0021 12 Months Task 5.7.1 Plan update, INRMP

FFP

Integrated Natural Resources Management Plans are required by federal law and military regulations. Congress passed the Sikes Act Improvement Amendments of 1997 (PL 105-85, 16 USC 670a (1) (B)) to require DOD installations to prepare and implement INRMPs. In addition, the Sikes Act requires that INRMP’s be updated every five years. The plan is also prepared under authority of Department of Defense Directives (DOD) 4700.4 (Natural Resources Management Program) and Air Force Policy Directive (AFPD) 32-70 (Environmental Quality). These directives are implemented through Air Force Instruction (AFI) 32-7064 Integrated Natural Resources Management (INRMP), which describes the requirements and approach for preparing an INRMP.

The Contractor shall prepare and submit the 5 year update of the Beale AFB Integrated Natural Resources Management Plan (INRMP), last signed in Oct 2011, to bring it up-to-date with current laws and regulations in accordance with the Sikes Act (16 USC 670a), AFI 32-7064, and with base management procedures.

The update will be accomplished within ePLAN and thus requires the Contractor have a CAC with appropriate certificates to access AF secure websites. Tasks may include:

• Review current INRMP and identify items and sections that need to be updated and or changed because new requirements have been identified, new information has become available or format requirements have changed.

• Develop goals, objectives, and projects in close consultation with the NR Manager.

• Develop metrics that will aid in implementation.

• Meeting facilitation.

• Creation of maps and other figures.

• Supports the NR Manager in coordinating the 5 year review with the U.S. Fish and Wildlife Service, the California Department of Fish and Wildlife, and other interested Stakeholders.

Initially, the contractor shall prepare a Draft INRMP Update by using 1) Beale AFB comments, 2) new office symbol information on the base due to reorganization, 3) general update of biological information (e.g., update species lists and species information from recently accomplished work), and 4) update attachments. The Contractor shall prepare a Final INRMP after incorporating BAFB comments on the Draft.
