59. The drawings do not show any other utilities to be demolished at building 1836. Usually these buildings also have some HVAC as well as electrical. Please provide more information on demo scope?
Underground electrical service to a power pole approximately 85-linear feet from the building.
60. Does the government intend to salvage any of the doors from any of the buildings being demolished in this project?
61. PWS page 48, section 3.1.6 requires bidding contractors to provide as-built drawings at the end of the project back to the government. This would be typical for most projects, but where this is demolition would this still be required? If so, what would contractors be expected to show/identify in those as-builts since the buildings would all be gone in their entirety?
As-Built drawings are not required for a demolition project.
62. Is the government aware that during demolition the contractor will be moving and will need a new staging area for each demolition site? Will this be acceptable?
Contractor shall submit a site laydown request for each proposed area.
63. PWS page 50, section 3.2.3 says that all items and objects, materials, and equipment, that are on, in, or within the indicated demolition limits at the time of mobilization, are the property of the contractor and shall be removed.
a. Does this mean that anything in the buildings right now that the government wants to salvage will be removed prior to the contractor starting the demolition?
Yes.
b. There is a cost associated with demolition when it includes items that have been left inside a structure/building. Without a site walk bidding contractors will have no way of putting an accurate cost to cover that removal. Please clarify with a date for a site walk prior to bid or a list of items and quantities to be removed from inside the buildings.
There will be no site visit. However, photos will be uploaded to SAM.gov
64. PWS page 51, section 3.2.3 J says all bollard walkway lighting systems shall be demolished.
Drawing sheet CD112 says those same electric lines are to be protected in place. Please clarify what is to be done here.
Electrical branch circuits are to be protected in place as they supply lighting in areas outside the project boundary. The walkway bollard lighting system shall be demolished as per section 3.2.3 (j).
65. Is CLP responsible for the transformer work and panel installs at building 526?
Contractor is to coordinate all exterior electrical work with CLP and the Hill AFB Electrical Shop. In addition, the contractor is responsible for installation of the electrical panel and all costs associated with the scope of work.
66. PWS page 51, section 3.2.3 M says all electrical utility lines that are part of the scope shall be cut, abandoned in place, and capped off at the nearest transformer pole or pull box. Per the questions previously there is no way of looking at the drawings being able to identify where those connection points are or how many linear feet are considered in scope. Please provide more information.
Additional information provided in Questions 44 – 58.
67. PWS section 3.2.3 makes several references to contracting with CLP for electrical work/services on this project but there are no references to be found for American Water and the potable water and standard water service lines. Is it the government's intent that contractors also reach out to American Water for services/contract?
Reference PWS Section 3.2.3 (e)
68. PWS page 52, section 3.2.5 states that all affected drain inlets shall be protected from sediment runoff. Building 1229 has two storm water inlets to the west side of the building that sit much lower than the building (even after demolition). SWPPP would only be a temporary fix while on site. What will need to be done to protect those inlets long term after the project is complete and the contractor is no longer present on site?
Contractor shall submit an Environmental Protection Plan to address long term inlet protection.
69. PWS page 59-88 contains the Davis County Register of Wage Determinations. This document appears to be standard Department of Labor wages that does not contain construction trades such as electrician, excavator, demolition, etc. that are needed for this project.
This is a service contract, and as such, the appropriate Service Contract Age Wage Determination is incorporated. Davis Bacon wages are not appliable to this requirement.
70. Will the government please provide pictures of the insides of the buildings on this project if a site walk will not be held?
Photographs of the buildings are located in the attachments section.
71. Solicitation 3.2.3e) states how to cap water services but can the Government provide locations?
Our team is worried some of the utilities may be out of the demo boundary. If this is the case, it will be a bigger expense because we will have to locate the tie in, cut asphalt, and dig down and cap it by cutting out the ‘T’ and replacing it with 2 couplers and a pipe and then backfill with structural fill and then patch the asphalt/ concrete. This will again require work over and above what industry can accurately and competitively bid.
Water and Sewer work will conform to American Water Details and Specifications as indicated in Section 3.2.3 (e).
72. Solicitation 3.1 General Requirements states post-demolition to grade and seed the sites “except building 1229 (see 3.3.3)”. That section says nothing about building 1229 requirements. Section
3.2.3 g) states to put down 4 inches of what we would call “state spec road base” for Building 1229. Please confirm if Section 3.2.3 g) is the correct section to refer to for post-demolition building 1229 instructions rather than 3.3.3.
Correct.
73. Does the Government have plans for future buildings at these sites that would require us to fill each one of the holes where the buildings were with compacted structural fill (including the pool) and then top it with topsoil for the seed (and on building 1229 with state spec base)? If so, what material does the Government require? We do know a landfill/ recycle yard is on base with recycled asphalt and concrete that should work but if structural fill is not required can we use dirt? Would the landfill be able to provide that?
Reference Attachment 2 – Technical Specifications Section 02 41 00.
74. Section 3.2.3 D – States the contractor will remove the foundation to a minimum depth of 4 feet – What if the foundation is deeper than 4 feet?
Buildings shall be completely demolished from top to bottom of existing footings.
75. Is bonding required for this contract and if so, what is the amount?
No. This is a service contract.
76. 6.1.1 Site Safety Health Officer - Does SSHO require 5 years minimum experience?
Yes. Reference EM 385-1-1 paragraph 01.A.17 c.
77. Our envisioned plan for demo starts with the pool area first, could we then use this area as a staging area for the remainder of the project period of performance?
A Construction Laydown Plan is required to be submitted for approval.
78. 3.2.3 G – Who is responsible for mobilization & storage of saved items?
Government salvaged items shall be removed by the Government prior to demolition.
79. Regarding Section 3.2.3 Demo and Utilities Subsection I) -- Is switchgear and equipment provided by CLP? If not are specifications available?
Contractor shall coordinate equipment requirements with CLP.
Subsection K) -- After determination is made and conductors are found to be too short for new location is pricing to be given at point of demolition or prior to?
Please see section 3.2.3 (K), contractor is to make the best business assumption for their quote.
Subsection L) -- Is new electrical equipment supplied by CLP or 75th CES exterior electrical shop? If not, are there specifications for new location and equipment?
No. Provide equipment compatible with existing branch circuits and equipment.
Coordinate all exterior electrical work with CLP and 75th CES Exterior Electrical Shop.
Subsection N) -- Is the "quote" from CLP an actual price or simply a scope of work to be done for "service connections"?
Contractor to coordinate with CLP.
80. Section 3.4.8 -- It is our understanding the CMRA manpower reporting site is outdated and no longer used. Is there a new manpower reporting site for this project?
