About this file

This document provides questions and answers related to a solicitation for indefinite delivery contracts for architectural-engineering services. Up to four firms will be selected to provide design services for civil works projects such as dams, levees, and infrastructure within the boundaries of the South Pacific Division of the U.S. Army Corps of Engineers. Services will include feasibility studies, design, investigations, analysis, construction phase support, and inspections. Responses are due by October 23, 2020 and contracts will be negotiated within one year thereafter for a five year period of performance. Firms will be evaluated on their experience with civil works projects, personnel qualifications, past performance, ability to simultaneously execute multiple task orders, and knowledge of the locality. Subcontracting goals include 32% for small businesses.

Questions and answers are provided for informational purposes only. None of the responses provided below represent material changes to the solicitation; and therefore no amendment is forthcoming.

1. Question: If it is required, are there any COVID-19 related delivery requirements that we need to follow?

Answer: We are still receiving mail and packages at our location. However, everyone (including couriers) is required to wear a mask while in the building.

2. Question: Will USACE confirm that each of the three 11 x 17 pages for Section D count as one page?

Answer: Yes, each of the 11 x 17 pages count as one page.

3. Question: Will USACE confirm that past performance documentation may be included in a section immediately following SF330 Part IIs?

Answer: Yes, past performance documentation may be included in a section immediately following SF330 Part IIs.

4. Question: Will USACE confirm that past performance documentation may be excluded from the page count?

Answer: Past performance documentation is included in the total page limit.

5. Question: Will USACE confirm that SF330 Part IIs are excluded from the page count?

Answer: SF330 Part IIs are included in the total page limit

6. Question: Will USACE confirm that SF330 Part IIs are excluded from the font restrictions?

Answer: Offerors must comply with the font requirements stated in the solicitation.

7. Question: Question relates to criterion d) Ability to successfully execute on multiple simultaneous TOs at different locations within the required timeframe (3 or more task orders simultaneously, each with fees in the $3 million to $5 million range). Is it actually the Districts desire for firms to demonstrate projects with FEES in that range, or construction value? We have not seen many typical USACE civil works projects for which design fees are in that range, but that is a common construction value for typical USACE civil works projects.

Answer: The government is interested in assessing the extent of the offeror’s ability to perform (either through self-performance, subcontract management or both) multiple task orders / A-E contracts within the $3M - $5M range concurrently. This fee range represents the A-E task orders not the construction estimated value.

8. Question: For block F, can an IDIQ be used as a project? May we combine multiple task orders into one project, where all task orders relate to multiple phases of a single project (e.g. feasibility study, design, and construction management as separate task orders for the same project)?

Answer: No – one’s status as an IDIQ holder is not sufficient evidence of project-specific experience. Offerors must identify specific projects relevant to the requirements identified in the solicitation for evaluation.

9. Question: Does the 200 page limit include Part II forms?

Answer: Yes, Part II forms are included in the 200 page limit.

10. Question: The solicitation states “in block D, provide the quality management plan and organization chart for the proposed team.” Are you looking for a full quality management plan to be included in block D, and if so, is this included in the 200 page count?

Answer: Yes, the quality management plan is included in the 200 page limit.

11. Question: May we use any of the 3 allocated 11x7 pages for information besides the organizational chart in other parts of the document (for example, to show a matrix or graphic in block H)?

Answer: Yes, notwithstanding any specific prohibitions stated in the solicitation, offerors have the discretion to use the three allocated 11x17 pages as they choose.

12. Question: For block H, you ask for “the number and amount of fees awarded on DoD contracts during the 12 months prior to this notice, including change orders and supplemental agreements for the submitting office only.” Can you clarify whether you are only looking for fees for the submitting office location, or for the prime firm?

Answer: To clarify, Block H requests the fees for firm’s primary office location where the work will be performed.

13. Question: The submission states that the SF330 should include “related services questionnaires regarding past performance on non-Government projects.” Is there a form we should use for this? Do you also want us to provide CPARS for government projects? And are these counted as part of the 200 page limit?

Answer: An offerors’ proposal must comply with the 200 page limit. Offerors must utilize the SF 330 form and the format as indicated. Offerors must use discretion and sound business judgment about the information to include in each section of the SF 330 given the 200 page limit.

14. Question: Will there be a pre-proposal conference?

Answer: There will not be a pre-proposal conference.

15. Question: When will the equivalent small business civil works IDIQ contract opportunity be posted?

Answer: A similar IDIQ set aside for solely small business concerns is expected to be advertised by the end of calendar year 2020. However, this is subject to change. Interested parties should continue to monitor beta.SAM.gov for further information.
