1.3 SCRAP MATERIAL
Materials specified to be removed and become the property of the Contractor are designated as scrap, and the Contractor, by signing this contract, hereby acknowledges that he has made due allowance for value, if any, of such scrap in the contract price.
1.4 WRITTEN GUARANTEES AND GUARANTOR'S LOCAL REPRESENTATIVE
Prior to completion of the contract, obtain and furnish to the Contracting Officer's representative written guarantees for all the equipment and/or appliances furnished under the contract. Furnish with each guarantee: The name, address, and telephone number of the guarantor's representative nearest to the location where the equipment and/or appliances are installed, who, upon request of the Using Service's representative, will honor the guarantee during the guaranty period and will provide the services prescribed by the terms of the guarantee.
1.5 PRICING OF CONTRACTOR-FURNISHED PROPERTY
At the request of the Contracting Officer, promptly furnish and must cause any subcontractors to furnish, in like manner, unit prices and descriptive data required by the Government for property record purposes of fixtures and equipment furnished and installed by the Contractor.
1.6 TEMPORARY ELECTRIC WIRING
1.6.1 Temporary Power and Lighting
Provide construction power facilities in accordance with the safety requirements of the NFPA 70 and EM 385-1-1. Enforce all the safety requirements of electrical extensions for the work of all subcontractors.
All work must be accomplished by skilled electrical tradesmen in a workmanlike manner, as approved by the Contracting Officer.
1.6.2 Construction Equipment
In addition to the requirements of EM 385-1-1, all temporary wiring conductors installed for operation of construction tools and equipment must be either Type TW or THW contained in metal raceways, or may be multiconductor cord. Temporary wiring must be secured above the ground or floor in a workmanlike manner and must not present an obstacle to persons or equipment. Open wiring may only be used outside of buildings, and then only in strict accordance with the provisions of the National Electrical Code.
1.6.3 Circuit Protection
In addition to the present requirements in EM 385-1-1 and NFPA 70, all 15 and 20-ampere receptacle outlets used for obtaining power during construction must have ground fault circuit interrupters (GFCI) for
01 00 00 - 3 personnel protection. Block and brick saws must also be equipped with GFCI. The Contracting Officer may allow an exception to this requirement for circuits for concrete vibrators or circuits operating at other than 60 Hertz normal (in both cases an assured grounding program as described in the NFPA 70, except utilizing the daily inspection frequency of the grounding means of such equipment, may be permitted). The assured grounding program will not be permitted as a substitute for usage of GFCI'S except as described above. All generator-powered 15- and 20-ampere, 60 Hertz receptacle outlets must have GFCI'S, and must be properly grounded.
Provide a testing means which will impose a measured fault of 5 milliamperes, plus or minus 1 milliamperes, and result in tripping the GFCI unit.
1.7 UTILITIES
Immediately notify the Contracting Officer in writing if utilities not shown on the plans and not visible as to the date of this contract are encountered within the construction limits of the entire project, and such utilities will interfere with construction operations, to enable a determination by the Contracting Officer as to the necessity for removal or relocation. If such utilities are removed or relocated as directed by the Contracting Officer, an equitable adjustment in the contract price must be made pursuant to the Contract Clause CHANGES to cover the cost of any additional pertinent work or delay.
1.8 PLANNED UTILITY OUTAGES AND STREET CLOSURES
Power outages must be restricted to off-duty hours and weekends. Other utilities may be connected and streets closed during normal working hours with the outage duration and street closure as short as possible. All outages and street closures must be scheduled as far in advance as possible with the Contracting Officer and in no case less than 21 days before the outage or closure. Obtain in writing from the Contracting Officer a statement or schedule giving the permissible times of utility outages or road closures for particular installations and the maximum time allowed for such outage. Strictly observe such schedules and will be held responsible for any violations.
1.9 EXCAVATION PERMITS
All excavation permits will be issued to the Contractor from the MOTCO Department of Public Works (DPW), through the Contracting Officer. The appropriate form, for this request, may be obtained from the Contracting Officer. Processing time required is 14 calendar days. Questions concerning the excavation permit should be directed to the Contracting Officer.
1.10 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
a. This provision specifies the procedure for the determination of time extensions for unusually severe weather. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
1. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

2. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
b. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

c. Upon execution of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days.
If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph b, above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the contract clause entitled "Default (Fixed Price Construction)". Refer to ER 415-1-15.
1.11 EQUIPMENT DATA FORM
In conjunction with paragraph, UAI 31.105-101 EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE, submit CESPK FORM 450 for all necessary equipment to perform work requiring adjustment of contract price and must submit these forms with the modification proposals. A sample form is attached at the end of this section.

The five sets of specifications must be standard letter (8-1/2" x 11") 3-hole punched and bound with metal posts. Submit these documents within 5 work days of the receipt of the Notice To Proceed (NTP).

