1.0 Background

The U.S. Army Corps of Engineers (USACE) is responsible for maintaining the Sacramento and Stockton Deep Water Ship Channels (DWSC) to authorized depths. The Central Valley Regional Water Quality Control Board (CVRWQCB) has issued two Waste Discharge Orders, General Order (GO) No. 05-01-116 for the Sacramento DWSC and GO No. R5-2004-0061 for the Stockton DWSC, which govern the water quality measures for maintenance dredging along the DWSC. To comply with the GO, both DWSCs must be sampled before dredging operations begin. The USACE has prepared this Sampling and Analysis Plan (SAP) in accordance with the GO for both the Sacramento and Stockton DWSCs. The USACE contractor that will be performing the pre-dredge sediment and water sample collection shall follow this SAP. The laboratory analysis will be performed by the USACE Environmental Laboratory in Vicksburg, MS. This SAP is presented to the CVRWQCB for review and concurrence.

1.1 Sacramento DWSC – Reaches and Volumes

Based on the latest bathymetric soundings of the Sacramento DWSC, the USACE has determined that the reaches listed in Table 1-1 require pre-dredge sampling. The locations of the reaches are identified by Station and estimated volumes are presented in cubic yards (cy). There are 6 reaches with an estimated volume of 258,000 cubic yards. The potential dredged material placement sites (DMPS) for the dredged material are also listed. Appendix A contains an expanded version of the table below. Any reach marked with an asterisk (upstream of Station 1850.00) would go to 35 feet depth, while all other reaches in the Sacramento DWSC go to 30 foot depth.

1.2 Stockton DWSC – Reaches and Volumes

From the latest bathymetric soundings of Stockton DWSC, the USACE has determined that the reaches listed in Table 1-2 require pre-dredge sampling. The locations of the reaches are identified by Station and estimated volumes are presented in cy. There are 8 reaches which total an estimated 502,000 cubic yards. The potential DMPS sites for the dredged material are also listed. Appendix A contains an expanded version of the table below.

*40ft depth ^ 2 ft over dredge

Under GO R5-2004-0061, maintenance dredging includes an allowable 2 foot over dredge. To address a frequent shoaling area along the channel, a 2 foot over dredge will be performed along reaches which are identified with a caret (^) in the table above. The sediment samples taken in these reaches will be representative down to the 2 foot over dredge depth, while sediment samples taken in other reaches will be representative down to 1 foot of over dredge, or no over dredge in areas that are designated to 40 feet depth. Any reach marked with an asterisk (between Station 2070+68 to 2115+31.43) would go to 40 feet depth, while other reaches listed in the Stockton DWSC go to 35 foot depth.

2.0 Sample Quantities and Locations

Sediment and ambient water samples will be collected from the reaches shown in the previous section. This section presents the sample locations with GPS coordinate and the number of samples needed to be collected in order to comply with the GOs.

The boring locations of these samples are chosen to correspond to the largest mass of shoaled material; therefore, are the most representative samples. Due to the dynamic nature of the DWSC, the shoaled material may have moved since the last soundings were taken. For this reason, the Contractor shall use onboard depth finding capabilities to locate and sample at the shallowest area within the vicinity of the boring locations identified in the below tables. These sample locations shall be reported in the sampling logs. Additionally, since the DWSC is subject to tides, the Contractor shall determine the stage of the tide at the time of sampling and determine the distance from the Mean Lower Low Water (MLLW) datum to the bottom of the channel bottom profile. Reference points with known elevations along the DWSC’s will be used by the Contractor to check the predicted tide stage in relation to the elevation of the channel.

A vibra-coring device shall be used to collect the sediment samples at the desirable depth. At each boring location, a minimum of three gallons of sediment shall be recovered. Ambient water samples shall also be collected at the same places as the boring locations specified in Sections

2.2 and 2.3. Water samples can be taken from the surface. Sampling procedures are discussed in Section 3.0.

