About this file

This draft groundwater monitoring report summarizes activities from the 2015 annual groundwater monitoring event at the D-Q University Formerly Used Defense Site in Yolo County, California. Groundwater sampling was conducted in eight monitoring wells out of sixteen targeted wells in order to monitor volatile organic compound concentrations and collect water quality parameters. Trichloroethene was previously identified as the primary chemical of concern in groundwater. Samples were analyzed for select volatile organic compounds including trichloroethene and its degradation products. Analytical results from the eight wells showed no detection of target analytes above the method detection limit. Based on the results, the report recommends continued annual groundwater monitoring to evaluate changes in contaminant concentrations over time.

1.0 INTRODUCTION

This report presents the field activities, analytical methods, and results of the 2015 annual groundwater monitoring event at the D-Q University Formerly Used Defense Site (FUDS) located in Yolo County, California. Groundwater monitoring activities were conducted in accordance with requirements of the Long Term Monitoring (LTM) Workplan for D-Q University (Workplan) (ECS/BC JV, 2013), as applicable to the current year conditions. The groundwater monitoring event was completed by Helios Resources, LTD and Tetra Tech, Inc.

for the U.S. Army Corps of Engineers (USACE), Sacramento District, under Contract #W91238-14-C-0037.

D-Q University is located in Yolo County on the north side of County Road 31 (Covell Road), approximately nine miles west of Davis, California. The location of D-Q University is provided on Figure 1.

1.1 SITE DESCRIPTION AND BACKGROUND

In 1952, 651.55 acres of agricultural land were acquired by the U.S. Army for the Sacramento Valley Radio Transmitter Station (Station) to support the Signal Corps Radio Station (call letters: WVY) (ECS/BC JV, 2013). The 651.55 acres is referred to as the Site in this report. The Site, which currently includes the D-Q University campus, includes the surrounding agricultural fields and the former Station.

There are no structures within a one-mile radius of the Site other than those associated with the campus or farming activities. The surrounding agricultural lands are currently leased to farmers for crops such as meadow hay and alfalfa.

The Site was owned and occupied by the U.S. Army from 1952 to 1969 and was most commonly called the former West Coast Relay and Radio Transmitting Station. All real properties formerly owned by, leased by, possessed by, or otherwise under the jurisdiction of the Secretary of Defense or elements of the U.S. military are managed within the FUDS program. Policy and guidance for the FUDS program is provided in USACE Engineering Regulation 200-3-1 (USACE, 2004). FUDS program funding can only be used to assess and remediate Department of Defense (DoD) liability at an eligible property, which is defined as real property.

The former West Coast Relay and Radio Transmitting Station is a FUDS property as defined by the Defense Environmental Restoration Program (DERP). The DERP-FUDS statute [10 USC 2701 (a) (2)] requires that projects addressing hazardous substances, pollutants, and contaminants be conducted consistent with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 and the Superfund Amendments and Reauthorization Act of 1986. The FUDS identification number for the Site is J09CA1180

(ECS/BC JV, 2013).

In 2012, a Remedial Investigation (RI) and a Data Gap RI were conducted. The RI identified that the primary chemicals of concern are volatile organic compounds (VOCs), primarily trichloroethene (TCE) in groundwater, and total petroleum hydrocarbon diesel range organics (TPH-DRO) in soil and groundwater. A TCE-impacted groundwater plume was

HELI-3202-0000-0002 2

defined and was primarily found within the shallow sand/gravel unit at the Site. TCE degradation is minimal based on data collected to date, which generally indicate minor concentrations of TCE degradation (or breakdown) products in site groundwater samples.

The extent of TPH-DRO in shallow groundwater has been defined laterally near the northeast corner of Building #102, the former location of four fuel oil USTs. TPH-DRO concentrations have been detected in stratigraphically lower discontinuous discrete sand lenses. The TPH- DRO plume is contained within the larger TCE plume. Further description of the Site, including history of previous environmental investigations, can be found in the Workplan.

HELI-3202-0000-0002 3

2.0 OBJECTIVES AND METHODS

This section describes the objectives and methods for the sampling event. Groundwater monitoring activities were conducted in accordance with recommendations of the Workplan written in 2013, as applicable.

2.1 OBJECTIVES

The groundwater monitoring scope includes annual groundwater sample collection, analysis, and reporting. The current objectives of this annual groundwater monitoring round included monitoring dissolved phase volatile organic carbon (VOC) concentrations in groundwater and collecting water quality and biological parameters to verify intrinsic biodegradation.

2.2 METHODS

Sixteen monitoring wells were targeted for groundwater sampling to meet the project objectives established in the Workplan. The monitoring wells selected for LTM provide sufficient groundwater data needed to determine changes in concentrations within the dissolved phase plume and to determine biodegradation rates. The selected monitoring wells are located at the plume boundaries, the plume core, and at background locations.

The analytical program is described in Table 2-1 and follows the recommendations of the Workplan, as applicable under current site conditions. Table 2-2 provides the Well Construction Summary as provided in the Workplan.

