SECTION J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS
The following have been added by full text:
QUESTIONS AND ANSWERS
Q: Will the Site Visit include overview / discussions by the contracting office representative of the solicitation and by the USACE project manager of the PWS?
A: The site visit is to allow bidders to view typical facilities included in the solicitation. The project manager is present but not there for specific questions Q: Will the facility locations other than CA002 be available for site visits by contractors? If so, how will contractors make those arrangements?
A: There are two facilities on the Region 5 site walk, no other facilities are available.
Q: Can completed CPARS be submitted in lieu of the Past Performance Evaluations as they are essentially the same? We have some customers who will not complete PPE's as they feel they have already provided that information on CPARS.
A: PPQs must be submitted as part of Past Performance Factor. CPARS will also be checked as a requirement of the FAR/DFARS/AFARS Q: Respectfully request the Government increase the page limitation for Factor 2 from 25 to 70 pages.
A: Page limit is raised to 77 pages.
Q: 1. Request is made for Appendix 3 "Past Performance Evaluation Questionnaire Form" but appendix 3 appears to be the PPQ. Is there another form/appendix that is required for Past Performance that is missing?
2. The requirement appears that Appendix 3 (currently the PPQ) shall not exceed 2 pages per contract, but appendix 3 is currently 4 pages long. Can this page limitation be eliminated or adjusted?
A: No, the PPQ is the form. All four pages may be submitted.
Q: The requirements required for Factor 2 Understanding the work can not be explained in proper detail with a page limit of 25, will the government consider increasing this page limit to 77 pages?
A: Page limit is raised to 77 pages.
Q: 1 SECTION L; On page 25 of 43, in the Introduction, it states: Introduction. The offeror's proposal shall submit the original and one (1) complete copy of the bid on Compact Disk (CD) using a searchable "PDF" file format.
Each volume must be a separate and searchable PDF file. However, on page 26 or 43, paragraph b states: File Packaging. All of the proposal files shall be compressed (zipped) into one file entitled proposal zip using WinZip version 6.2 or later, or as separate uploads in their native format, i.e. doc, xls, ppt, etc., and provided on CD(s)...
Files shall be in read‐only format, using PDF files. So it can be in a zip file, OR in doc, xls, etc.? But then it says to use PDF files? Which is the one to use? Please clarify.
A: Page 25 is correct. The files should be PDF files and should not need compressing. No hard copies at required.
Q: 2. SECTION M: On page 38 of 43, under EVALUATION FACTORS, section B states: "1 – Corporate Relative Experience is the most heavily weighted factor. Factor 2 – Understanding of Work is weighted the same as Factor 1. Factor 3 – Past Performance is weighted less than both factors 1 and 2." If Factor 1 is "most heavily" weighted, Factor 2 can't be "most" too. So are they equal? Or is 1 more than 2? Please clarify.
A: This is answered in amendment one. Factors one and two are equal.
Q: 3. SECTION L, page 35 of 43, CONTRACTOR RESPONSIBILITY, PRE‐AWARD SURVEY, requires a Pre‐Award Survey to be included with the Price/Cost Proposal. A place in the price volume for a Pre‐Award Survey does not appear to be provided in any of the solicitation documents. Please clarify.
A: Appendix 1 and 2 of the amendment contain the forms for the Pre‐award survey. These are the same as the base solicitation.
Q: 4. SECTION L, INSTRUCTIONS TO OFFERORS, Introduction, page 25 of 43, states, in part, "The offeror's proposal shall consist of five (5) volumes. The Volumes are: I‐Technical; II‐Cost/Price; III‐Past Performance; IV‐ Small Business Participation; and V‐ Solicitation, Offer and Award Documents and Certifications/Representations." However, everywhere else the only volumes noted are Volume I ‐ Technical (non‐price) and Volume II ‐ Cost/Price. Please clarify.
A: There are 3 volumes, volume 1‐technical. Volume 2 is cost/price. Volume 3 is past performance. Volumes 4 is deleted.
Q: 5. SECTION L, page 26 of 43, 3. PROPOSAL FILES, c.(ii) States the Proposal Data Sheet (Appendix 1) be included with Volume 2 ‐ Price Proposal. However, Appendix 1, page 27 of 43, instructs "This OFFEROR PERFORMANCE CAPABILITY PROPOSAL DATA SHEET must be completed and attached as the first page of the body of your proposal," which indicates it is to be included with all volumes, not just Volume 2 ‐‐ Price. Please clarify.
A: Data sheet goes on all volumes.
Q: 6. SECTION L, ADDITIONAL INSTRUCTIONS TO OFFERORS, 3. Proposal Files, a. Format, page 25 of 43, states "A Table of Contents should be created using the Table of Content feature in MS Word." However, Section L, ADDITIONAL INSTRUCTIONS TO OFFERORS, 1. Introduction, page 38 of 52, states "The use of hyperlinks in proposals is prohibited." Word‐generated tables of contents are hyperlinks created by Word. Please clarify.
A: The use of hyperlinks to provide information is prohibited. The Government will not follow hyperlinks to get/review information.
Q: 8. SECTION L, INSTRUCTIONS TO OFFERORS, 2. Proposal Files, a. Format, page 25 of 43, states "A Table of Contents should be created using the Table of Content feature in MS Word." However, Volume 2 ‐‐ Price is not a single document comprised of Word‐generated items; therefore, a Word‐feature Table of Contents cannot be generated. Please clarify.
A: The due date for proposals is extended to 3pm 18 July 2018. The number of allowable pages is increased to
77. Not clear on the formatting question.
Q: 9. SECTION L, paragraph 1, Proposal Submission Requirements, paragraph b, page 25 of 43, states "Tables and illustrations may use a reduced font size no less than 8‐point and may be landscape." May headers and footers be less than 12‐point font, as well?