SUMMARY OF WORK

PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government.
Submit the following in accordance with Section 01 33 00 SUBMITTAL

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The work includes replacing Building 606 transformer and switchgear, replacing overhead transmission lines, replacing security fencing, and other minor site improvements and incidental related work.
1.2.2 Location
The work is located at Building 606, Military Ocean Terminal, Concord, California as indicated on the contract drawings.
1.3 OCCUPANCY OF PREMISES
Adjacent building(s) and facilities will be occupied during performance of work under this Contract.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.4 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.5 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.
Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated, or specified to be removed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.5.1 Notification Prior to Excavation
Notify the Contracting Officer at least 48 hours prior to starting excavation work.
1.6 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
There is no Government furnished materials or equipment for installation by the Contractor.
1.7 GOVERNMENT-INSTALLED WORK
There is no Government-Installed work.
1.8 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located on the installation.
Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.
1.9 CLIN BREAKDOWN SCHEDULE
CLIN 0001 B606 Substation Upgrade Transformer & Switchgear shall include the following tasks:
a. Demolition of existing transformer, switchgear, and concrete.
b. New concrete pad for transformer and switchgear.
c. New asphalt around concrete pad for transformer and switch
d. Furnish and install new 7500 KVA Transformer.
e. Furnish and install switchgear.
f. Furnish and install high resistance grounding.
g. Furnich and install new trenching, conduits, and conductors from poles to transormer and switchgear, and 8-way switch.
h. New fencing and gates.
i. Pacific Gas & Electric (PG&E) fees.
j. Contractor manpower reporting.
k. Testing and commissioning.

l. Other incidemtal work as necessary for upgrade of transformer & switchgear.
CLIN 0002 Repairs to Existing Inland Service Switch shall include the following tasks:
a. Demolish and replace roadway.
b. New concrete pad with aggregate base.
c. Furnish and install new switch and switchgear.
d. Furnish and install new trenching, conduits, and conductors from poles across railroad tracks to transformer and switchgear
e. New double manhole vault.
f. New manhole.
g. New conduit from transformer to switchgear.
h. Temporary Power for Switchgear Field Work
i. Other incidental work as necessary for repairs to existing inland service switch.
1.10 CONTRACTOR MANPOWER REPORTING
The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall verify information input by the Government and completely fill in all other required fields in the reporting system using the following web address:

The required information includes but is not limited to: (1) Contracting Organization, Contracting Officer, Contracting Officer's Technical Representative (COR/COTR); (2) Contract number, including task and delivery order number; (3) Fiscal year covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Direct labor hours (including Subcontractors);
(6) Direct labor dollars paid this reporting period (including Subcontractors); (7) Total invoiced amount (including Subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each Subcontractor if different); (9) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information; and (10) Locations where Contractor and Subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website). As part of its submission, the Contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement.
Reporting period will be the period of performance not to exceed 12 months ending September 30 of each Government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor's systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. Information from the secure website is considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with
01 11 00 - 4 the data. For internal Army analysis, the reports and queries from the database shall not contain proprietary data.
1.11 PERIOD OF PERFORMANCE
The time duration of performance period is 450 calendar days after Notice to Proceed date.
1.12 LIQUIDATED DAMAGES
Liquidated damages for this work are $2,755 for each day of delay.
1.13 WAGE DETERMINATION
General Decision Number CA190018, dated 02/22/2019, Contra Costa County, in the State of California, or its most current modification at the time of award are hereby applicable to work performed under this contract. 1.14 PRECONSTRUCTION CONFERENCE
Prior to the initiation of work, a meeting will be held with the Contractor and USACE to discuss matters of mutual interest concerning the contract.
General conditions, work schedule, phasing and coordination, security, safety, permits, and other matters pertinent to work accomplishments will be discussed in this meeting.
1.15 AUTHORITIES
Only a warranted Contracting Officer (either PCO or ACO) acting within his or her delegated limits has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer.
1.16 CODES AND REFERENCES
References within the RFP are mandatory and shall be used as the basis of construction. References to specific codes and standards within the Specifications may be out of date. However, Contractor shall comply with all current edition of the codes and standards as of the date of contract award. References may not be all inclusive, and it is the Contractor's responsibility to meet all applicable codes.
1.17 SUSTAINABLE ACQUISITION
EPA Designated. Under the Comprehensive Procurement Guidelines (CPG) program, the Environmental Protection Agency (EPA) designates products that are or can be made with recovered materials, and recommends practices for buying these products. Any designated product that is being offered or supplied under this contract shall meet the minimum recommended content levels as identified under the CPG program. Offerors must be able to demonstrate that each offered product meets

