schools and the 40th Aerospace Rescue and Recovery Squadron were established at the base.

The 1980s saw the Ogden Air Logistics Complex’s (OO-ALC) deactivation of the Titan missiles, and the assignment of a new mission to upgrade Minuteman missile silos and launch facilities.

With the end of the Cold War in the 1990s, Soviet Union arms control inspectors came to Hill AFB to witness the destruction of missile first-stage rocket motors. The base provided support personnel and supplies that were deployed during Operation Desert Storm.

At the turn of the century, the Ogden Air Logistics Center began the massive effort of supporting the war on terrorism through increased engineering, sustainment/logistics management, and maintenance support for many of the Air Force’s weapon systems-minuteman III, C-130, F-16, A-10, F-22, and F-35 (began arriving September 2015.) In addition to maintenance and acquisition support, several operational units on base-388th Fighter Wing and 419th Fighter Wing- have been in constant deployment rotations to the Middle East and Southwest Asia, providing aerial support by way of the F-16.
