1.0 GENERAL PROJECT BACKGROUND

The U.S. Army Corps of Engineers (USACE) performs annual maintenance dredging along the Sacramento and Stockton Deep Water Ship Channels (DWSCs). The goal of the maintenance dredging project is to maintain the DWSCs to authorized depths which allows for the navigation of deep draft ship traffic. The maintenance dredging activities also include disposal and discharge of dredged sediment into dredged material placement sites (DMPSs) and discharges of effluent from the DMPSs into surface water. Per the General Order Waste Discharge Requirement Order (GO) No. 5-01-116 and R5-2004-0061-001, pre-dredge sampling, water quality monitoring, and effluent monitoring from DMPSs are required for the dredging operation. This contract shall be to perform the pre-dredge sediment and water sample collection before dredging each year.

Shoaling identified by the USACE must be sampled and analyzed as part of the compliance with the GO for the maintenance dredging. Each year the USACE prepares a Sampling and Analysis Plan (SAP) which is approved by the Central Valley Regional Water Quality Control Board

(CVRWQCB).

2.0 DESCRIPTION OF WORK AND SERVICES

The Contractor shall collect pre-dredge sediment and water samples. The sample locations will be provided in the SAP prepared by the USACE each year before the sampling activities. The Contractor shall ship the samples to the USACE Environmental Laboratory in Vicksburg MS.

Sampling shall be completed on both DWSCs within 5 weeks of the issuance of the Notice to Proceed. Figures 1 and 2 are showing the approximate locations of the Sacramento and Stockton DWSCs. Listed below are specific services which the Contractor shall perform.

2.1 Mobilization: The Contractor shall mobilize and commence sampling within two weeks of receiving the Notice to Proceed.

The sampling vessel used by the Contractor shall be ready and be able to collect samples at any location on the Sacramento and Stockton DWSCs. The sampling equipment shall have the ability to collect sediment material down to 40 feet of depth with respect to Mean Lower Low Water (MLLW) and lifting device capable of accommodating 12 foot core length. The equipment shall also have the ability to collect sediment core samples described in Task 2.2.1 – Collect Sediment Cores and Prepare Samples. The core sample tubes shall have a check valve at top and catcher fingers at the bottom to increase recoveries. A complete list of equipment required to perform this service is shown below, but not limited to the following:

Sampling vessel capable of sampling at any location on both DWSCs Vibra-coring device or equivalent coring tube driver Core sampling tubes with check valve at top and catcher fingers at the bottom to increase recoveries Lifting device capable of accommodating 12 foot core length Depth finding means

GPS positioning means Tide prediction means for DWSCs being tested Safety equipment to include(At a minimum) hard hats, hard toe shoes, and personal floatation devices Road vehicle capable of carrying the considerable number and weight of samples to, for instance, an air express shipper’s office.

2.2 Sediment and Water Sample Collection: The Contractor shall take measures to ensure no external contamination affects the samples by conducting, but not limited to, the following:

wearing no talc latex gloves while handling samples and changing those gloves for every sample, double sealing the ends of the sediment core tubes, decontaminating the equipment between samples, and limiting the use of internal combustion engines for deck winches or deck mounted generators and the main propulsion engine.

The Contractor shall coordinate with the USACE Environmental Laboratory (CEERD-EP-C) to ensure correct sample bottles and containers will be used for all sample analysis. Contact information for the laboratory is listed in paragraph 2.3. It is the Contractor’s responsibility to obtain the right number of sample containers and the correct sample bottles, glass jars, and cubitaners for this contract. All sample bottles, jars, and cubitaners must be clean and certified by the laboratory before sample collection. The Contractor will not be responsible for any analytical costs from the laboratory.

The Contractor shall label each sample according to the identification number listed in the SAP.

Time/date, samplers’ names, analytical method, and other related information such as sample location shall be labeled on the samples.

There is no particular sampling order for the sampling locations selected by the USACE. The Contractor shall prepare its own schedule for sample collection order to complete this task order within the required time by this contract.

