PERFORMANCE WORK STATMENT
CESPK-ED-DB November 10, 2017
SUBJECT & LOCATION: Landscape Maintenance Contract for the Folsom Resident Office, Folsom, CA
1. INTRODUCTION:
This Performance Work Statement describes the basic objectives of the landscape maintenance contract for the Folsom Resident Office. The performance-based service contract provides potential offerors the flexibility to develop cost effective solutions and the opportunity to propose innovative alternatives to meet the stated objectives. It also presents the Government with an opportunity to assess the offeror’s understanding of all aspects of the effort to be performed by eliminating the “how to” instructions to accomplish the required effort normally contained in the State of Work that the Government traditionally provides to prospective offerors.
2. GENERAL INFORMATION:
Contractor shall provide all labor, supervision, materials, equipment, tools and supplies necessary to provide the maintenance services necessary to maintain the existing plants and irrigation system. Contract period will consist of a base year of maintenance from date of contract award and three option years. Services will be in accordance with Performance Work Statement, Performance Incentives, terms and conditions contained in this solicitation. Minimum levels of performance and disincentive for failure to meet the minimum levels are outlined in the Performance of Work Requirements Summary, Attachment A.
3. BACKGROUND AND DESCRIPTION:
The Folsom Resident Office Landscape Screening area (Area 2) is roughly 9,000 sq. ft. and was planted with a variety of trees and shrubs in 2010. All landscaping vegetation was watered and weeded through a 4 year establishment period. No deer fence or animal barriers were installed.
The Folsom Resident Office and adjacent parking area are fenced off with the Landscape Screening on the outside. An existing bike path runs along the outer boarder between the Landscape Screening plantings and unmaintained areas on the eastern edge of the project area.
This is a performance-based contract for maintaining existing specifically identified plant material, irrigation system components, and areas at the Folsom Resident Office. There are three separate areas that shall be maintained. Area 1 encompasses approximately 17,850 sq. ft. (.4 acres) of access road shoulder mowing. Area 2 encompasses approximately 9000 sq. ft. (.2 acres) of landscaped area consisting established native trees and shrubs. Area 3 encompasses 26100 sq. ft. (.6 acres) of a previously installed bark mulch area surrounding the existing building, requiring weed control. Refer to Exhibit A-D for Area locations. The overall responsibility of the Contractor is to plan, coordinate, manage, and perform the activities described herein, for the duration of the contract. The contractor shall perform all maintenance in all areas (1, 2, and 3) indicated herein for 1,460 continuous days (5 years) beginning December 1, 2017. Option years are to be exercised at the discretion of the Government.
4.0 TASKS
The Contractor shall provide all personnel, equipment, material, tools, supervision, quality control, and other items necessary to maintain the specified areas at the Folsom Resident Office for a period of 5 years. Maintenance shall include watering and maintaining the vegetation within the established landscape screening area, mowing and spraying for invasive weeds.
Services include, but are not limited to, maintaining the existing irrigation system, mowing, weeding around the plants, spraying, and watering each plant at the appropriate rate, frequency and duration. All work shall be done during normal Federal workdays in daylight hours.
4.1 Task 1. Preparing and Submitting Plans: Prepare and submit all plans pertinent to the work required herein. At a minimum, provide the following:
Environmental Protection Plan (EPP) to include:
o A Spill Control Plan: including procedures, instructions, and reports to be used in the event of an unforeseen spill.
o A Herbicide Treatment Plan: including target, dates, times, locations, pesticide trade names, EPA registration numbers, application rates, equipment used, management record keeping and reporting requirements. Update the pesticide treatment plan on a yearly basis and submit by January 15th of each calendar year during the life of the contract to the Government for review. The updated treatment plan shall take into account current climate conditions and current weed growth conditions at the project site. Submit the Pesticide Treatment Plan updates in electronic format. All herbicide application equipment shall be optimized to control drift and overspray, utilizing the best available technology to limit overspray.
Safety and Accident Prevention Plan (APP): The Contractor shall prepare the written site-specific Accident Prevention Plan (APP) in accordance with the format and requirements of USACE EM 385-1-1 (2014). Cover all paragraph and subparagraph elements in Appendix A of USACE EM 385-1-1 "Minimum Basic Outline for Preparation of Accident Prevention Plan."
Activity Hazard Analyses (AHAs) shall be appended to the APP. The APP shall be used for the project because it will present site specific hazards and provide site specific controls. Where a paragraph or subparagraph element is not applicable to the work to be performed indicate "Not Applicable" next to the heading. The APP shall be job-specific and shall address any unusual or unique aspects of the project or activity for which it is written. The APP shall interface with the Contractor's overall safety and health program (SHP). Any portions of the Contractor's overall safety and health program referenced in the APP shall be included in the applicable APP element and made site-specific. The Government considers the Prime Contractor to be the "controlling authority" for all worksite safety and health of the subcontractors. Contractors are for informing their subcontractors of the safety provisions under the terms of the contract and the penalties for noncompliance, coordinating the work to prevent one craft from interfering with or creating hazardous working conditions for other crafts, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out. The APP shall be signed in accordance with the requirements of EM 385-1-1, Appendix A.
o Activity Hazard Analysis (AHA) Appendix to the APP. The Contractor shall develop an Activity Hazard Analysis (AHA) for every operation involving site activities presenting hazards. The AHA(s) format shall be in accordance with Figure 1-2 of EM 385-1-1.
Subsequent AHAs shall be submitted as amendments to the APP. The analysis shall identify and evaluate hazards and outline the proposed methods and techniques for the safe completion of each phase of work. At a minimum, the AHA shall define activity being performed, sequence of work, specific safety and health hazards anticipated, control measures (to include personal protective equipment) to eliminate or reduce each hazard to acceptable levels, equipment to be used, inspection requirements, training requirements for all involved, and the competent person in charge of that phase of work.
For operations using chemicals containing 2,4-D, Sulfometuron, or any other chemicals which have TLVs, PEL standards, or other regulated standards based on known health hazards, a Health Hazard Control Program must be submitted to the COR and the Government Safety Officer. The Health Hazard Control Program shall address the requirements in EM 385-1-1 Section 06.A and be completed by a qualified Industrial Hygienist, or equivalent competent person in Industrial Hygiene operations.
