About this file
This is a technical questions document prepared for one-on-one sessions during an Industry Day event related to the Arkabutla Dam modification project. The document consists of detailed technical inquiries designed to elicit contractor responses on project approach, capabilities, and risk mitigation strategies.
The questions address major project components including cofferdam design and construction in an active reservoir, underwater excavation requirements, earthwork operations logistics, soil stabilization methods, dewatering operations, concrete production (approximately 20,000 cubic yards), steel structures procurement, site access and logistics, task order structuring, early work packages, and overall project risks and lessons learned. Contractors are asked to evaluate their capacity across multiple concurrent SATOC Task Orders regarding bonding, labor availability, and equipment availability, as well as provide recommendations on project optimizations, alternative design sequences, and risk reduction strategies. The questions also probe lead times for steel structures and electrical/mechanical equipment, site adequacy, and identify potential "deal-breakers" in the current scope, schedule, or contract structure. These technical questions are intended to be discussed during 45-minute private sessions scheduled for July 23-24, 2026, with the Project Delivery Team for prime contractors who have registered for the virtual Industry Day event being held July 22, 2026.

Industry Day – Arkabutla Dam Modification
TECHNICAL QUESTIONS:
1. Based on the type and magnitude of work outlined in the presentation, what aspects of the project would your firm anticipate self-performing versus sub-contracting?
1. Would multiple concurrent SATOC Task Orders create challenges with respect to your:
1. Bonding capacity?
1. Labor availability?
1. Equipment availability?
1. Joint venture strategy?
1. The cofferdam will be constructed in an active reservoir. The cofferdam will serve as the dam embankment during construction and must meet USACE embankment dam standards. Within this constraint:
2. what optimizations would you recommend using the current design concept
2. what alternative designs or sequences would you recommend.
2. If underwater excavation is required for the Stage 1 cofferdam, how would you propose accomplishing this work?
2. What crew and equipment assumptions would you make for major earthwork operations (simultaneous operations, number of crews, one versus two shifts, five versus six-day work weeks)?
1. Would lime stabilization be a cost-effective means of drying cohesive soils compared to conventional discing and harrowing? Would you propose other methods to dry cohesive soils?
1. There is a major dewatering operation as part of this project. What experience do you have and are there any lessons learned from past projects?
1. This project will need approximately 20,000 cubic yard of concrete.
5. Would you be interested in having an on-site batch plant?
5. Do you have concerns regarding concrete material availability, production capacity, or placement?
5. What transportation and placement methods would you propose for the control tower and conduit?
5. Do you anticipate any challenges related to hot weather concrete, mass concrete temperature control, or placement sequencing?
1. Steel structures including gates, bulkheads, sheetpile, etc have been known to have long lead times. What lead times are you experiencing?
6. Which item do you anticipate will have the longest lead time?
6. Do you anticipate long lead times or procurement concerns for electrical, mechanical, and hoisting equipment (transformers, gantry cranes, gate hoists, motors, controls, etc.)
1. Is the proposed site access, haul roads, and laydown area adequate to efficiently construct the project? Would you suggest any improvements?
1. you prefer general site items to be included under a single long-duration task order spanning the project, or separately within each task order (e.g., erosion control, security fencing, trailers, utilities, etc.) ?
1. Which project features or work activities would you recommend advancing as early work packages or separate Task Orders (e.g., site facilities, access roads, utility relocations, staging areas, long-lead procurement, etc.)?
1. Which 2-3 aspects of the proposed project cause you the greatest concern and why?
10. Do you have recommendations for alternative approaches?
10. Do you have any suggestions to reduce construction risk, improve efficiency, and/or shorten the schedule?
10. Based on similar projects, what lessons learned would you recommend incorporating into the design?
1. Are there any "deal-breakers" in this current scope, schedule, or contract structure that would prevent your firm from bidding on this project?
