GENERAL
Project Scope
This request for proposal (RFP) provides for the design and construction of the Ground- Based Strategic Deterrent Mission Integration
Facility (GBSD MIF) and adjacent parking garage at Hill Air Force Base.
Reference PART 12 for Parking Garage criteria. The overall design goal for the facilities is to provide a contemporary, functional, and visually appealing complex that is a source of pride for users and Hill AFB. The project scope is limited to a maximum area of 140,000 square feet per the
DOD 1391 requirements. The schematic drawings represent a conceptual design of 139,926 gross square feet. It is the intent of this RFP that the
DBT shall construct a facility that incorporates all of the requirements stated herein up to and as close to the 1391 area limitation without exceeding such limitation. Once all functional area requirements represented in the RFP are met, floor plan efficiencies resulting in excess square footage, but below the 140,000 gross square foot limitation, shall be allocated to the inclusion of the following bonus program areas (in order of priority-first being highest priority):
Increase Auditorium seating to 700-person capacity-area as required.
Include a space for a 20-seat café-style dining area-for hot and cold sandwiches, soups and beverages-area as required.
Fitness area-not to exceed 750 square feet.
Though not shown on the documents, all building construction including, but not limited to foundation, structure, walls, floors, ceilings, doors, hardware, finishes, power, communications, plumbing, all other utilities, and FF&E, fees, and associated supervision sand management shall be included to accommodate the above bonus program areas. All costs to accommodate the above bonus program areas shall be included in the overall project costs. Excess square feet shall not be assigned to excessive areas of circulation or unusable space.
Calculations of the gross areas for the overall structure shall be in accordance with UFC 3-101-01 Architecture.
The concept drawings and supporting narrative requires an
ICD/ICS-705-1 compliant administrative facility constructed in three stories above grade. It will provide the necessary facilities and the required security measures for personnel to perform work in a controlled environment, in accordance with the GBSD Security Classification Guide.
Site modifications include a paved drop-off drive on the west (main entrance) side of the building, fenced loading area, trash/recycling receptacle storage area and the demolition of an existing Recreational
Vehicle (RV) lot, to be reconstructed at a location off-site.
The MIF will generally be comprised of private and open office areas, auditorium, laboratories, conference rooms, computer labs, server rooms and support spaces, secure spaces, storage areas, shipping/receiving dock area, breakrooms, restrooms, and mechanical/electrical support spaces and a separate parking garage containing approximately 700 vehicle spaces.