3.0 MONITORING ACTIVITIES AND RESULTS

A summary of field sampling activities, analytical program, data review, and results are discussed in this section.

3.1 FIELD SAMPLING ACTIVITIES

On August 20, 2015, depths to water were measured in sixteen groundwater monitoring wells with an electric water level meter measuring to the nearest 0.01 foot. The results are included in Table 3-3, Historical Groundwater Elevations. Monitoring well locations are shown on Figure 2.

Groundwater samples were collected from eight wells on August 20 and 21, 2015 following procedures outlined in the Workplan. The remaining eight of sixteen wells could not be sampled during this event. Due to an unusually dry summer, three wells were dry (GIW-2, GMW-4, and GMW-6), four wells had a foot or less of water (GMW-1, GMW-3, GMW-5, and GMW-7), and GEW-3 had less than two feet of water. Since these eight wells were either dry or had an inadequate water column to collect groundwater samples or record field parameters, sample collection was not conducted at these wells. Additionally, due to the low water levels, the analytical program was reduced to collection of VOCs only.

Wells were purged at a rate of 200 milliliters per minute and sampled using bladder pumps with dedicated disposable Teflon® bladders and polyethylene tubing following procedures outlined in the Environmental Protection Agency (EPA) Guidance for low-flow sampling (USEPA, 2010). Wells with lower concentrations were sampled first followed by wells that historically exhibited higher concentrations. A record of the rate and the amount of water purged is provided on Groundwater Purge and Sampling Field Data Sheet for each well in Appendix A.

Prior to beginning the monitoring event and after collection of each sample, all non-disposable purging and sampling equipment (e.g., bladder pump, meter probes, and flow-through cell) was decontaminated using phosphate-free detergent and de-ionized water.

During purging, field parameters consisting of acidity (pH), electric conductivity, water temperature, dissolved oxygen, turbidity, and oxidation reduction potential were monitored using a YSI 556 water quality meter with flow-through cell. Readings were recorded during purging on the Monitoring Well Sampling Sheet for each well and are provided in Appendix A.

3.2 ANALYTICAL PROGRAM

Groundwater samples were analyzed by Eurofins Calscience, Inc. (Calscience) for select VOCs by EPA Method 8260B. The select VOCs analyzed are: TCE and its breakdown products (cis-1,2-dichloroethene [DCE], trans-1,2-DCE, and vinyl chloride). Quality Control (QC) samples included a field duplicate and trip blank. Sufficient sample volume was also collected for laboratory prepared matrix spike/matrix spike duplicate (MS/MSD) analyses.

Analytical reports and chain-of-custody documentation are provided in Appendix B.

HELI-3202-0000-0002 6

3.3 DATA REVIEW

This section summarizes the data quality assessment of analytical results reported for groundwater samples collected during the monitoring event. Validation and/or verification of the laboratory analytical data were performed per the criteria specified in the Workplan (ECS/BC JV, 2013). Table 3-1 lists the types of QC samples and analytical acceptance limits that were used to assess both field and laboratory performance.

Table 3. Quality Control Sample Requirements The project laboratory used a quality assurance (QA) program to monitor data quality with internal QC checks. These laboratory QC checks included blank samples, laboratory control samples (LCSs), and duplicate analyses.

3.3.1 Analysis

Groundwater samples were shipped to Calscience in Garden Grove, California for analysis of select VOCs: TCE, cis-1,2-dichloroethene (c-1,2-DCE), trans-1,2-dichloroethene (t-1,2-DCE), and vinyl chloride. Calscience is certified under the California Environmental Laboratory Accreditation Program (ELAP# 2944) and under the DoD Environmental Laboratory Accreditation Program (DoD-ELAP #ADE-1864). Samples were received at the required temperature and were analyzed within the required holding time.

A total of eight environmental samples and one field duplicate sample were collected; DQ- DUP-1 is associated with primary sample DQ-GMW-10. No target analytes were detected in the primary or field duplicate samples. One trip blank sample was collected, TB-082015. No target analytes were detected in the trip blank sample. Two equipment blanks was collected:

EB-082015 and DQ-EB-082115. No target analytes were detected in the equipment blank samples.

The data collected in support of this monitoring event meet the data quality objectives and are considered usable for decision making. There were no data quality issues identified in

HELI-3202-0000-0002 7

the data quality assessment (Appendix C), and none of the results were rejected. A total of three results were qualified with a J-flag due to trace level detections between the limit of detection (LOD) and limit of quantitation. Table 3-2 provides a summary of the results that were qualified by method.

3.4 RESULTS

A discussion of groundwater elevation and analytical results are provided below.

3.4.1 Groundwater Elevations

Calculations of groundwater elevations were performed for the wells by subtracting the depth to water measurement from the surveyed elevation of the notch in the top of the well casing. Table 3-3 provides groundwater elevation data collected during this event, as well as historical groundwater elevation data. Figure 2 shows the distribution of measured water level elevations at the site during this sampling event. Providing contouring water elevations for this reporting period was not considered representative of general groundwater flow directions due to dry wells and low water levels site wide, as well as the relative locations of the wells that did have measurable water.

