Scope of Work
Presidio of Monterey ECIP Energy Efficient Insulation Project
June 17, 2010
General:
The scope of this project includes several types of insulation improvements to reduce the heating/cooling loads on various buildings on the Presidio of Monterey. Seven different types and configurations of insulation will be added to the buildings, depending upon the type of the building, and what, if any, exists in it currently.
Specific:
1) Contractor will increase attic insulation by adding R-13 or equivalent blown-in cellulose or fiberglass insulation to existing in the following one (1) building on the Presidio of Monterey:
New Large Storage - 1 (235) 34,008 sq. ft.
2) Contractor will increase attic insulation by adding R-19 or equivalent blown-in cellulose or fiberglass insulation to existing in the following thirteen (13) buildings on the Presidio of Monterey:
1900s Army Lodging – 5 (354, 356, 358, 359, 364) 9,622 sq. ft. total Old Mid-Size Storage – 2 (261, 268) 28,255 sq. ft. total Industrial/Maintenance Buildings – 2 (233, 267) 21,754 sq. ft. total
3) Contractor will increase attic insulation by adding R-30 or equivalent blown-in cellulose or fiberglass insulation to existing in the following forty-four (44) buildings on the Presidio of Monterey:
1900s Small General Instruction Buildings – 13 (209, 210, 211, 212, 213, 214, 215, 216, 218, 450, 451, 452, 453) 103,688 sq. ft. total

WWII Information Systems Facility – 1 (343) 2,279 sq. ft.
Exchange / Dining – 3 (221, 660, 838) 52,519 sq. ft. total
Older MWR – 5 (208, 228, 230, 325, 518) 42,130 sq. ft. total
4) Contractor will increase insulation in suspended ceiling by R-11 or equivalent with fiberglass batting in the following one (1) building on the Presidio of Monterey:
1969 Barracks – 1 (630) 102,815 sq. ft.
5) Contractor will increase insulation in suspended ceiling by R-19 or equivalent with fiberglass batting in the following twenty-two (22) buildings on the Presidio of Monterey:
1960s Small General Instruction Buildings - 7 (631, 632, 633, 634, 635, 636, 637)
38,734 sq. ft. total 1970s Mid-Size General Instruction Buildings - 3 (619, 621, 623) 75,320 sq. ft. total 1980s Large General Instruction Buildings - 2 (610, 848) 158,870 sq. ft. total 1980s Mid-Size Administration Buildings - 4 (616, 617, 830, 834) 50,465 sq. ft. total Medical / Healthcare - 1 (422) 24,624 sq. ft.
Newer Information Systems Facility – 4 (418, 420, 824, 0620A) 11,628 sq. ft. total 1957 Barracks - 1 (627) 85,694 sq. ft.
Notes:
Contractor will avoid yellow flags marking endangered plants (Yadron’s piperia) around the 13 buildings listed above for the 1985/1986 Barracks.
Contractor should ensure spaces to receive insulation installation are free of raccoons. Sows and kits may be living underneath buildings or in attics that have not yet been sealed with wire mesh. Certified pest controller should perform survey for presence of raccoons within one day of insulation installation. If raccoons are present, certified pest controller shall live trap and relocate raccoons to Huckleberry Hill. If raccoon-proof wire mesh is present underneath or in the attic areas of any of the above mentioned buildings, the contractor will be responsible for removing, then replacing the wire mesh once the insulation work is complete on the building.
Contractor will set up lay-down/staging areas on a hard surface.
This project is covered under the current programmatic agreement for historic buildings, so SHPO consultation is not required unless holes will be drilled into the building. If the drilling of holes is required for the installation of insulation, it will require proper protective equipment to guard against airborne asbestos material, and the SHPO office must first give approval before any construction can commence.
Weeds under historic structures shall be manually or mechanically removed if required for access to crawl areas. Chemical treatments with herbicides will not be approved for this project.
In addition to the above mentioned work, contractor will submit an energy rebate application to Pacific Gas & Electric Company (PG&E) on behalf of the Presidio of Monterey. Contractor will provide a copy of the submitted rebate application to the USACE Administrative Contracting Officer (ACO). Contractor shall ensure rebate checks are made out to "USAG Presidio of Monterey" and sent to:
USAG Presidio of Monterey ATTN: IMCOM Resource Management 1759 Lewis Road, Bldg 614, Ste 101 Monterey, CA 93944
