RFIs received as of January 31, 2017 and Government’s Official Responses:
1. This questions references Attachment 6 of the Solicitation. The table labelled "Attachment A.
Seed Collection Quantities" shows the total seed to be collected as 2.03 pounds (bottom row, last http://www.fedbizopps.gov/ mailto:Donald.Sumner@usace.army.mil column). Is this quantity of 2.03 in error? Shouldn't the total amount of seed to be collected be
18.74 pounds (13.11 + 0.50 + 5.13 = 18.74)? Please clarify.
Government Response: 18.74 pounds.
2. Would it be possible to extend the proposal due date by one week?
Government Response: Suspense date for proposals is extended to 15 February 2018 at 1500 Pacific Time. To keep on award schedule and help ensure no lapse in services no additional extensions are likely to be granted.
3. For Volume II- Price Proposal D. Factor 5- Completed Base IDIQ Contract Pricing Schedule spreadsheets
Attachment 4 to the solicitation only lists ten labor categories in the Former Ft. Ord Habitat Restoration & Monitoring Base IDIQ Pricing Schedule. Section C.4 of the PWS (pages 13 to 17) contains at least 18 labor classifications. Should we include all labor classifications in the price proposal that are presented in the PWS of the solicitation? Can we also add additional categories that we feel may be needed in our Pricing Schedule?
Government Response: The ten labor categories identified in the base IDIQ blank pricing schedule are considered the most important Key Personnel and the rates for these categories will be used to determine fair and reasonable pricing for the base IDIQ award (they are also the same categories as the resumes required by Factor 2- Key Personnel). Labor categories deemed necessary by the successful contractor for individual task orders but not identified on the base IDIQ blank pricing schedule will be negotiated on the individual task orders. If a labor category is identified in the base IDIQ PWS but not required to price on the base IDIQ blank pricing schedule and required on a later task order the proposed individual(s) must meet the qualifications in the base IDIQ PWS. Only include the specific information requested in base IDIQ blank pricing schedule but feel free to include additional labor categories and rates in the task order 0001 pricing schedule as necessary.
4. Where can I find the current version of the Site Specific Restoration Plan as mentioned in the Performance Work Statement/ 2.10/ Task 9- Monitoring?
Government Response: See http://docs.fortordcleanup.com/ar_pdfs/AR-BW-2689B//BW-2689B.pdf
5. Will there be any monitoring conducted prior to January 1, 2019 under this current task order request? See PWS task 9 for reference.
Government Response: No.
6. In PWS task 5, can hydroseeding be used for the repair area? If so, is the contractor responsible for purchasing associated mulch, tackifier, etc.?
Government Response: No hydroseeding.
http://docs.fortordcleanup.com/ar_pdfs/AR-BW-2689B/BW-2689B.pdf
7. Does the “native grass and barley” referred to in Task 5 consist of the contractor’s seed increase seed described in Task 3?
Government Response: Refers to production seed plots the contractor will monitor and oversee.
8. Is there a required accuracy level for GPS data acquisition?
Government Response: GPS data acquisition should be accurate to sub-meter accuracy or better.
9. Is a point later required for individual species of sensitivity or simply a polygon for the area?
Government Response: Polygons for species density and grouping areas.
10. How is the GIS data to be shared for reporting?
Government Response: ARCGIS. Both shp and kmz files are accepted. The project does not accept AutoCAD files.
11. Can a drone be used for vegetation cover and monitoring?
Government Response: No.
12. I am writing to request a copy of the Site Plan associated with the W9123818R0004, also known as the Site 39 plans.
Government Response: See http://docs.fortordcleanup.com/ar_pdfs/AR-BW-2689B//BW-2689B.pdf
13. Seed Collection: Will collected seed need to be tested by a seed testing laboratory (i.e. purity, germination, weed content)?
Government Response: Yes.
14. Plant Material: In the RFP Performance Work Statement, Section 2.8 Task 7 a total of 4,440 plants is requested. Under Section 5.0 Schedule and Deliverables Task 7 states 6,530 plants will be installed. Attachment B of the RFP lists 3,595 plants. How many plants will be propagated and installed?
Government Response: Attachment B is the accurate number: 3,595 plants. PWS Sections 2.8 Task 7 and 5.0 Deliverables have been revised to the correct number.
15. Plant Material: Will USACE accept plant species substitutions in the event a particular species of plant fails propagation or does not pass inspection?
http://docs.fortordcleanup.com/ar_pdfs/AR-BW-2689B/BW-2689B.pdf
Government Response: Yes as long as all reasonable steps to procure the required amount of plant in question have been taken. The replacement plants should be from the plant palette described in the SSRP. All proposed substitutions should be approved by USACE
16. Erosion control and repair: Section 2.6 Task 5 indicates the Contractor shall develop a plan for implementation of erosion controls. Does USACE expect a written plan, or a set of stamped drawings?
Government Response: Cadastral scaled plan showing HA, area of application of each erosion control or repair and amount of material to be used. Enough information for BRAC and USACE to review, comment, and approve.
17. Irrigation: Is it correct to assume that no watering or irrigation of any kind will be required (with the exception of HA26) and plants will receive only natural rainfall?
Government Response: Correct assumption.
18. Irrigation Water: The RFP mentions that irrigation water is available from the OU2 water treatment plant. If selected as an irrigation water source, are there fees associated with procuring that water (i.e. charge per gallon).
Government Response: Contractor is required to acquire and supply water to HA 26 for irrigation. Currently OU2 provides that water free of charge but that could change. Contractor will need to coordinate with USACE contractor operating the OU2 treatment plant; not always available.
19. Weed Control Maintenance: The RFP does not describe weed control at the restoration sites.
Confirm that weed control is not included in the scope of work.
Government Response: No weed control is required as part of this RFP.
20. Remedial Measures: If monitoring indicates site(s) are not achieving performance criteria, is the Contractor expected to perform replacement planting, seeding (or other remedial measure) as part of this scope of work and fee?
Government Response: Contractor is expected to document deficiencies and make recommendations which are taken into consideration when future task orders are developed in conjuncture with other resource agencies input and review.
21. Acreage: Is the total area requiring restoration (seeding/planting) 3.1 acres?
Government Response: Planting acres based on plant density per SSRP for each HA is 3.1 acres for this Task Order.
22. Access: Are there any work areas that will require the restoration staff to be escorted?
Government Response: Yes. If the work is being done in an area that has not been surface cleared of MEC then USACE will provide MEC Escorts at one escort per person. Even if the area has been cleared there may be certain areas where an escort will be required at one escort per team. Most areas will not need an escort.
23. Proposal Requirements: Why does Proposal Factor 3, Technical Approach, Task Order 0001 list MEC Remediation as a key work element?
Government Response: MEC Remediation deleted from key work elements.
24. Technical Factors, Factor 2 – Key Personnel, pages 93-94.
While it is understood that all field staff are required to have 24 hours of HAZWOPER training to work on the site, is documentation of this credential mandatory for all applicable key personnel listed on pages 93-94 of the solicitation at the time of the proposal submittal? Would a pending or in process credential be acceptable if completed prior to commencement of field work?
Government Response: Regarding HAZWOPER only, final credentials do not have to be provided at the time of the proposal submittal. A pending credential would be acceptable if completed prior to commencement of field work (e.g. included instead in the APP/SSHP). It's understandable that there is some time before actual field work and personnel may change as well. However, the leadership should have a plan in place (e.g. when the credential will be completed) and be knowledgeable on determining HAZWOPER requirements and training. As noted in the solicitation, key personnel proposed by the successful offeror may not be substituted with other personnel after contract award without Government approval.
