PERFORMANCE WORK STATEMENT (PWS)

FOR

OPTIMIZED REMEDIATION CONTRACT (ORC)

AT

HILL AIR FORCE BASE (AFB), UT

CONTRACT NUMBER:

26 February 2019

1.0 SCOPE

This requirement is for environmental remediation activities to include environmental services, minor construction, and A&E services at Hill AFB. This Performance Work Statement (PWS) defines the scope of Environmental Remediation activities to achieve performance objectives at 23 Installation Restoration Program (IRP) sites and three (3) Military Munitions Response Program (MMRP) sites.

1.1 Introduction

Hill AFB (HAFB) is located in northern Utah, approximately 25 miles north of Salt Lake City and about five miles south of Ogden. The Base occupies approximately 6,700 acres in Davis and Weber counties. The base is bounded on the west by Interstate 15 and the Davis-Weber Canal;

and on the east by private property. HAFB and earlier military installations that occupied the Base operated industrial facilities related to military aircraft since the construction of the Ogden Air Depot in 1940. Many different aircraft, missile, and weapons systems have been maintained and tested in the course of continuous operation and expansion of the Base since its inception.

Industrial activities at HAFB have created a number of hazardous waste sites. Contamination from chemicals has impacted the groundwater and formed large plumes, both on and off Base.

Remediation activities at Hill AFB are being conducted pursuant to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Oil and Hazardous Substances Contingency Plan (NCP) requirements. Regulatory oversight is provided by the US Environmental Protection Agency (EPA) and with Utah Department of Environmental Quality

(UDEQ).

Environmental remediation activities at Little Mountain Test Facility (LMTF) are being conducted pursuant to the CERCLA in accordance with an Integration Agreement (IA) with regulatory oversight provided by UDEQ.

Environmental remediation activities at DB001, OT106, and SS030 are being conducted pursuant to the Toxic Substances Control Act (TSCA) with regulatory oversight provided by EPA and UDEQ.

The installation was placed on the National Priorities List (NPL) in 1987. The installation is being administered under a Federal Facility Agreement (FFA) signed by EPA and UDEQ in 1991.

The Contractor is solely responsible for reviewing all publicly available information and forming their independent, professional conclusions/interpretation of site conditions and requirements to achieve the performance objectives of this contract.

1.2 General ORC Scope and Requirements

FOR OFFICIAL USE ONLY

The Contractor shall perform all the necessary environmental remediation activities required to achieve the performance objectives of this PWS. This PWS and enclosures listed below include general requirements of the project to meet the Air Force (AF) objectives:

• Enclosure 1 – Site List

• Enclosure 2 – Key Documents

• Enclosure 3 – Acronyms and Definitions

• Enclosure 4 – Format For Metadata and .pdf Documents

The AF is required to implement remedies as necessary to enable the mission, protect human health and the environment and comply with laws. The goal of the ORC initiative is to ensure the AF continues to fulfill all facets of its Environmental Restoration Program (ERP) mission, while effectively and efficiently managing the program in a performance-based, results-oriented and cost conscious framework. The AF desires all sites be cleaned up to standards that allow for the current or reasonably anticipated future land use of the property. The intent of the ORC initiative is to advance site cleanup during the Period of Performance (POP) in the most efficient and cost effective manner as supported by a business case analysis that achieves the greatest reduction in life-cycle cost (LCC). The AF is interested in substantial reduction of long-term environmental liabilities and LCCs, through optimization of environmental restoration activities for all sites included in this contract while complying with applicable federal, state, and local laws and regulations; and applicable base-specific orders, agreements, or rules.

The Contractor shall function as an integral team member in support of the Air Force Civil Engineer Center (AFCEC) mission to include the sharing of information with other AFCEC contractors and AF personnel, and cooperation with community stakeholders, regulators, and other Government entities.