All samples shall be properly packed in coolers to be shipped to USACE approved laboratory listed under Task 2.3 – Create Chain of Custody, Pack and Ship Samples. Sampling information including but not limited to samplers’ name, sample date and time, and locations shall be documented and sent to the USACE after sample collection per Task 2.7 – Submittals.

2.2.1 Collect Sediment Cores and Prepare Samples: The Contractor shall take and retrieve sediment core samples. Each sediment sample shall be representative of material down to authorized depth (30-40 feet, depending on DWSC and location), plus any over depth (up to 2 feet) allowed for a given reach. Per each boring location, sediment sample volume shall be collected a minimum of three gallons (approximately 4 inches diameter with a core length of 78- 3/8 inches long) and extend from the bottom of the channel to the specified channel depth plus any over depth (up to 2 ft) specified in the SAP.

To minimize cross contamination, the sample tube shall be lined with polyethylene sleeve or plastic material. At each location, sediment core sample shall be composited by shaving equal amounts of the sediment from the top to bottom of the core after ¼ inch of the outer surface layer and ends are cropped and discarded. A minimum of two gallons and 8 ounces of sediment per single/composite sample location shall be collected and sent to the laboratory for analysis.

Sediment sample containers will be provided by the laboratory and it is the Contractor’s responsibility to coordinate with the lab to obtain the right number of correct sample containers.

For bidding purposes, one gallon of sediment shall be collected in a 1-gallon glass jar for chemical testing, eight ounces of sediment shall be collected in an 8-oz glass jar for Acid Generation Potential (AGP) testing, and another one gallon of sediment for grain size analysis shall be collected in a 1-gallon Ziploc bag per single/composite sample location.

Due to the dynamic nature of the DWSCs, the shoaled material may have moved since the last soundings were taken. For this reason, the Contractor shall use onboard depth finding capabilities to locate and sample within the shallowest area in the vicinity of the sampling location identified in the SAP. Since the DWSCs are also subject to tides, the Contractor shall determine the stage of the tide at the time of sampling and determine the distance from the MLLW datum to the bottom of the authorized channel profile. Reference points with known elevations along the DWSCs shall be used by the Contractor to check the predicted tidal stage in relation to the elevation of the channel.

The GPS coordinates of the sampling locations, water depths, the depth of the core collected, core length, the time and date of sample collection, tidal stage, and other related information shall be recorded in the sampling logs. The Contractor shall also document and describe the nature of the material collected (i.e. mud, silt, sand) and whether the sample core is stratified or homogeneous.

In logging the core samples as specified above, the Contractor shall determine whether a core of sufficient length has been recovered, and if not, recover multiple cores at the same location until enough sediment has been obtained. Recovery problems may limit the length of core recovered, however, the core recovered must extend at a minimum to the middle of the shoal being sampled.

2.2.1.1 Compositing of Sediment Samples: When specified in the SAP prepared each year by the USACE, sediment collected from specific locations shall be further composited together to become one composited sample. Sediment from each specific location shall be equally divided up and well-mixed to obtain a minimum volume of 2 gallons and 8 ounces to send to laboratory for analysis. Each composited sample shall be collected following description in Task 2.2.1 – Collect Sediment Cores and Prepare Samples.

2.2.2 Collect and Prepare Ambient Water Samples and Toxicity Test Water Samples: The Contractor shall collect a minimum of 10 gallons of ambient water at every single/composite sample location. These samples may be taken from the surface at the locations specified in the SAP. The Contractor shall also record the water temperature and document the GPS locations in the sample logs for each location at the time of sample collection.

The Contractor shall provide 10-Liter cubitainers and coordinate with the laboratory for other water sample bottles. It is the Contractor’s responsibility to obtain the right number of correct water sample containers. For bidding purposes, the Contractor shall assume the laboratory will provide a 1-liter plastic bottle and a 250-ml plastic bottle per single/composited sample location.

The Contractor shall provide four 10-liter cubitainers per single/composite sample location.