1.2 CONTRACTOR ACCESS AND USE OF PREMISES
1.2.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.
1.2.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.2.1.2 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.2.2 Working Hours
Regular working hours must consist of an 8 1/2 hour period , between 7 a.m.
and 3:30 p.m., Monday through Friday, , excluding Government holidays.
1.2.3 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 15 calendar days prior to such work to allow arrangements
01 14 00 - 2 to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.
1.2.4 Occupied Buildings
The Contractor shall be working around existing buildings which are occupied. Do not enter the buildings without prior approval of the Contracting Officer.
1.2.5 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in paragraph WORK OUTSIDE REGULAR HOURS.
b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, and compressed air are considered utility cutovers pursuant to the paragraph WORK
OUTSIDE REGULAR HOURS.
1.3 SECURITY REQUIREMENTS
1.3.1 Employment Restrictions
MOTCO is designated as a restricted area in accordance with Army Regulation 190-13, "The Army Physical Security Program" (AR 190-13). As required by paragraph 6-2 of AR 190-13, as well as Homeland Security Presidential Directive (HSPD)-12, Directive-Type Memorandum 09-012, and Army Execution Order (EXORD) 033-15, the MOTCO Installation Commander has restricted MOTCO access to allow access only to U.S. citizens conducting official business at MOTCO. Consequently any employee or invitee of the Contractor and any employee or invitee of each subcontractor who is not a United States citizen shall be denied access to the MOTCO installation.
1.3.1.1 Personnel List
Submit for approval, at least 15 days prior to the desired date of entry, an original alphabetical list of personnel who require entry into Government property to perform work on the project. Furnish for each person:

All contractor's vehicles including privately-owned employee's vehicles and construction vehicles will be subject to search by the Facility Security.Large delivery or construction vehicles are subject to additional inspection.
1.4.2 Photographs
Photographs are prohibited in and around the Facility unless a written request containing specific justification and details is approved by the security officer via the Contracting Officer. Four (4) days' advance notice is required to obtain a photo permit.
1.4.3 Personnel Restrictions
Due to sensitivity of Facility operations, the following apply:
a. Restrict personnel to the designated work site.
b. Contractor's movements within the MOTCO will be restricted. Contractor personnel will be escorted to and from designated work areas.

1.3 PROJECT SCHEDULER QUALIFICATIONS
Designate an authorized representative to be responsible for the preparation of the schedule and all required updating and production of reports. The authorized representative must have a minimum of 2-years experience scheduling construction projects similar in size and nature to this project with scheduling software that meets the requirements of this specification. Representative must have a comprehensive knowledge of CPM scheduling principles and application. The authorized representative must be on the job site full-time, with no other duties.
PART 2 PRODUCTS
2.1 SOFTWARE
The scheduling software utilized to produce and update the schedules required herein must be capable of meeting all requirements of this specification.
2.1.1 Government Default Software
The Government intends to use Primavera P6, d 16.2. Save all files in the Primavera PM XER format.
2.1.2 Contractor Software
Scheduling software used by the contractor must be commercially available from the software vendor for purchase with vendor software support agreements available. The software routine used to create the required SDEF file must be created and supported by the software manufacturer.
2.1.2.1 Primavera
If Primavera P6 is selected for use, provide the XER export file in a version of P6 importable by the Government system.
2.1.2.2 Other Than Primavera
If the contractor chooses software other than Primavera P6, that is compliant with this specification, provide for the Government's use two licenses, two computers, and training for two Government employees in the use of the software. These computers will be stand-alone and not connected to Government network. Computers and licenses will be returned at project completion.
PART 3 EXECUTION
3.1 GENERAL REQUIREMENTS
Prepare for approval a Project Schedule, as specified herein, pursuant to FAR Clause 52.236-15, Schedules for Construction Contracts. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development. Subcontractors and suppliers working on the project must also contribute in developing and maintaining an accurate Project Schedule. Provide a schedule that is a forward
01 32 01 - 4 planning as well as a project monitoring tool. Use the Critical Path Method (CPM) of network calculation to generate all Project Schedules.
Prepare each Project Schedule using the Precedence Diagram Method (PDM).
3.1.1 Schedule Status Reports
Provide a Schedule Status Report on at least a monthly basis. If, in the opinion of the Contracting Officer, the Contractor falls behind the approved schedule, take steps necessary to improve its progress including those that may be required by the Contracting Officer, without additional cost to the Government. In this circumstance, the Contracting Officer may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit for approval any supplementary schedule or schedules as the Contracting Officer deems necessary to demonstrate how the approved rate of progress will be regained.
3.1.2 Default Terms
Failure of the Contractor to comply with the requirements of the Contracting Officer must be grounds for a determination, by the Contracting Officer, that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the time specified in the contract.
Upon making this determination, the Contracting Officer may terminate the Contractor's right to proceed with the work, or any separable part of it, in accordance with the default terms of the contract.
3.2 BASIS FOR PAYMENT AND COST LOADING
The approved Project Schedule is the basis for determining contract earnings during each update period and therefore the amount of each progress payment. Lack of an approved schedule update, or qualified scheduling personnel, will result in the inability of the Contracting Officer to evaluate contract earned value for the purposes of payment.
Failure to provide all required information will result in the disapproval of the preliminary, initial and subsequent schedule updates. The aggregate value of all activities coded to a contract CLIN must equal the value of the CLIN.
3.2.1 Activity Cost Loading
Activity cost loading must be reasonable and without front-end loading.
Provide additional documentation to demonstrate reasonableness if requested by the Contracting Officer.
3.2.2 Withholdings / Payment Rejection
Failure to meet the requirements of this specification may result in the disapproval of the preliminary, initial or periodic schedule updates and subsequent rejection of payment requests until compliance is met.
In the event that the Contracting Officer directs schedule revisions and those revisions have not been included in subsequent Project Schedule revisions or updates, the Contracting Officer may withhold 10 percent of pay request amount from each payment period until such revisions to the project schedule have been made.

