Inquiry 1: Task Order 01 page 16 refers to Exhibits A-F, however, I did not find these on the FBO website.

I was not able to find a bid schedule/pricing schedule.

Response: Pricing schedules attached to original solicitation as "NBM_Base_Pricing_Schedule.pdf" and "Natomas_Mitigation_Project_Task_Order_0001-_Novak_Site_Blank_Pricing_Schedule.pdf"

Exhibits A-F inadvertently omitted from original solicitation; exhibits attached to amended solicitation as "NBM_TO1_PWS_Exhibits_A-F.pdf

Inquiry 2:

1. Have the project areas been inventoried for cultural resources, and if so, when, by whom, and what were the results (have any cultural resources been identified within any of the project areas)?

Response: The requirements related to cultural resources are contained in section 2.22 of the Base IDIQ performance work statement and in section 6.2.3 of the Task Order #1 Performance Work Statement. This information has not been provided.

2. Does the Corps require the preparation and approval of an Archaeological Monitoring Plan in advance of project work?

Response: An Archaeological Monitoring Plan is not required.

3. What are the format, scope, and length requirements for the Archaeological Monitoring Report that must be completed at the end of monitoring?

Response: No format scope and length requirements have been provided.

4. Has a Programmatic Agreement been executed, and has a Historic Properties Management Plan and/or Historic Properties Treatment Plan been prepared for this project, and if so, can we obtain copies of the final documents?

Response: A Programmatic Agreement has been prepared and a Historic Properties Management Plan is in the process of preparation. The Corps is required to comply with these documents as part of the Section 106 process but they have not been provided as part of the solicitation.

5. Will any of the activities requiring archaeological monitoring be conducted within a levee prism or at the toe of a levee?

Response: Task Order #1 does not include any area within a levee prism or at the toe of a levee. The conditions of future task orders is unknown.

6. Will the archaeological monitor be required to coordinate with Native American tribes, tribal monitors, or tribal representatives?

Response: There is no requirement for coordination with Native American tribes, tribal monitors, or tribal representatives.

7. What is the date and time deadline for submitting questions?

Response: Deadline for submitting questions is 18 October 2016 at 1700.

8. When can we expect answers to all submitted questions?

Response: There is no set schedule for answers. If the government deems an extension of the time for preparing proposals requires extension, additional time will be provided, notice of changes to the solicitation will be provided through the Fed Biz Ops Website.

Inquiry 3: Page 85 Proposal Submission Requirements specifies 20 pages for Factor 3-Key Personnel. Page 86 states: "Key Personnel section of the proposal must be no more than 30 pages total, not including copies of certifications and licenses." Please clarify the number of pages allowed for this factor.

Response: The two sections will be coordinated and conflicting requirements resolved. Both sections should have a 30 page limit for the item mentioned.

Inquiry 4: The Women Owned Small Business must do 50 % of the field labor for this project correct. It is my understanding this can't be just a pass through and all items subcontracted Response: The Women Owned Small Business concern must "perform at least 50 percent of the cost of the contract incurred for personnel with its own employees" in accordance with FAR subpart 19.15 and FAR clause 52.219-30.

Inquiry 5: Will a CALTRANS and/or DOT permit be required to remove the trees between the interstate?

Response: CalTrans received the 100% plans regarding the tree removal and had no comments. The trees between the two I-5 bridge decks should be small enough to be removed without impacting the roadway at all; however, caution should be exercised at all times.

Inquiry 6: Will off-hours work be required to perform tree-removal between the interstate?

Response: All work should be done during regular daylight hours.

Inquiry 7: Are there any hazardous substances in the areas to be serviced? I noticed you required an industrial hygienist.

Response: The contract does not specify any known hazardous substances. The scope for the MATOC notes in 2.16.2 " The Industrial Hygienist must be certified by the American Board of Industrial Hygiene (ABIH) and have the experience and knowledge to access exposures to the pesticides being used and recommend controls for the exposures."

Also, the task order 1 scope states in section 6.2.2.3 " Submit to the COR and the Government Safety Officer, operations using chemicals containing 2,4-D, Sulfometuron, or any other chemicals which have TLVs, PEL standards, or other regulated standards based on known health hazards, a Health Hazard Control Program. Address the requirements in EM 385-1-1 Section 06.A and be completed by a qualified Industrial Hygienist, or equivalent competent person in Industrial Hygiene operations in the Health Hazard Control Program. A sampling technician working under the CIH may perform any sampling required to do the work"
