16. Description:

CONTRACT INFORMATION: This contract is being procured in accordance with the Selection of Architect Engineers Act, the provisions outlined in FAR Subpart 36.6, and the procedures provided in Engineer Pamphlet (EP) 715-1-7, section 3-16. The U.S.

Army Corps of Engineers, Huntington District, proposes to obtain the services for three to five (3-5) Architect-Engineer (A-E) contracts for Geotechnical Services assigned to

Districts within the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division geographical boundaries which include the Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts. Most of the work under this contract will be done within the boundaries of the Huntington District. SUp to five (5) indefinite delivery contract will be negotiated and awarded each with one base year and four one-year option periods. The contract amount will have a shared not exceed amount of $25,000,000.00 for the life of the contract. Work will be issued by negotiated firm-fixed price task orders. The contract is anticipated to be awarded in 2022. North American Industrial Classification System (NAICS) code is 541330, which has a size standard of $16,500,000.00 in average annual receipts. This announcement is open to small businesses only. To be considered eligible for set-aside procedures, firms must clearly indicate on their SF 330 appropriate certification as small business (self-certification).

Quality Control Plans will be required at the time of award. The wages and benefits of service employees (see FAR 22.10) performing under the resulting contract must be at least equal to those determined by the Department of Labor under the Service Contract Act (SCA), as determined relative to the employees office location (not the location of the work). All applicable SCA wage rates will be addressed at the task order level. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Register via the SAM internet site at http://www.sam.gov.

2. PROJECT INFORMATION: The Contractor services shall include, but shall not be limited to, soil and rock drilling and sampling for engineering investigations, instrumentation installation and evaluation, inspection of geotechnical investigations, laboratory testing (in accordance with Engineer Regulation (ER) 1110-1-261 and ER 1110- 1-8100), stability analysis, seepage analysis, geotechnical evaluations and reports, geotechnical field observations and documentation, material investigations and testing, , geophysical investigations and reports, volume computations, engineering literature searches, geologic field mapping, seismological studies, surveying, the use of geotechnical software to perform geotechnical analyses (e.g. slope stability, seepage, etc.), shallow and deep foundation analysis and design, and safety. Drilling services on lang and/or floating plant/barge in rivers may be required. Conventional auger drilling services may include standard penetration sampling, coring, undisturbed sampling, drilling without sampling, instrumentation installation, and may include inspection of the drilling services. Cone penetration testing (CPT) services may also be required and may include pore pressure testing, seismic testing and resistivity testing. Site location surveying may be required. Metric dimensions, in whole or part may be required for the authorized projects. Any CADD system may be used, but submittals must be accurately translated to Microstation format in conformance to the District CADD standards unless otherwise specified. Project specific requirements will be defined by the issuance of Task Orders as they arise and will be within the scope of the base contract and remaining capacity.

3. SELECTION CRITERIA: The selection criteria for this particular contract are listed below in descending order of importance. Criteria A through E is primary. Criteria F is a secondary factor and will only be used as a “tie-breaker” among firms that are essentially technically equal.

A. Specialized Experience and Technical Competence: As listed below in descending order of importance (except the first five are of equal importance), firms must demonstrate relevant specialized experience and technical competence, availability of both staff and equipment to provide or perform:

1. Earth embankment and foundation seepage analysis

2. Seepage management/control features design for dams/levees with soil and/or bedrock foundations

3. Risk-informed geotechnical assessment, analysis, and design

4. Subsurface exploration, inspection, down-hole imaging

5. Geotechnical materials testing (soil, rock, aggregate, stone, etc.)

6. Instrumentation design, installation, and data collection

7. Gravity dam uplift and drainage system expert services

8. Complex stability analysis for earthen and gravity dams

9. Geologic/geomorphological site characterization including complex exhibits

10. Rock mechanics expert services

11. Hydraulic rock scour expert services

12. Rock and soil anchor design

13. Seismic hazard, ground motion, and liquefaction studies

14. Geophysical studies

15. Use of OpenGround©, CADD, and geotechnical specialty software

B. Professional Qualifications: The evaluation of professional qualifications will primarily consider relevant experience with the key requirements of this contract as listed directly above in (A)1-15. Advanced specific work experience, training, publications, and pertinent certifications focused on the subject work will best demonstrate qualifications for various geotechnical investigations/assessments and subsurface drilling/sampling/testing as detailed in the Statement of Work for this contract. The firm should indicate professional registrations/licenses, certifications from commercial organizations, professional recognition, professional associations, advanced training, longevity with the firm, and specific work experience of key personnel to include drillers and drilling inspection staff. The firm shall provide the necessary staff to perform all the types of work listed above. The roles of all staff proposed for work on this contract shall be clearly indicated on each resume, and staff member’s specific contributions to the example projects

(which the firm selects to highlight in SF 330, Part I, Section F) shall be prominently discussed in the resumes. Firms shall also identify a single point of contact for this contract, provide an organization chart of all proposed staff, and a complete list of all subcontractors proposed including a discussion of how each will be used. In accordance with USACE drilling regulation ER 1110-1-1807, Drillers must have a minimum of five years’ successful experience performing exploratory drilling in earthen embankments, and exploratory drilling inspectors must be registered professional engineers or professional geologists with a minimum of five years’ experience drilling in earthen dams and embankments.

C. Past Performance: Firms must demonstrate past performance in work similar in technical scope on DoD and other contracts with respect to cost control, quality of work, ability to work independently and compliance with performance schedules as determined from the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS) and other sources. The CPARS system is the primary source of information on past performance for DoD contracts.

Verifiable, documented evaluations from sources outside PPIRS may be considered, but the government is not required to seek other information on the past performance of a firm if none is available from CPARS.

D. Capacity: The evaluation will consider the firm’s ability to provide the required services. Capacity of the firm to perform approximately $2M in work in a one-year period and accomplish the anticipated work in a satisfactory and efficient manner.

The evaluation will consider the firm’s ability to provide an adequate number of personnel in key disciplines and equipment required to meet the requirements above. Evaluation will include capability and availability of the firm’s listed equipment to perform all required work, condition of equipment, maintenance of equipment, and equipment failure alternatives. Firms shall demonstrate their ability to provide comprehensive program and project management for complex work; comprehensive technical support; ability to provide necessary personnel and equipment for expedited, complex and unexpected work; ability to initiate, manage and complete multiple concurrent task orders within LRD; ability to meet unforeseen schedule changes and maintain delivery of a quality product on a timely schedule. Firms must also submit a list of all significant equipment and software intended to be used on this contract.

E. Knowledge of the Locality: Knowledge of the geographical and ecological region within LRD and navigable commercial inland waterways in the United States. Location of the firm in the general geographical area of LRD. Graphically show the boundaries of LRD and the location of all offices supporting the contract within 100 miles of the Division.

F. Equitable Distribution of DoD Contracts: Volume of DoD A-E contract awards in the last 12-months, with the objective of effecting an equitable distribution of DoD

A-E contracts among qualified firms, including small business (SB) and small disadvantaged businesses (SDB).

4. SUBMISSION REQUIREMENTS: ALL RESPONSES TO THIS ANNOUNCEMENT

SHALL BE SUBMITTED ELECTRONICALLY. Hand carried delivery or USPS/UPS/FEDEX delivery of hard copies and or CD-ROMs are not authorized.

Facsimile submission is not authorized. Electronic Proposal Submission is required through the Army’s Electronic File Sharing Service, DOD SAFE (https://safe.apps.mil).

Instructions for uploading submissions have been added to the Sam.Gov announcement. You must follow these instructions. Electronic proposals must be received to the Government NLT 4:00 PM Eastern Time on February 24, 2022. The SAFE Instructions clearly define what constitutes a timely electronic submission.

Include the A-E's DUNS number in SF 330, Part II, Block 4. Solicitation packages are not provided and no additional project information will be given to A-Es during the announcement period.