3.3 PROJECT SCHEDULE DETAILED REQUIREMENTS
3.3.1 Level of Detail Required
Develop the Project Schedule to the appropriate level of detail to address major milestones and to allow for satisfactory project planning and execution. Failure to develop the Project Schedule to an appropriate level of detail will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:
3.3.2 Activity Durations
Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods.
Less than 2 percent of all non-procurement activities must have Original Durations (OD) greater than 20 work days or 30 calendar days.
3.3.3 Procurement Activities
Include activities associated with the critical submittals and their approvals, procurement, fabrication, and delivery of long lead materials, equipment, fabricated assemblies, and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days.
3.3.4 Mandatory Tasks
Include the following activities/tasks in the initial project schedule and all updates.
a. Submission, review and acceptance of SD-01 Preconstruction Submittals (individual activity for each).
b. Submission, review and acceptance of features require design completion.
c. Submission of mechanical/electrical/information systems layout drawings.
d. Long procurement activities
e. Submission and approval of O & M manuals.
f. Submission and approval of as-built drawings.
g. Submission and approval of DD1354 data and installed equipment lists.
h. Submission and approval of testing and air balance (TAB).
i. Submission of TAB specialist design review report.
j. Submission and approval of fire protection specialist.
k. 3.3.5 Government Activities

Show Government approval of shop drawings activities with at least the minimum duration allowed by the contract. Failure to provide reasonable durations in the schedule for Government activities does not establish or change the Government's review or approval path periods and the durations established for Government's activities are subject to approval by the Contracting Officer.
Allow 30 calendar days total duration prior to current contract completion date for the following activities. Refer to specification Section 01 45 00 QUALITY CONTROL. Include and properly schedule the following critical tasks:
a. Submission of Contractor Quality Control (CQC) for all mechanical/electrical/information systems tests.
b. Government QA for all mechanical systems acceptance/operational tests.
c. Government QA for all electrical systems acceptance/operational tests.
d. CQC completion inspection of the entire project.
e. Contractor works off CQC punchlist.
f. Prefinal inspection performed when the facility is completed such that it can be used for it intended function, as determined by the Contracting Officer.

Assign Workers per Day for all field construction or direct work activities, if directed by the Contracting Officer. Workers per day is based on the average number of workers expected each day to perform a task for the duration of that activity.
3.3.6.2 Responsible Party Coding (RESP)
Assign responsibility code for all activities to the Prime Contractor, Subcontractor(s) or Government agency(ies) responsible for performing the activity.
a. Activities coded with a Government Responsibility code include, but are not limited to: Government approvals, Government design reviews, environmental permit approvals by State regulators, Government Furnished Property/Equipment (GFP) and Notice to Proceed (NTP) for phasing requirements.
b. Activities cannot have more than one Responsibility Code. Examples of
01 32 01 - 8 acceptable activity code values are: DOR (for the designer of record);
ELEC (for the electrical subcontractor); MECH (for the mechanical subcontractor); and GOVT (for USACE).
3.3.6.3 Area of Work Coding (AREA)
Assign Work Area code to activities based upon the work area in which the activity occurs. Define work areas based on resource constraints or space constraints that would preclude a resource, such as a particular trade or craft work crew from working in more than one work area at a time due to restraints on resources or space. Examples of Work Area Coding include different areas within a floor of a building, different floors within a building, and different buildings within a complex of buildings.
Activities cannot have more than one Work Area Code.
Not all activities are required to be Work Area coded. A lack of Work Area coding indicates the activity is not resource or space constrained.
3.3.6.4 Modification Number (MODF)
Assign a Modification Number Code to any activity or sequence of activities added to the schedule as a result of a Contract Modification, when approved by Contracting Officer. Key all Code values to the Government's modification numbering system.
