Questions and Answers for W91238‐16‐Q‐0031 – 05/10/16

1. The Solicitation suggests that the new video game will be based on existing modules from the SWMM. Is it required to continue to use the SWMM (Vensim) software within the new video game, or is it possible to consider other simulation tools/models within the game engine?

A: It is not required to use the Vensim software, nor the models produced with it, in the game.

These are offered as a head start toward game production, if that is desired/helpful.

2. If a web application architecture is considered, where the simulation engine runs on a USACE server and the game interface is displayed through a web browser or mobile application, will the software design/architecture need to be approved by ACE‐IT?

A: The web architecture should not need to be run on a USACE server, per se. It should be capable of running independent from any USACE computer. The Army Corps of Engineers IT (ACEIT) permissions should be considered during the course of game production only inasmuch as the users should be able to run the game on an ACEIT‐approved device. It this is not possible, a decision may be made to pursue the game development and hosting outside of USACE (e.g. on a project partner's server).

3. Would our team be responsible for all aspects of the game: the design, code, art, and sound?

A: Yes, the team would be responsible for all aspects of the game development, with guidance and oversight by the USACE project team members.

4. Would your team inform the direction of the game‐model, as far as making sure it adheres to the RFP?

A: Yes, USACE team members would be responsible for informing direction, ensuring adherence to the RFP, and approving the game.

5. Is there any information you can point me to that gives example budgets on similar projects? If we were to quote a budget based on game industry salaries, I would want to be sure we could staff the project appropriately.

A: The budgeting for this project will be the responsibility of the bidder. We do not have, and cannot provide, example budgets.
