SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK INCLUDED

This Specification section describes the Project location and access, existing facilities, the Contractor's use of the premises, Project occupancy, and the work to be performed by the Contractor. The description of the work to be performed that is provided herein is intended to be a general overview and does not include all the work actually required under the Contract.

1.2 TYPE OF CONTRACT

This Contract consists of Job and Unit Price Schedule Items.

1.3 PROJECT DESCRIPTION

1.3.1 Location

The Project is located in Yuba County, California, along portions of the Marysville Ring Levee which surrounds the City of Marysville.

1.3.2 Description

Phase 2C of the Marysville Ring Levee improvement projects is a seepage mitigation project . The seepage mitigation spans between the east side of the Union Pacific Trestle Bridge and the HWY. 70 Bridge. Phase 2C Levee Improvements primarily include the following:

a. A Soil-Cement-Bentonite (SCB) seepage cutoff wall that spans between the Union Pacific Bridge and the HWY. 70 Bridge. Based upon the levee centerline alignment, the cutoff walls spans between STA 236+74 and STA 247+50 (stationing at degrade/working platform elevation). The SCB cutoff wall will extend through the levee crown to depths varying between approximately 81 feet and 84 below the working platform of a partially degraded levee.

b. Waterside levee geometry corrections between STA 236+65 and STA 247+65 to obtain waterside levee slopes primarily at a 3 horizontal to 1 vertical slope.

c. Removal and Replacement portions of Biz Johnson Drive. Biz Johnson Drive is primarily replaced with a 3.5" Asphalt Concrete (AC) and 6" of Aggregate Base (AB). Removal and replacement of the existing paved levee crown to the west and east of Biz Johnson Drive. The west side will be replaced with 6" AB and extends to the UPRR. The east side will be replaced with 3" AC and 6"AB, and extends to Hwy 70. The east side paved surface tapers away from the levee crown toward the landside due to bridge clearance. The salvage of, and reconstruction of, metal beam guard rail along Biz Johnson Drive.

d. The existing rock slope protection (RSP) between Union Pacific Railroad

01 11 00 - 2

Bridge and HWY 70 should be protected in-place. If existing RSP areas are disturbed the RSP will be removed (stock piled) and replaced in the same area.

e. Prior to construction of the cutoff wall. A temporary pressurized sewer line bypass will need to be installed from a designated point of connection on the landside toe near the Waste Water Treatment Plant (WWTP), to a designated connection point on the waterside. The existing 12" temporary gravity sewer line will then be excavated and removed, and other abandoned pipes that run parallel and across the levee will be removed, as shown on the plans. After construction of the cutoff wall, a permanent pressurized 18" sewer pipe will installed and connected at the designated points. Quality Control (QC) will be conducted by the Contractor, and the City of Marysville Engineering representative will conduct Quality Assurance (QA).

f. Demolition, and removal, and replacement of existing City of Marysville wet and dry utilities associated with cutoff walls, vaults, and appurtenances. Removal and replacement of utility vault structures.

Coordination with a City of Marysville contractor to allow the City's construction of an approximately 18", temporary, sewer effluent force main bypass pipe to allow the Phase 2C contractor to demolish and remove existing utilities in coordination with the City's contractor.

g. Construction of aggregate base levee service (O&M) roads primarily along the toe of the waterside slopes (15' wide), varies, and from the east side of the Union Pacific Bridge east to Biz Johnson Drive.

h. General demolition to include signage, chain link fencing, metal pipe gates, metal barricades, pipe bollards, AC dikes, and other levee features identified within the project footprint. Protect existing rock slope protection located at portions of the toe and face of the waterside slope.

i. Work will include the removal and offsite disposal of unsuitable levee material unearthed during the levee degrade and other excavation associated with new levee features.

j. Work will include the excavation and transport of borrow material to provide suitable material needed to replace unsuitable excavated materials and for the construction of levee embankment.

k. Construction of temporary and permanent storm water pollution features and structures in accordance with the specifications.

l. Install a new gate on the levee crown to the west of Biz Johnson Drive as shown on the plans.

m. Remove and Install/replace new gates as shown on the plans.

n. Remove and re-install pressurized storm drain pipe east of Biz Johnson Drive within the limits of the levee degrade onlyor to the limits shown on drawing CU-108A.

1.3.3 Site Conditions

The work is associated with improvements to the existing Marysville Ring Levee. The portion of the levee that is associated with the Phase 2C project runs in the east-west direction between the existing, and active, 01 11 00 - 3

Union Pacific Railroad Trestle Bridge and the existing HWY.70 Bridge, both of which cross over the Yuba River.

At the Union Pacific Bridge, the levee sharply turns northwest and runs somewhat parallel to the Feather River and up to, and beyond, the 5'TH Street Bridge. From HWY.70, the levee runs east. The Yuba River is offset varying distances from the toe of east-west running levee located between the UPRR Bridge and HWY.70.

The new SCB cutoff wall will be located at the center line of the existing levee crown and between the existing and active Union Pacific Railroad Bridge (UPRR) and the HWY. 70 Bridge. Biz Johnson Drive, a 2-lane roadway, runs east-west beneath the UPRR Bridge diagonally up the waterside slope, over the levee crown, and down the landside slope to 1'ST Street, and with access to HWY.70. A road closure will be required at Biz Johnson Drive and an approved detour plan installed and maintained by the Contractor.

The City of Marysville Waste Water Treatment Plant (WWTP) is located adjacent to the westerly portion of the landside slope. The WWTP is accessed from Biz Johnson Drive. Access to the WWTP plant must be maintained at all times.

A dirt levee service road runs along the toe of the slope for the portion of the levee that runs north from the Union Pacific Bridge. The toe of slope service road is accessible to bicyclists and pedestrians to gain access to the paved service road located at the crown of the northerly running levee. At 5'TH Street bridge signage will be required to alert pedestrians and bicyclist that the service road is closed ahead during work associated with the levee, rock slope, and erosion control improvements.

Biz Johnson Drive runs beneath the 5'TH Street Bridge and will require a road closure with an approved detour plan installed and maintained by the Contractor.

A multi-use paved road (service road and bicycle path) runs diagonally across the waterside slope beneath the 5'TH Street Bridge.

A seasonally active soccer field park is located just north of the 5'TH Street Bridge. A picnic area is also located just north of the 5'TH Street Bridge. A Feather River boat ramp and associated parking lot is located just south of the 5'TH Street Bridge and adjacent to the work.

Seasonally active baseball fields are located along Biz Johnson Drive between 5'TH Street Bridge and the UPRR Bridge.

Utilities cross through the levee as identified in the demolition and utility plans and as discussed herein.
