PERFORMANCE WORK STATEMENT

Indefinite Delivery Indefinite Quantity (IDIQ) Type Contract for Habitat Restoration and Habitat Monitoring at the Former Fort Ord, Monterey, California

September 30, 2017

PART A--GENERAL INFORMATION

A.1 INTRODUCTION

The requirements are to (1) restore the natural plant habitat, following soil remediation activities in accordance with the goals and objectives identified in the Fort Ord Habitat Restoration Plan for Site 39 Inland Ranges, Former Fort Ord, California, and (2) to conduct habitat monitoring on Former Fort Ord following MEC remediation activities as specified in the Protocol for Conducting Vegetation Monitoring in Compliance with the Installation-Wide Mulitspecies Habitat Management Plan at Former Fort Ord, and Wetland Monitoring and Restoration Plan for Munitions and Contaminated Soil Remedial Activities at Former Fort Ord.

A.2 BACKGROUND

General - With the closure of the Former Fort Ord environmental services are required for remedial actions related to the cleanup and closure. An Indefinite Delivery/Indefinite Quantities (ID/IQ) contract is considered the optimal process to address these requirements.

The Former Fort Ord is in the remedial action phase of the remediation process. Fort Ord was placed on the Superfund list in February 1990 and investigation and cleanup actions have been ongoing since. To comply with the Final Biological Opinion (BO) issued by the U.S. Fish and Wildlife Service (USFWS) in 1993, the U.S. Army published an Installation-Wide Multispecies Habitat Management Plan (HMP) for Fort Ord initially in February 1994, and a revised HMP in April 1997. Additional BOs have been issued by USFWS in 1999, 2002, 2005, and 2011. The HMP and BOs require the Army to implement and report on mitigation measures that are designed to minimize impacts to special-status species during Army pre-disposal, disposal, and reuse actions. Pre-disposal actions include the investigation and remediation of Munitions and Explosives of Concern (MEC), and contaminated soil excavation.

The Army is required to restore the natural habitat that is affected as a result of conducting the remedial action. The Army has developed a Record of Decision (ROD) outlining the requirements for the base-wide project to meet requirements of the HMP. The project requires habitat restoration and monitoring activities necessary when soil remediation activities affect the natural habitat. The Contractor shall be responsible for all aspects of the work to achieve regulatory acceptance of work completed.

The Army is also required to conduct baseline and follow up habitat monitoring of native plant communities and wetlands that may be impacted by the Army remedial actions to address munitions cleanup which includes mastication and/or burning of maritime chaparral, and subsequent surface and limited subsurface munitions removals within designated Habitat Reserve areas. The Army has issued a Protocol for Conducting Vegetation Monitoring and a Wetland Monitoring and Restoration Plan that specify the monitoring requirements necessary to comply with the HMP. The purpose of the monitoring is to ensure that the habitat recovers or is on a projection to recover to the baseline condition following remedial actions.