Requirements for efficient management of this contract include, but are not limited to, the achievement of accurate, on-time, quality performance objectives and timely identification and solution of impediments to successful project execution. Technical requirements include, but are not limited to, early involvement in the process to allow for the development of the most cost-effective and technically sound approach or solution. AFCEC will rely on the Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this contract. The Contractor shall perform all work in accordance with federal, state, and local statutes and regulations. The Contractor shall also comply with base regulations. Remedies shall conform to environmental permits, decision document requirements, or other legal requirements.

Site specific performance objectives are defined in the Performance Table (Table 1) below.

1.2.1 Optimized Exit Strategy (OES)

Not Applicable.

1.2.2 Alternate Objectives

Alternate objectives have been identified for selected sites considered to have complex attributes that control progress towards the achievement of RC. These sites are identified in the Table I of the PWS. For Alternate Objective sites, as for all sites in Table 1 of the PWS, the contractor shall maintain compliance with all existing final or interim RODs, any post-ROD changes, or other equivalent remedial decision documents throughout the POP of the contract.

Based on Air Force technical review of the performance of existing remedial strategies/ approaches at selected sites, sites were placed in a category of alternatives objectives if one or more of the following conditions were identified:

1. Achieving RC is expected to require substantially longer than 30 years;

2. Achieving RC is unattainable with standard characterization and/or existing remediation technology due to technical or other limitations related to site conditions; and/or

3. Achieving RC is anticipated to require advanced site characterization technologies to improve the CSM, determine appropriate remedial technology, and/or characterize recently regulated contaminants.

The Air Force will use the data and information obtained by meeting the objectives in this PWS to inform future decisions regarding restoration potential and investment strategies.

Site-specific alternate objectives shall include one or more of the following:

• Advanced Site Characterization – Data are needed to improve the CSM, determine appropriate remedial technology, support remediation design and construction, and/or characterize recently regulated contaminants. Site-specific objectives identified in Table 1 address these data needs and are described further in subsection 1.2.2.1.

• Remedy Recommendation and/or Amendments in Decision Documents – The existing remedial technology has been ineffective; however, RC is achievable with different, but currently available technologies. Site-specific objectives are identified in Table 1 and described further in subsection 1.2.2.2.

1.2.2.1 Advanced Site Characterization

Existing remedial technologies have been ineffective and collecting data to update and refine the CSM is necessary. Site-specific objectives related to advanced site characterization are identified for OT026, OT033, and WP007 in order to support selection and/or optimization of an effective remediation strategy. The Contractor shall implement advanced characterization methods, both established approaches and state-of-science techniques (applied per guidance identified in enclosure X), to attain these objectives.

The Contractor shall identify key site characteristics that may have limited the effectiveness of existing remedial technologies so that optimization (of existing technologies) can be implemented, or provide a basis for selecting an alternative technology. Data collection may include better definition of the geology, hydrogeology, geochemistry, and/or distribution of COCs. Consider the following data needs: (1) Source Definition; (2) Migration pathway, rates, and fluxes in 3-D; (3) Mass distribution; (4) Biogeochemical framework; and (5) Impact of recent and historical remedies on site conditions.

The deliverable from this task will be a report describing data collection efforts, an updated CSM, and a risk evaluation, as appropriate. If a source-strength evaluation has been completed, the Contractor shall evaluate whether additional source control is needed or appropriate. If a plume stability evaluation has been conducted, the Contractor shall evaluate whether the plume, or portions of the plume, are amenable to natural attenuation.

1.2.2.2 Remedy Recommendation and/or Amendments in Decision Documents

As mentioned above, the existing remedial technologies have been ineffective at the sites listed in Table 1. Site-specific objectives are identified for site WP007 related to evaluating and selecting alternative remediation technologies that may not be specified in the existing decision document.

Unless the characterization described in section 1.2.3.1 identifies how the prior technologies can be successfully implemented at the site, the Contractor shall evaluate and select alternative remediation technologies capable of attaining RC within an acceptable timeframe.

The Contractor shall supply all labor, equipment, and materials necessary to accomplish the work. The Contractor shall perform management and planning functions, including performance measurement and fund status reporting.

