1.3 SUPPLEMENTARY CONDITIONS REQUIREMENTS (SCR)

1.3.1 SCR-1 Location of Work

The Natomas Basin is approximately 53,000 acres (82 square miles) and is situated north of downtown Sacramento. Reach H is situated along the west side of the Natomas East Main Drainage Canal (NEMDC) from the intersection of Northgate Blvd. and the Arden-Garden Connector to the NEMDC Pump

00 73 05 - 3

Station. Reach H is approximately 4.51 miles in length (STA 0+00 to STA 238+00).

1.3.2 SCR-2 Scope of Work

Reach H is 23,800 feet long. The levee is between 11 and 25 feet tall.

Crown elevations vary between approximately 39 and 44 feet, including the pavement sections. Landside toe elevations range from approximately 19 to 35 feet. The levee crown width varies from about 12 to 110 feet, with a typical width of 18 feet. The landside slope ranges between approximately vertical to 3.9 horizontal to 1 vertical (3.9H:1V). The waterside slope ranges between approximately vertical to 4.8H:1V.

Work includes, but is not limited to, the following primary scope of work:

A seepage cutoff wall will be installed with an approximate bottom elevation between -35.0 and 16.0 feet per the GBODR. The 3-feet wide seepage cutoff wall will start at STA 16+50, where the Arden-Garden Connector crosses the NEMDC, and it will end at STA 150+00, just north of Interstate 80. The seepage cutoff wall will begin again at STA 196+02, just south of Del Paso Rd., and end at STA 238+00, just north of the NEMDC Pump Station.

A landside stability berm will be constructed between STA 103+23 and STA 105+74. A landside seepage berm will be constructed between STA 148+50 and STA 149+18.

A landside levee patrol road with access ramps will be constructed along the length of Reach H.

Two erosion sites near the waterside levee toe, one between STA 61+60 and STA 64+18 and the other between STA 230+89 and STA 233+85, will be repaired with rock riprap.

The discharge pipes at two drainage pump stations, the City of Sacramento Pump Station No. 102 and the RD 1000 Pumping Plant No. 8, will be removed and replaced.

A City of Sacramento 8-inch water main will be removed and replaced.

1.3.3 SCR-3 Allowable Time, Schedule Constraints and Time of Completion

The following constraints will apply and must be incorporated into the Contractor's schedule. The Natomas Reach H project shall be completed within a maximum of two construction seasons (a construction season is defined as the time from 15 April to 1 November). No construction activities will be allowed between November 1 and April 14, with the following exceptions. The SCCB cutoff walls shall be constructed prior to the adjacent SB cutoff wall. Work at the Del Paso Road crossing can begin on 1 March. Work at the West El Camino Avenue crossing can begin on 1 March, except that work at the West El Camino crossing shall not be performed during closure of the Garden Highway between Northgate Boulevard and Natomas Park Drive required for the Natomas Reach I Contract 1 project. Roadway closures required for construction at these locations shall be minimized. The remaining portions of Reach H will be available for mobilization and site preparation on 1 April. From 15 April through 1 November construct cutoff wall including degrading of the levee embankment, reconstruction of the levee embankment, construction of utility crossings, and paving of the levee crown bike trail. All in-water construction shall

00 73 05 - 4 be performed from 15 June to 30 September, including the Arcade Creek Erosion Site and Dry Creek Erosion Site, with the exception of the willow pole cutting planting. From 1 November through 30 November plant the willow pole cuttings, conduct erosion control seeding, site cleanup and demobilization.

If the pipe crossing is not operational by November 1, a temporary bypass system shall be provided until the work is completed and the system is operational. The temporary bypass system shall consist of piping of equivalent size (inside diameter) and hydraulic performance (roughness coefficient) located no higher than the existing invert of the pipes at the top of the levee. The length of the pipes shall be no greater than 1.2 times the length of the portion of the pipes being bypassed. The pipelines shall include siphon breaker/air release valves at the high point of the temporary system. Maintain the temporary bypass system. Upon completion of the pipe crossing, remove the temporary bypass system from the Government's property. All costs for the temporary bypass system, including materials, installation, maintenance, and removal shall be the responsibility of the Contractor.