2.2.2.1 Compositing of Ambient Water Samples: For composite water samples when specified in the SAP, water taken from each specific location shall be equally divided up and well-mixed to obtain a minimum of 10 gallons. Each composited water sample shall be collected following the description in Task 2.2.2 – Collect and Prepare Ambient Water Samples and Toxicity Test Water Samples.

2.2.3 Field Sample Duplicates: In order to estimate sampling and laboratory analysis precision, sample duplicates shall be collected on at least 10 % of the total samples. Sample duplicates shall be collected by the same sampling team at the same place and time as their primary samples. Sample duplicate locations will be specified in the SAP every year by the USACE before sampling activity begins.

2.2.3.1 Sediment Sample Duplicates: Sediment sample duplicates shall be collected on at least 10% of the total samples. For example, three sediment sample duplicates shall be collected if there are a total of 28 sampling locations in both DWSCs. Each sediment sample shall be collected at the same location and time as their primary samples, but with different sample identification numbers, as specified in the SAP prepared by the USACE every year. A minimum of one gallon and eight ounces of sediment shall be collected for each duplicate sample. If possible, the sediment sample duplicates and its primary sample shall be taken from the same coring (or the same mix, if on a composite sample). The Contractor shall collect the sediment sample duplicates following the instructions under Task 2.2.1 – Collect Sediment Cores and Prepare Samples and Task 2.2.1.1 - Compositing of Sediment Samples.

2.2.3.2 Water Sample Duplicates: Water sample duplicates shall be collected on at least 10 % of the total samples. For example, three ambient water sample duplicates shall be collected if there are a total of 28 sampling locations in both DWSCs. Each water sample duplicate shall be collected at the same location (or locations, if on composite samples) and time as their primary samples, but with different sample identification numbers specified in the SAP prepared by the USACE every year. The Contractor shall collect the water sample duplicates following the instructions under Task 2.2.2 – Collect and Prepare Ambient Water Samples and Toxicity Test Water Samples and Task 2.2.2.1 Compositing of Ambient Water Samples.

2.2.4 Matrix Spike/Matrix Spike Duplicate: Matrix Spike (MS) and Matrix Spike Duplicate (MSD) are environmental samples that are used to determine effects of the matrix on precision and accuracy of the analysis. MS/MSD samples shall be collected on at least 5% of the total samples. MS/MSD samples will be selected in the SAP every year by the USACE before sampling activity begins. All MS/MSD samples shall be labeled properly on the sample labels and Chain-of-Custody to allow the laboratory to run the appropriate quality control/quality assurance tests.

2.2.4.1 MS/MSD Sediment Samples: When specified in the SAP, MS/MSD sediment sample shall be collected following the description under Task 2.2.1 - Collect Sediment Cores and

Prepare Samples, but with twice the required analytical volumes. For bidding purposes, each MS/MSD sediment sample shall have the following send to the laboratory:

Two 1-gallon glass jars with sediment for chemical analysis One 1-gallon Ziploc bag with sediment for grain size analysis Two 8-oz glass jars with sediment for AGP testing

2.2.4.2 MS/MSD Ambient Water Samples: When specified in the SAP, MS/MSD ambient water samples shall be collected following the description under Task 2.2.2 – Collect and Prepare Ambient Water Samples and Toxicity Test Water Samples, but with twice the required analytical volumes. For bidding purposes, each MS/MSD water sample shall have the following send to the laboratory:

Two 1-liter plastic bottles with ambient water Two 250-ml plastic bottles with ambient water Eight 10-liter cubitainers with ambient water

2.3 Create Chain of Custody, Pack and Ship Samples: The Contractor shall create the chain of custody including the sample information and analytical methods from the SAP. Along with chain of custody documents, all samples shall be shipped to the laboratory for analysis within the required times to permit their reception and testing within the maximum holding times. ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.

Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.

There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

(N) Not Applicable No information or did not apply to your contract Rating will be neither positive nor negative.