4.1 Project Management Plan (PMP)

The Contractor shall develop and maintain a detailed PMP. The PMP shall include the Technical Approach, Integrated Master Schedule (IMS), and Milestone Payment Schedule (MPS), prepared as part of the Contractor’s proposal. The IMS and MPS shall be consistent with each other. In addition, the PMP shall specify the resources required for the planning, execution, control, and completion of the stated performance objectives. At a minimum, the PMP shall include the following sections: technical approach, performance objectives in accordance with the PWS, draft Performance Models, organization and integration of the project team, schedule management and project controls, transitional activities, risk management, SubCLIN management, quality management, health and safety management, project communications and stakeholders, procurement management, security management, IMS and MPS. The PMP should identify the project’s resources and project tasks corresponding to the SubCLINs for this contract.

The first draft of the PMP shall be due within sixty (60) calendar days of contract award and subsequent revisions shall be subject to AF review and approval. The revised version of the PMP shall be due within 14 calendar days from receipt of AF comments. The PMP shall be updated as necessary throughout the contract to remain current with the approved execution strategy. The revised versions and all updates of the PMP shall be submitted in an electronic format consistent/compatible with the AFCEC SharePoint website, eDASH.

4.2 Schedule and Planning Requirements – Integrated Master Schedule (IMS)

The Contractor shall prepare and submit an IMS as part of the proposal, with each PMP delivery, and monthly in electronic format that at a minimum will contain the following: (D1)

• Identifies activities and milestone payments at a detailed level, to include installation, site, CLIN/Sub-CLIN, task description, start dates, finish dates, milestone payment amount, percent complete as approved by the COR, designation of regulatory CERCLA phase completions, predecessor and successor relationships associated with activities, and designation of performance objective achievement

• Presents a realistic sequenced events for completion of the performance objectives within the performance period

• Identifies critical path items that may affect ability to meet the schedule

• Identifies all milestone payments consistent with the approved MPS (i.e., descriptions, cost, start/finish dates, and percent complete)

• Sites associated with each milestone/task shall be noted using the EESHO-MIS Site IDs and referencing all site aliases noted in Table 1 of this PWS and SubCLINs.

The schedule shall be provided in initial hardcopy and subsequently in electronic format consistent/compatible with AF software, currently Microsoft Project and in Adobe Acrobat portable document file (.pdf) [cite any other formats required such as Microsoft Excel].

Updates to the IMS must be completed monthly. The updated and revised schedules shall be submitted electronically to the AFCEC SharePoint website, eDASH, with monthly status reports with changes clearly identified by the Contractor.

4.3 Milestone Payment Schedule (MPS)

Milestone payments shall be based on the completion of definable and measurable steps which are considered integral and necessary to the achievement of the stated performance objectives.

Completion of milestones shall demonstrate payment is appropriate and warranted. AF approval of the documentation supporting the completion of the milestone is required for payment.

Examples include AF approval of Draft Remedial Investigation report, AF acceptance that annual and final performance goals per approved performance models have been achieved.

Where regulatory acceptance/concurrence is required for this documentation, AF acceptance of the milestone will occur following regulatory acceptance/concurrence of the documentation (e.g., EPA approval of Draft Record of Decision). For milestones where regulatory acceptance/ concurrence is required and regulatory acceptance/concurrence cannot be obtained, the AF will evaluate the Contractor’s documents to determine if they are legally and technically acceptable to warrant payment for achieving that milestone.

The Contractor’s proposed MPS may require restructure of Contract Line Item Number (CLIN)/SubCLINs, if necessary, to align with projected available funding prior to award;

however, the MPS is not final with award of the contract. Changes made to the MPS prior to award are used to finalize the SubCLINs description and amount. Award of the contract does not equate to final acceptance of the MPS. The MPS shall be included as part of the PMP. The MPS will be negotiated during development of the PMP and may require additional changes.