2.1 Quantity of Samples

Based on the Monitoring and Reporting Program for each GO, the number of samples taken for each reach is based on the estimated volume of material. The following criteria to determine the number of samples are laid out in the General Orders:

•Under 25,000 CY: One sample per 12,500 cubic yards, or part thereof
•25,000 – 50,000 CY: One sample per 25,000 cubic yards, or part thereof
•50,000 – 100,000 CY: One composite sample per 50,000 cubic yards, or part thereof

(composite of 2 different boring locations)

• Over 100,000 CY: One composite sample per 75,000 cubic yards, or part thereof (composite of at least 3 different boring locations)

The USACE approach will be conservative, and will typically sample with the intent to adequately be prepared for most unforeseen increases in dredged volume identified with the new 2013 spring hydrosurvey. The required number of borings, samples, and the sample quantities per reach are listed in Table 2-1 for the Sacramento DWSC and in Table 2-2 for the Stockton DWSC.

Duplicate analyses will also be performed on approximately 10% of the total investigative samples for each method. Duplicate samples will be analyzed by the laboratory using the same parameters as the primary sample (i.e., the sample that is being duplicated). The reaches assigned with duplicate samples are also shown in Tables 2-1 and 2-2.

3.0 Pre-dredge Sample Collection

Sediment and water samples will be collected from the locations listed under Section 2.0. The sample IDs are shown in Tables 3-1 and 3-2. This section presents the pre-dredge sampling procedure and other sampling information.

Measures will be taken to ensure no external contamination affects the samples by conducting, but not limited to, the following:

•Wearing no talc latex gloves while handling samples and changing those gloves for every sample
•Double-sealing the ends of the sediment core tubes
•Decontaminating the equipment between samples
•Limiting the use of internal combustion engines for deck winches or deck mounted generators and the main propulsion engine

The Contractor shall coordinate with the USACE Environmental Laboratory (CEERD-EP-C) to ensure correct sample bottles and containers will be used for all sample analysis. Contact information for the laboratory is listed in Section 3.4 – Sample Handling and Shipping. For this year sampling activity, the laboratory will be providing 1-gallon glass jars, 8-ounces glass jars, and 1-gallon Ziploc bags for the sediment samples. The laboratory will also send 1-liter plastic bottles and 250-ml plastic bottles for the ambient water samples. 10-liter cubitainers will be provided by the Contractor for collecting ambient water samples. All sample containers must be chemically cleaned and rinsed and certified by the laboratory before sampling activity begins.

3.1 Sediment Sampling

Sampling will be performed pursuant to this SAP using a vibra-coring device that vibrates a sample tube into the sediment. The sample tube shall be lined with a polyethylene sleeve or plastic material in order to minimize cross contamination. Tables 2-3 and 2-4 give the locations of the samples to be taken. The length of the core from each boring location shall be representative of material down to authorized depth (30-40 feet depending on DWSC and location), plus any over depth (up to 2 feet) allowed for a given reach. Because it may not always be possible to recover a core of that length, an additional core may have to be taken. The Contractor shall determine whether a core of sufficient length has been recovered. If not, an attempt to recover multiple cores at the same location shall be conducted until enough sediment has been obtained. At a minimum the core shall capture sample material to the middle of the shoaling volume. At each boring location, the “minimum” core volume shall be 3 gallons, which for a 4” sampling tube equals a core length of 78-3/8”.

At each location, sediment core shall be composited by shaving equal amounts of the sediment from the top and bottom of the core after ¼ inch of the outer surface layer and ends are cropped and discarded. For samples identified as composite samples in Tables 3-1 and 3-2, sediment M a int e n a n ce

D re d g i n g

P r oj ect S a mpling a nd

An a l y sis P l an collected from the specific boring locations shall be equally divided up and well-mixed. A minimum of 2 gallons and 8 ounces of sediment per single/composite sample shall be sent to the laboratory for analysis. For each sample, the sediment will be separated into the following sample containers below:

•One 1-gallon glass jar for chemical analysis
•One 8-oz glass jar for Acid Generation Potential (AGP) testing
•One 1-gallon Ziploc for grain size analysis

Each single/composite sample shall be labeled according to Tables 3-1 and 3-2. The analytes are presented in Table 4-1.