A: Yes.
Q: provide a Past Performance Evaluation Questionnaire Forms, on the same contracts submitted for consideration under Factor 1, Corporate Relevant Experience. This information sheet shall not exceed 2 pages per contract.... Include Contractor Performance Assessment Rating System (CPARS) performance evaluation ratings, if available.... Also include performance recognition documents received for the Factor 1 projects such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. " The Questionnaire Form (Appendix 3), including instructions and evaluation elements, is longer than 2 pages. CPARs and performance recognition documents also will be more than 2 pages. Please clarify.
A: Section M was modified per amendment 1. PPQ's, awards etc. are additional backup and do not count in the summary page count.
Q: 11. SECTION L: Is documentation not generated by the offeror, such as CPARs, performance recognition documents, and the like, excluded from the requirement for 12‐point font?
A: Yes Q: 12. PWS: Page 1 of 434 of the PWS document states the solicitation number is Solicitation W91238‐18‐R‐ XXXX. We presume the government means Solicitation W91238‐18‐R‐0070 but please confirm.
A: The solicitation number is W9123818R0070.
Q: 13. PWS ANNEX 0200000, Spec Item 2.10.3, states, in part, "The Contractor shall submit an annual Sustainable Delivery of Services Report within five calendars of each option period extension." Should that not be "...within five calendar days..."? Please clarify.
A: Yes, within five calendar days.
Q: 14. PWS ANNEX 180000, Spec Item 3.1, Related Information, states, in part, "The contractor is required to remove the coalescing plate packs from the OWS and pray them with high pressure water to ensure removal of all debris, sand and sediments." Presumably the government means "spray" as opposed to "pray" but please confirm.
A: Yes, the plate packs are sprayed.
Q: 15. ATTACHMENT J‐0200000‐02, Index of Wage Determinations, indicates it is to be provided by the Sacramento District. Please provide the relevant wage determinations.
A: The attachment states the Government will provide wage determinations with individual Task Orders. The current Wage Determinations are listed and may be looked up at the SCA link provided.
Q: 16. ATTACHMENT J‐0200000‐06 states the government will provide no property, material, or services. Please clarify the following:
• Annex 0200000, Spec Item 2.1.27, states that MAXIMO will be used as the CMMS. Is MAXIMO to be furnished by the contractor?
A: Yes, current FIS Contractors are required to utilize Maximo as their CMMS.
Q: 17. ANNEX 0200000, Spec Item 2.1.27, states that MAXIMO will be used as the CMMS. Is MAXIMO the CMMS currently in use A: Yes, if the Government determines the current contractor requires the historical information to be successful.
Q: 18. PWS If MAXIMO is not the CMMS currently in use, will the existing data be made available to the contractor for input into MAXIMO?
A: Yes, if the Government determines the current contractor requires the historical information to be successful.
Q: 19. ANNEX 15020000, Spec Item 2.5 refers to historical preservation. Are any of the facilities under the proposed contract considered historical or anticipated to be granted historical status during the contract performance period? Please clarify.
A: A list of historical sites will be provided upon award.
Q: 20. PWS When was each of the facilities under the proposed contract built?
A: The contractor can coordinate with the COR after award to obtain the age of each facility.
Q: 21. ANNEX 0200000, Spec Item 2.9.3.2, references an Asbestos Abatement Plan. While it is always wise to have such a plan and training in place, are there any areas in the facilities under the proposed contract that are known to contain asbestos?
A: Due to the age of many of the facilities it is likely some contain asbestos.
The Contractor can coordinate with the COR to obtain specific information after award.
Q: 22. SECTION L, page 35 of 43, CONTRACTOR RESPONSIBILITY, PRE‐AWARD SURVEY, states, in part, "See Section K – Attachments, Pre‐Award Survey." Section K does not have any attachments. Please clarify.
A: Forms are in appendix 1 and 2 of amendment 1.
Q: 23, SECTION B: What number is the offeror to use for Item 0001, the extension of SF 1449? Is it the same as Item 0001 from the Pricing Schedule or is it something else? Please clarify.
A: There is no SF1449. The IDIQ is a SF33. The one clin one the SF33 will reflect the IDIQ amount. The vendor must price the items in the elin schedule.
Q: The "Proposal Submission Requirements" that were implemented in Amendment 1 did not include item c.
from the original instructions which listed the volumes, # of printed copies, and # of digital copies. Does the requirement remain the same for zero printed copies and 2 complete digital copies on CDs for Volumes I, II, III, IV ?
If printed copies are required, would it be permissible to include each volume under 1 binder, identified and separated by tabs?
A: Printed copies are not required, digital only. There are three volumes, Technical, Price, Past Performance.
Q: We are asking that the Government reconsider it's answer the request for additional page allowance for Factor 2, Understanding the Work. We are requesting at least 65 pages.
This RFP requires 12‐point font, a space between each paragraph, and 1" margin around, and .5" headers and footers. Relative to other similar RFPs, this adds more pages for the same information.
Also, in order to achieve the most consideration and meet the service area criterion on pages 40 and 41, the RFP states offerers much address each criterion for each service area. In order to present a thorough proposal, we requests additional pages.
A: There will be an amendment extending the due date and the number of pages for the proposal.
There are also three volumes, the third being Past Performance.
Q: Will there be a forthcoming Amendment to provide a revised Section L that will incorporate the Q&A changes to the instructions? There are discrepancies between the instructions to offerors released in Amendment 1 and the Q&As that were posted on 7/10/18. For example, 1) the number of volumes and 2) the total page count for Factor 2.
If there is an amendment, will there be a deadline extension to allow for these alterations?
A: See answer above.
