AMENDMENT NO. 0003 127
FACTOR THREE: ORGANIZATION PLAN: Responses to this factor will be evaluated as follows:
1. To determine the offeror’s ability to respond to the requirements of the contract in order to provide expeditious, responsive, and cost effective service;
2. To determine the offeror’s understanding of the organizational coordination necessary for proper operation/management of the contract; and
3. To determine the size, technical diversity and organizational structure of the team and which entity will be responsible for the different aspects of the work, and if the proper balance of these services have been proposed, including the distribution of work between in-house staff and team/key subcontractors.
4. To determine the offeror’s ability to meet the Limitations on Subcontracting as found in FAR 52.219-14, ** in Section I, which states, “(b) by submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for –(1) Services...At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.”
7. RELATIVE WEIGHTING OF THE TECHNICAL EVALUATION FACTORS AND SUBFACTORS
Factor one, previous experience - planning and environmental studies, is the most heavily weighted factor in this procurement. Factor two, past performance quality - planning and environmental studies, is the second most heavily weighted factor. Factor three, organization plan is the third most heavily weighted factor.
8. DISCUSSIONS: The Government does not intend to enter into discussions with offerors in accordance with FAR 52.215-1, Instructions to Offerors—Competitive Acquisitions.
9. GENERAL TECHNICAL CRITERIA
1. The Offeror’s conformance with the requirements will be considered during the technical evaluation. Failure to comply with the submission requirements may be seen as indicative of the type of problems that could be expected during contract performance. Lack of conformance could therefore result in a higher risk assessment, in addition to any other impacts on the evaluation. Material omissions may cause the technical proposal to be rejected as unacceptable.
2. Technical proposals which do not provide the specified information in the specified location in accordance with the submission instructions may be downgraded. The Government is under no obligation to search for information that is not in the specified location.
3. Proposals which are generic, vague, or lacking in detail may be downgraded. The proposal submission instructions are written to give prospective contractors, where feasible, an indication of the level of detail desired by the Government. The offeror’s failure to include information that the Government has indicated should be included may result in the proposal being downgraded and/or being found deficient if inadequate detail is provided.
4. The degree of risk to the Government inherent in the offeror’s technical proposal will be a consideration under every evaluation factor.
5. The Government cannot make award based on a deficient offer. Therefore, a rating of “unsatisfactory” or “fail” under any factor will make the offer ineligible for award, unless the Government elects to enter into discussions with that offeror and all deficiencies are remedied in a revised proposal.
10. 52.217-5 EVALUATION OF OPTIONS (JUL 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
