About this file

This document is a Questions and Answers (Q&A) matrix for a federal contract synopsis related to Engineering and Construction Management Services (Solicitation Number W9123725RA001). The document contains three vendor questions and corresponding government responses addressing work location, opportunities to present capabilities to prime contractors, and the process for submitting and receiving bidder questions.

Key details include that the government has updated the solicitation to allow work potentially outside the USACE LRD geographical boundaries, confirmed that vendors may present capabilities to large prime contractors (though USACE will not coordinate prime-sub arrangements), and established that all questions should be submitted via email with answers to be posted on SAM.gov. The Q&A matrix provides clarity on communication protocols and potential work scope for interested contractors seeking to participate in this pre-solicitation opportunity.

# Vendor Comment / Question Government Response

Could you please confirm whether all work for this acquisition will be performed only within the geographical boundaries of the USACE LRD, or whether other geographic locations will also require work?

The announcement has been updated at paragraph (16)(B)(2) (reflecting a change from “should” to “could”) and at paragraph 17 to add “and locations of the IIS customers” since performance could be outside of the listed geographical boundaries.

Is there any opportunity to present to possible large primes our abilities and SOQ? Will you have a precon conference where that may be possible?

You may present your company to large prime contractors that you identify. The USACE does not coordinate the Prime-Sub arrangement. We will not being having a conference.

Will the Government please describe the process it intends to use for receiving and answering bidder's questions for the Engineering and Construction Management Services presolicitation? For instance, will bidders be required to submit questions via Projnet, or will questions submitted via email be considered?

Does the Government intend to post answers to questions via an update to the presolicitation in Sam.gov so that all potential bidders are privy to the same information?

Please submit all questions via email. A Q&A will be posted to

SAM.