Groundwater levels were at their lowest measured elevations, or wells were dry, for the first time since groundwater monitoring was initiated at the Site in 2001. Water levels at the Site have decreased by approximately 5 to 22 feet in various wells compared to depths measured in December 2013. On August 20, 2015, measured groundwater elevations ranged from 62.53 feet above mean sea level (MSL) in DQ-GMW-7 to 79.20 feet MSL in DQ- GMW-1. Decreases in water levels were approximately 5 to 6 feet east of Building 100, and

HELI-3202-0000-0002 8

10 to 15 feet in the southern portion of the Site. The greatest change between December 2013 and August 2015 was a decrease of approximately 22 feet in well DQ-GMW-7.

Groundwater elevations are lowest in the central portion of the site. Estimated groundwater gradients range from 0.0008 to 0.4 ft/ft. Estimated groundwater flow has been highly variable in the northern portion of the Site. Some of the flow variability in this area is due to limited data because several wells in this area are dry. Hydraulic gradients are to the southwest for the middle portion of the Site; they are south-southeast for the southern section of the Site. Table 3-4 provides the historical groundwater flow directions and gradients. Groundwater gradients for this monitoring period would differ significantly from previous monitoring events owing to the significant drop in water levels, and are not considered representative of Site conditions. These gradients did not technically support presenting elevation contours.

3.4.2 Analytical Results

Analytical Results, consisting of historical and current TCE concentrations, are shown in Table 3-5. Analytical results were compared to EPA maximum contaminant levels (MCLs) for drinking water standards and California Public Health Goal Water Quality Objective (WQO), per the direction of the Workplan. TCE concentrations from the current sampling event are also shown on Figure 3.

TCE was the only contaminant detected at the Site during this sampling round. TCE concentrations ranged from an estimated concentration of 0.27 µg/L (less than the LOD of

0.40 µg/L) in well DQ-GMW-14 to a maximum concentration of 3.8 µg/L in well DQ-GMW-8, below the MCL of 5 µg/L but exceeding the WQO of 0.8 µg/L. The historical maximum TCE concentration in well DQ-GMW-8 was 1.6 µg/L. The WQO was not exceeded in any other samples during this sampling event. The TCE concentrations in wells DQ-GMW-9, DQ-GMW- 10, DQ-GMW-12, DQ-GMW-13, DQ-GMW-14, and DQ-GMW-15 measured during this sampling event were the lowest recorded historical concentrations for each well, respectively.

The breakdown products of TCE (Vinyl chloride, c-1,2-DCE, and t-1,2-DCE) were not detected above the LOD in groundwater sampled at the Site. The general absence of observed breakdown products is consistent with historical data, which showed little to no TCE breakdown products (Workplan).

In summary, no samples exceeded the MCLs in the wells with sufficient water to be sampled during this sampling event, and no significant changes in concentrations were observed in these wells. An assessment of the distribution of TCE and its breakdown products in the source area could not be performed because water levels in that area were too low to collect a sample (Section 3.4.1).

HELI-3202-0000-0002 9

3.4.2 Investigative Derived Waste

The investigative derived waste (IDW) consisted of purge water from sampling that was properly classified, labeled, managed, and disposed in accordance with the Workplan. IDW was classified as nonhazardous, and the waste manifest is provided in Appendix D.

4.0 RECOMMENDATIONS

The USACE recommends that the groundwater monitoring program at the Site continue as described in the Workplan. USACE proposes to collect samples on an annual basis during the first or fourth quarter of the year when water levels would be elevated so that groundwater quality and natural attenuation parameters can be collected and analyzed.

Condition Upon Receipt:

Samples were received under Chain-of-Custody (COC) on 08/24/15. They were assigned to Work Order 15-08-1658.

Unless otherwise noted on the Sample Receiving forms all samples were received in good condition and within the recommended EPA temperature criteria for the methods noted on the COC. The COC and Sample Receiving Documents are integral elements of the analytical report and are presented at the back of the report.

Holding Times:

All samples were analyzed within prescribed holding times (HT) and/or in accordance with the Calscience Sample Acceptance Policy unless otherwise noted in the analytical report and/or comprehensive case narrative, if required.

Any parameter identified in 40CFR Part 136.3 Table II that is designated as "analyze immediately" with a holding time of <= 15 minutes (40CFR-136.3 Table II, footnote 4), is considered a "field" test and the reported results will be qualified as being received outside of the stated holding time unless received at the laboratory within 15 minutes of the collection time.

Quality Control:

All quality control parameters (QC) were within established control limits except where noted in the QC summary forms or described further within this report.

Subcontractor Information:

Unless otherwise noted below (or on the subcontract form), no samples were subcontracted.

Additional Comments:

Air - Sorbent-extracted air methods (EPA TO-4A, EPA TO-10, EPA TO-13A, EPA TO-17): Analytical results are converted from mass/sample basis to mass/volume basis using client-supplied air volumes.

Solid - Unless otherwise indicated, solid sample data is reported on a wet weight basis, not corrected for % moisture. All QC results are always reported on a wet weight basis.