The Contractor shall submit the MPS in an electronic format consistent/compatible with the AFCEC SharePoint website, eDASH. Final decisions regarding the adequacy of milestone and deliverable completion resides solely with the Contracting Officer’s Representative (COR). The COR will take into consideration the appropriate acceptance and/or concurrence of necessary site remediation documentation by regulators, consistent with applicable regulatory drivers of this

PWS. (D2)

Management and overhead type costs (e.g., program/project management, monthly reporting, mobilization costs, etc.) do not provide measureable program advancement and are not appropriate milestone payments. These costs/expenses should be allocated into site, site grouping, or Operable Unit (OU)-related milestone payments that provide demonstrable value to the program. Milestones shall not represent a “progress” payment or a monthly payment for level of effort expended. Completing site mobilization/demobilization (unless exempted by CO), accomplishment of field activities, or submittal of a monthly status or Operations and Maintenance (O&M) reports are examples of unacceptable milestone payments.

The first deliverable milestones required in the MPS are the PMP and Basewide UFP-QAPP.

There shall be one initial PMP deliverable milestone for the contract and one Basewide UFP- QAPP deliverable milestone per installation. The Contractor shall not allocate costs to specific sites or include indirect costs associated with sites. PMPs shall be updated as necessary to remain current with the approved execution strategy but will not have a milestone payment associated with it. Site specific UFP-QAPPs shall be specified as separate payment milestones under the site-specific SubCLIN(s), as appropriate.

The number of milestone payments per site should be limited to a reasonable amount based on the scope and anticipated duration to achieve the performance objective at the site. The final SubCLIN milestone may include a combination of the AF approved draft-final and Regulator approved final version which must be a minimum of 20% of the total SubCLIN cost. The Contractor is limited to one invoice submitted to AFCEC per month. The invoice must itemize the milestone payments for each site or grouping associated with the invoice.

If the Contractor anticipates working beyond the performance objective date to achieve a final milestone (applies to SubCLIN dates only), the Contractor shall submit a period of performance extension request to the CO at least 60 days prior to the expiration date of the SubCLIN.

The contractor shall not plan or perform work after 1 July of the funds cancellation year. The Contractor shall invoice NLT 1 August in the cancellation of funds year. The Contractor will not receive payment until milestones are achieved in accordance with the MPS.

4.4 ORC Document Repository

The Contractor shall maintain a document repository for all ORC documents to include, but not limited to: information on meetings, documents submitted, SubCLIN details, milestone status as agreed to in the PMP, contract and any modifications; current topics associated with the ORC, basic ORC statistics and objectives, stakeholder Point of Contact (POC) information; calendar of events/meetings/milestones; laboratory results and reports, 3D conceptual models; groundwater reports, analysis, studies; links to administrative records/information repository records and to associated appropriate reference documents- state and federal policy guidance.

The repository is intended to be a single access point repository for all ORC documentation. It shall be accessible to stakeholders during the life of the ORC. The Contractor shall provide notifications to the COR, CO, and Base POC at the time data is included in the repository. At close-out, all repository documents will be transferred to DVD media and delivered to the AF.

The Contractor shall create and maintain a Master Document List (MDL) that includes all documents, whether the document is a deliverable or not, prepared during the course of this contract. The Contractor shall maintain the project documents for the duration of this contract and transfer custody to the AF within 90 calendar days prior to POP expiration. Refer to Enclosure 4, “Format for Meta Data and .pdf Documents” for format guidance when providing documents.

4.5 Cost and Status Reporting

The Contractor shall prepare and submit a monthly Contractor’s Progress, Status, and Management Report (CPSMR). The CPSMR shall be used to review and evaluate the overall progress of the project, along with any existing or potential problem areas. The report shall be prepared in an electronic format consistent/compatible with the AFCEC SharePoint website, eDASH. The CPSMR shall also be used to indicate whether efforts for each site are on target for meeting the performance objective. The Contractor shall submit an updated IMS each month with the CPSMR. (D3)

The CPSMR shall include a summary of the events that occurred during the reporting period, discussion of performance, identification of risks, problems, proposed solutions, corrective actions taken, outstanding issues, and payments made toward the MPS to date.