The Contractor shall record the GPS location and water depth at each core sample point, the depth of the core collected, core length, the time and date of core collection, tidal stage, and other related information. The contractor shall also describe the nature of the material collected (i.e. mud, silt, sand) and whether the sample core is stratified or homogeneous in the sample logs. This information shall be submitted to USACE as described under Section 3.5 – Field Document Submittals.

3.1.1 Archive Sediment Samples

One gallon of sediment from each single/composite sample shall be properly labeled, archived, and stored by the Contractor for three months. If requested by the USACE, the Contractor shall send the archive sediment samples to the laboratory.

3.1.2 Pipeline Avoidance

The Contractor shall take all necessary precautions to avoid pipelines. The sampling locations may be adjusted in order to avoid striking any pipeline. It is the Contractor’s responsibility to obtain the pipeline information and be aware of the locations of the pipelines in the DWSCs. No cutter head action from the dredge will take place within +/- fifty feet upstream or downstream of any pipeline.

3.2 Water Sample Collection

For every ambient water sample, the Contractor shall obtain a minimum of 10 gallons of ambient water and test for the analytes shown in Table 4-1. The water samples may be taken from the surface. For each sample identified as composite sample in Tables 3-1 and 3-2, ambient water taken from each specific boring location will be equally divided up and well-mixed to obtain a minimum volume of 10 gallons. Corresponding sample ID in Tables 3-1 and 3-2 will be used. Each ambient water sample will be collected in the following containers:

• One 1-liter plastic bottle for Biological Oxygen Demand (BOD)

M a int e n a n ce

D re d g i n g

P r oj ect S a mpling a nd

An a l y sis P l an

•One 250-ml plastic bottle with sulfuric acid as preservative for Ammonia, Ammonium, and Total Organic Carbon (TOC)
•Four 10-liter cubitainers for chemical analysis and toxicity test

The Contractor shall also record the water temperature and document the GPS location in the sample logs for each sampling location at the time of sample collection. That information shall be submitted to USACE as described under Section 3.5 – Field Document Submittals. The water sampling equipment shall be decontaminated between each single/composite sample.

3.3 Duplicate Samples and Matrix Spike/Matrix Spike Duplicates

In order to estimate sampling and laboratory analysis precision, sample duplicates shall be collected on at least 10 percent (%) of the total samples. Sample duplicates will be collected by the same sampling team at the same place and time as their primary samples, but will be assigned with different sample IDs. Duplicates and their primary samples are listed in Tables 3-1 and 3-2.

For each sediment sample duplicate, a minimum of one gallon and eight ounces of sediment will be collected in a 1-gallon glass jar and an 8-oz glass jar for chemical analysis and AGP test only (Table 4-1). If possible, the sediment sample duplicate and its primary sample shall be taken from the same coring. Sediment sample duplicate collection should follow the instructions under Section 3.1 - Sediment Sampling.

For each ambient water sample duplicate, a minimum of 10 gallons of ambient water will be collected in a 1-L plastic bottle, a 250-ml plastic bottle, and four 10-L cubitaners for chemical analysis shown in Table 4-1. Ambient water duplicate sampling should follow the instructions under Section 3.2 – Water Sample Collection.

Matrix Spike (MS) and Matrix Spike Duplicate (MSD) are environmental samples that are used to evaluate the effects of the matrix on precision and accuracy of the analysis. MS/MSD samples will be collected on at least 5% of the total chemical analyses samples. Tables 3-1 and 3-2 present the selected samples for MS/MSD. All MS/MSD samples will be identified properly on the sample labels and chain-of-custody to allow the laboratory to run the appropriate quality control/quality assurance tests.

