1. Can Past Performance Questionnaires also be used in the selection criteria? In place of CPARS?

No, not in place of CPARs. The use of CPARS is a FAR mandate. However, Past Performance Questionnaires can be used in addition to CPARS.

2. Can a Team Member projects (not the Prime), be used in section F Project and count towards the Past Performance?

Yes, but it is important to be very transparent as to the Team Member’s commitment/relationship to the Prime.

3. The solicitation does not specify the number of projects to present in Sec F. Can we present 15 projects to accommodate all the 15 items listed under "Specialized Experience and Technical Competence", and also other services listed in solicitation.

4. Can the section F projects be expanded to 2-pages for each project?

5. Any page limitations for overall submission?

No, page limitations were specified in the synopsis, but firms are reminded of the importance of addressing all synopsis requirements, while avoiding adding unnecessary “fluff” to their proposals.

6. Will the government post any addendum with Q&A?

Yes. They will be posted, along with revisions, on SAM.gov

8. Is there more information or documents for the scope of performance work statement?

As stated in the synopsis, “Solicitation packages are not provided and no additional project information will be given to A-Es during the announcement period.” The full Performance Work Statement will be provided after the most highly qualified firms have been identified.
