1.3 SUPPLEMENTARY CONDITIONS REQUIREMENTS
1.3.1 SCR-1 Location of Work
The Project is located in Sacramento County, California, along portions of the American River levee that protects the City of Sacramento.
1.3.2 SCR-2 Scope of Work
For Site L10, levee improvements will be made on the American River levee on the south side of the American River at Howe Avenue. A soil-cement cutoff wall will be installed under the Howe Avenue bridge, the existing bike trail on the waterside of the levee. The new cutoff wall will be
00 73 05 - 3 installed using jet grouting and will pass under the bridge, then ascend the levee on both sides of the bridge to a terminal point with the existing cutoff.
In addition to that new cutoff wall, a low permeability soil blanket will be installed on the waterside slope and connecting with the new cutoff wall. Finally, the existing riprap slope protection will be removed and replaced after construction on the waterside slope under the bridges to prevent erosion.
An approximately 175-foot section of the existing levee upstream of Howe Avenue will be raised in place to provide required flood protection. The levee raise and resulting side slopes will remain within the existing footprint of the levee.
Access to the construction sites will be by an existing paved ramp located upstream of Howe Avenue which provides access to a boat ramp and parking area on the river. On the downstream side of Howe Avenue, a new temporary ramp will be built on the landside of the levee starting under the Howe Avenue bridge. Access to these ramps will be from La Riviera Drive using existing curb cuts. Staging areas will be located under the bridges and on the grassed tract east of the Stormwater pump station.
For Site R3A, levee improvements will be made in two locations on the American River North levee on both sides of Business 80 (Capital City Freeway). The improvements will consist of extending the existing cutoff wall by approximately 75-feet on the upstream side of the Capital City Freeway and 67-feet downstream of the expressway. Extension of the existing cutoff wall will be accomplished using jet grouting. All work will be done behind the existing guardrails and there will be no need to enter the existing roadway at these locations.
Access to the construction sites will be by an existing paved ramp located just east of the proposed staging area, and a paved ramp located just west of the Capital City Freeway. The proposed construction work will not impact traffic movement on the Capital City Freeway. Access to the staging area and both construction sites will be from Exposition Boulevard on Tribute Road.
1.3.3 SCR-3 Allowable Time, Schedule Constraints and Time of Completion
The following constraints will apply and must be incorporated into the Contractor's schedule. Site L10 is available from 1 June 2014 through 31 December 2014, but Site R3A is only available from 1 August 2014 through 31 December 2014. Levee construction work shall be completed at both sites by November 2014/.