For each MS/MSD sediment sample, it will be collected following the description under Section

3.1 – Sediment Sampling, but with twice the required analytical volumes. Each MS/MSD sediment sample will have the following send to the laboratory:

•Two gallons of sediment in two 1-gallon glass jars for chemical analysis
•One gallon of sediment in one 1-gallon Ziploc bag for grain size analysis
•Sixteen ounces of sediment in two 8-oz glass jars for AGP testing

For each MS/MSD ambient water sample, it will be collected following the description under Section 3.2 – Water Sample Collection, but with twice the required analytical volumes. Each MS/MSD ambient water sample will have the following send to the laboratory:

•Two liters of water in two 1-liter plastic bottles
•0.5 liters of water in two 250-ml plastic bottles with sulfuric acid as preservative
•Eighty liters of water in eight 10-liter cubitainers

3.4 Sample Handling and Shipping

Along with chain of custody documents, all samples shall be shipped to the laboratory for analysis within the required times to permit their reception and testing within the maximum holding times. The address and contact information is shown below:

U.S. Army Corps of Engineers Environmental Laboratory CEERD-EP-C c/o Mike Catt 3909 Halls Ferry Rd., Vicksburg, MS 39180 (601) 634-4060

Given the out of state location of the USACE Laboratory and the short holding times, air express shall be required to forward the samples.

All water and sediment samples shall be held at a temperature between 0 and 4 degree Celsius (°C) until further processing. Sediment core samples may be sectioned if required for handling convenience and placed in coolers. The Contractor shall report and send copies of the sampling logs, documents, and chain-of-custody to the Corps per the requirements listed in Section 3.5 – Field Document Submittals.

3.5 Field Document Submittals

All daily field notes, sample logs, chain of custody, and other sampling documents described under Section 3.0 must be submitted via email to the Contracting Officer, project manager, and the environmental engineer within one week after the conclusion of the sampling activities. Two CDs in PDF containing the documents mentioned above must be submitted to the Contracting Officer and project manager within 30 days after the conclusion of the sampling activities. Preparation date and names of the documents must be properly identified on the CDs.

4.0 Analysis

The Monitoring and Reporting Program is the same for both GO and specifies the constituents for which the pre-dredge samples must be analyzed. The analytical methods specified in both GOs will be followed along with the appropriate detection and reporting limits.

4.1 Analytes and Analytical Methods

Table 4-1 is the analyte list for the sediment and ambient water samples.

Soluble metal constituents will be measured after performing a Title 22 Waste Extraction Test (WET) procedure on the sediment samples. Depending on the AGP testing results, either citrate buffer or deionized water will be used as the extractant on the sediment samples. If the ratio of neutralizing potential to acid-generating potential (NP/AGP) is less than 3, citrate buffer should be used as the extractant. Otherwise, if the NP/AGP ratio is greater than 3, deionized water should be used as the extractant.

A modified elutriate test (MET) (USACOE Tech Note EEDP 04-2) will also be performed on sediment samples. The results will be compared to corresponding ambient water samples, which analyzed for the same analytes. Table 4-1 shows the analytes and analytical methods for the pre- dredge samples. Only samples 14SJ2050-123, 14SJ2050-456, 14SJ2050-789, 14SJ2050-10, and 14SJ1930-1 are required to test for Tributyltin (filtered) and Oil and Grease since they will be collected within 500 yards of the Port or a marina. No duplicates will be required for the Grain Size Analysis.

5.0 Health and Safety

An Accident Prevention Program Administrative Plan (APP) and an Activity Hazard Analysis (AHA) has been submitted and accepted by USACE. The Contractor will be following the APP, AHA, the most current edition of EM-385-1-1, and any other Federal, State, local, and U.S.

Coast Guard regulations and requirements. Underwater pipelines will also be avoided, as described in Section 3.1.2 – Pipeline Avoidance.

All accidents shall be reported to the Safety Office through the Contracting Officer. This is to be accomplished within the same shift, preferably as soon after the accident as is practical. Fill out an Occupational Safety and Health Administration (OSHA) Form 300; and form ENG 3394 shall be submitted to the Safety Office within 5 days after an accident. In the event of serious injury or damage, work will stop and everything will be left in place exactly as it was at the time of the accident, except when the possibility of more damage or injury exists. USACE shall hold contractors accountable for their safety and health performance.
