1.3 SCRAP MATERIAL
Materials specified to be removed and become the property of the Contractor are designated as scrap, and the Contractor, by signing this contract, hereby acknowledges that he has made due allowance for value, if any, of such scrap in the contract price.
1.4 UTILITIES
If the Contractor encounters, within the construction limits of the entire project, utilities not shown on the plans and not visible as to the date of this contract and such utilities will interfere with construction operations, Contractor shall immediately notify the Contracting Officer in writing to enable a determination by the Contracting Officer as to the necessity for removal or relocation. Notify the Contracting Officer at least 30 days in advance of the date on which work will be started requiring the removal or relocation of such utilities or private

The Contractor's superintendent shall take an active role in enforcing the safety requirements by participation in safety conferences, hazard analysis (see below), tool box meetings, walk-through inspections, correction of violations, etc., and including that of the subcontractor's work.
1.5.3 Violations
If recurring violations and/or a gross violation indicate that the safety performance is unsatisfactory, corrective action shall be taken as directed, and at the discretion of the Contracting Officer the retention or some part thereof will be withheld from the progress payment until corrective action has been completed.
1.5.4 Fire Prevention
Cutting or welding, if required, will be permitted only in areas that are or have been made fire safe. Where possible, all combustibles shall be located at least 40 feet horizontally from the work site. Where such location is impracticable, combustibles shall be protected with fire blankets and/or protective welding screens to prevent slag from running out of the work area. Other fire prevention precautions shall be in accordance with the latest National Fire Codes.
1.5.5 Recordkeeping/Reporting Requirements
On all contract operations, be responsible for recording and reporting all accident exposure and experience incident work (this includes exposure and experience of the Contractor and his subcontractors). 1.6 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
This provision specifies the procedure for the determination of time extensions for unusually severe weather. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
MONTHLY ANTICIPATED ADVERSE WEATHER DELAY
WORK DAYS BASED ON (5) DAY WORK WEEK
STATE: CALIFORNIA INSTALLATION/NOAA: SACRAMENTO
STATION
JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC
7 6 5 4 1 0 0 0 1 2 5 7
Upon execution of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily Contractor Quality Control (CQC) report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day.(ER 415-1-15)
1.7 PLANNED STREET CLOSURES
All street closures shall be of as short a duration as possible and shall be scheduled as far in advance as possible with the Contracting Officer.

PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
Reach H extends from the intersection of the Arden-Garden Connector and Northgate Blvd. (Station 0+00) to 100 feet north of the Natomas East Main Drainage Canal (NEMDC) Stormwater Pumping Station (Station 238+00), a distance of 23,800 feet. Levee Improvements will include a soil bentonite (SB) cutoff wall, a slag-cement portland-cement bentonite (SCCB) cutoff wall, landside stability berm, landside seepage berm, landside levee patrol road, erosion site repair, modifications to the City of Sacramento Pump Station No. 102, modifications to an existing water main, and modifications to the RD 1000 Pumping Plant No. 8.
The levee is between 11 and 25 feet tall. Crown elevations vary between approximately 39 and 44 feet (NAVD 88). Landside toe elevations range from approximately 19 to 35 feet. The levee crown width varies from about 12 to 110 feet, with a typical width of 18 feet. The landside slope ranges between approximately vertical to 3.9 horizontal to 1 vertical (3.9H:1V).
The waterside slope ranges between approximately vertical to 4.8H:1V.
A seepage cutoff wall will be constructed along the approximate levee centerline from Station 16+50 to Station 150+00 and Station 196+02 to Station 238+00. The seepage cutoff wall will either be soil bentonite (SB) or slag-cement portland-cement bentonite (SCCB) as shown in the contract drawings. The contractor can choose to construct the SB cutoff wall by either an open trench or vertical chain trench (VCT) construction method.
To facilitate construction of the SB cutoff wall, the levee will be degraded. The amount of levee degrade varies depending on the construction method chosen for the SB cutoff wall as shown in the contract drawings.
The SCCB cutoff wall will be constructed from the existing levee crown.
Two gaps will be left in the seepage cutoff wall from Station 103+76 to 105+24 and Station 145+65 to 148+30.
Construct a landside stability berm from Station 103+32 to 105+74. The landside stability berm will consist of a rock drainage layer, geotextile separator, stability berm fill, permeable concrete, concrete lining, and a controlled low density material (CLSM) cap.
Construct a landside seepage berm from Station 148+50 to 149+18. The landside seepage berm will consist of a rock drainage layer, geotextile separator, and seepage berm fill.
Construct a landside patrol road along the entire length of Reach H. The patrol road will include access ramps at locations shown in the contract drawings. The patrol road and access ramps will include aggregate surfacing. A retaining wall will need to be constructed along a portion of the patrol road.
Two erosion sites near the waterside levee toe, one between Station 61+60
01 11 00 - 2 and Station 64+18 and the other between Station 230+89 and Station 233+85, will be repaired with rock riprap. Grading of the erosion site will be required to key the rock riprap into the existing ground.
The existing City of Sacramento Pump Station No. 102, located at approximately Station 59+70, has four discharge pipes crossing through the levee. Modifications to this existing facility include removal and replacement of the existing drainage discharge pipes, closure valves, valve vault, and appurtenances.
An existing water main located at approximately Station 61+30 will be modified. Modifications include removal and replacement of the existing water pipe, placement of a closure valve, and construction of a valve vault.
The existing RD 1000 Pumping Plant No. 8, located at approximately Station 178+00, has nine discharge pipes crossing through the levee. Modifications to this existing facility include removal and replacement of seven existing discharge pipes including closure valves and appurtenances, adding closure valves to two remaining discharge pipes, constructing a valve vault, and replacing existing concrete surfacing.
1.2 EXISTING WORK
