1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The work includes all management, supervision, labor, tools, materials, equipment and transportation necessary to replace water lines, sewer lines, and storm drain pipes at Building 269 and incidental related work. The work is located at the U.S. Army Reserve Center, Building 269, Ogden, Utah, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.2.1.1 Background Information
The plumbing supply lines need to be completely replaced for this building from the building entrance. The above ground sanitary sewer lines need to be replaced. The plumbing fixtures in all restrooms and the second floor break room need to be replaced. The underground sewer and storm drain lines have been sleeved with new pipe around 2003-2004, according to as-built drawings of that work. The roof storm drain pipes are in poor condition, and need to be replaced. The roof itself was recently replaced, and the roof drain inlets are likely in acceptable condition, but should be examined to verify that they are still suitable.
1.2.2 Tasks to be Performed.
a. Demolition required (replace in kind unless otherwise noted):
b. The existing plumbing supply lines need to be removed and replaced.
This includes the primarily surface mounted steel piping in the open shop areas, and concealed piping in the restrooms. New supply piping begins at the service connection(s) to the building on the West side and includes all existing supply piping. New piping shall be copper. See "Requirements" section below for sizing instructions.
c. Replace sinks, toilets, and urinals with new (add motion sensor sinks and flush valves). Install new stops and seals.
d. Replace kitchen sink and water connection(s) to refrigerators in the second floor break room. Cabinets and counters will need to be demolished and replaced in kind. A replacement drinking fountain in break room has already been ordered. (see Figure 21, Figure 22)
e. Replace existing shower enclosures with new tile enclosures and new showerheads
f. Any paint, drywall or tile that is to remain in place and is damaged during the course of demolition or new installation is to be repaired to match the existing condition.
g. Replace old drinking fountains with new units that include water bottle filling stations with filter. Retain two drinking fountains with bottle filling stations that are already installed.
h. The roof storm drains need to be replaced from the bottom of the drain inlets at the roof deck to the top of the building slab. Existing piping is cast iron, new should be PVC. Attachment A3 shows the approximate routing of the existing roof drain piping, but it must be field verified by the contractor. Roofing was replaced around 2010 (see attachment B4) and the inlets themselves should be in acceptable condition (notify contracting officer if their condition is not usable). UFC 3-420-01 requires storm drain piping to have 1 inch minimum insulation to prevent condensation. See requirements section below for roof work requirements.
i. The above ground sewer lines and vents need to be replaced.
j. Remove and replace bathroom linoleum flooring with new tile.
k. Demolish all baseboard fin tube heaters and cap piping, these are no longer in use and had been previously abandoned in place (Figure 26).
During the initial site visit only two of these were seen, one each in the East second floor bathrooms. Patch wall to match existing.
l. Demolish all eyewash stations and provide with new (provide new heaters for these, see below).
m. Added/new Equipment:
n. Backflow preventer on the water supply line and pressure reducing valve to bring building pressure to 80 psi.
o. Strainer and isolation valves installed in water supply lines at building point of connection
p. Electric water heaters for emergency eye wash stations (one per side of the first floor, since more than two drench showers are unlikely to be in use at the same time). See Attachment A4 for salient features.
q. Provide a gang-style washbasin in first floor shop area (see example in Figure 16) outside of women's bathroom. Attachment A2 shows approximate location, consult end users for final placement. Tie the discharge into nearby restroom drain line. There is an old train track that runs underneath the floor (Figure 27). The discharge for the washbasin by the women's bathroom will have to be either routed to avoid the track or the track will need to be cut.
r. Clothes washer connection box in men's restroom on first floor with supply lines and waste line (waste line will direct to waste pipe in adjacent janitor's closet).
s. Replace wash basin in first floor janitor's closet with floor mop sink.
t. Replace cabinetwork and countertop in the break room, since it will be removed in order to access the waterlines behind them. Consult users for color choice.
u. Add new hose bibbs, one on each column in the service bay area (there is currently one hose bibb on every third column).
v. New and existing piping needs to be labeled and/or painted so that building maintenance can readily identify the various services: Sewer, Domestic, Fire Protection, and Roof Drains.
w. Paint all restrooms and break room where work was done upon completion of new pipe and fixtures, coordinate color choice with user. Use gloss paint for ease of cleaning in restrooms.
x. Provide GFCI protection for the circuit supplying the replaced drinking fountains.
y. Replace exist non-GFCI receptacles in restrooms with Ground Fault protected receptacles.
z. Asbestos and lead abatement.
1.2.3 Requirements.
a. For the new plumbing supply lines, the building point of connection pressure was measured as 90 psi. Replace the existing pipes with new copper pipe. For the equipment connections, use the sizes in Attachment A4 along with IPC 2018 chapter 6. Size pipes for flow rates obtained by the method described in IPC Appendix-E with a max pressure drop of 5 psi/100
ft. For waste piping, size per IPC Ch-7. For vents, size per IPC Ch-9.
Contractor shall submit a work plan and shop drawings with the proposed plumbing layout and line sizes before they are installed.
b. For the roof drains, size replacement pipes with PVC pipe, complying with IPC chapter 11 requirements for storm drains. UFC 3-420-01 requires storm drain piping to have 1 inch minimum insulation to prevent condensation. Using the rainfall data for 100-year, 1 hour events, the roof area and the existing roof drain inlet configuration, a maximum of 40 gpm of rainwater should be the design flow rate used for each roof drain inlet. Use that flow rate information and IPC table 1106.2, Storm Drain Pipe Sizing, with a maximum of ¼ inch per foot slope for horizontal drain pipes. Contractor shall submit a work plan and shop drawings with the proposed layout and pipe sizes before they are installed.
c. If it is determined that the roof drain inlets need to be replaced, before any work is performed on the roof or roof drain inlets, the existing roofing installer/manufacturer and users must be consulted to ensure that the roofing warranty will not be voided by any work done under this contract. Any protective measures required must be taken to ensure that existing roofing is not damaged.
1.2.4 General Requirements.
a. Contractor is responsible for identifying and obtaining all permits from Federal, state, local or installation agencies.
b. All on-site work shall be planned, coordinated, and phased such that the impact to personnel is minimized to the maximum extent practicable.
