NAVAL ARCHITECT’S NOTES FOR LIFTING OPERATIONS
The following notes are for operating the BARGE-MOUNTED REVOLVING CRANE on the
CELRH-RRRF FLOATING CRANE HENRY M. SHREVE
General Notes
1. The Floating Service Load Charts for the Barge-Mounted Revolving Crane are only applicable for lift operations. The operator shall only use the capacities listed in the Floating Service Load Charts and shall not exceed them under any circumstances.
2. All manufacturer’s recommended operating procedures shall be followed during all lift operations.
3. The barge is equipped with onboard stability software, GHS Load Monitor (GLM). The program shall be utilized to verify the stability of the barge for the respective barge operation loading conditions and lift evolutions. See the GLM Lifting Planning Team & Crane Operator Notes on the last page.
4. Lifting operations shall be in accordance with the U.S. Army Corps of Engineers Safety and Health
Requirements Manual EM 385-1-1.
5. Crane operator judgment must be used to allow for the dynamic load effects of swinging, hoisting or lowering, wave conditions which may cause vessel motions, as well as adverse operating conditions and physical machine depreciation. Operator must reduce load rating accordingly to take such conditions in account.

Crane Configuration

1. Crane located with the CL of Rotation at 262’-6” aft of the headlog, on the barge’s Centerline.
2. Refer to the PaR Systems Crane Operator’s Manuals for operating instructions, wire rope capacity chart, assembly component weights and wind restrictions.
3. All load handling devices BELOW the hook are considered part of the load and suitable allowances must be made for their combined weight.
4. The Floating Service Crane Capacity Ratings have the maximum safe working capacities that are applicable to the configuration described. If the crane is configured with fewer parts of wire and/or smaller blocks, the operators shall refer to the wire rope specifications and the block specifications to determine the maximum load-line and permissible lift capacity
Draft Limits
1. Ready-To-Lift Condition is with the boom positioned in the boom rest and the barge ballasted to an even keel (0° trim and heel) to account for deck loads, tanks and other variables.
2. No deck load condition, the barge draft is not to exceed 5’-6” midship draft.
3. Deck load condition, the barge draft is not to exceed 6’-6” midship draft.
4. Utilize the GLM program to verify operational loading conditions.
Deck Cargo
1. Up to three (3) lock gates, totaling 920.0 ST, with a vertical center of gravity at 29.0’ feet above the deck.
2. Ballast shall be adjusted for all deck cargo and other loads to minimize heel and trim, and to obtain the desired Ready-To-Lift condition.
Wind & Environmental Limits
1. Maximum Operating Wind Speed: 40 mph
2. Maximum Operating Water Condition: Calm, No Waves
3. Operating Temperature Range: -15°F to 110°F Outdoors
Vessel List and Trim Limits & Crane List and Trim Limits
1. Every effort shall be made to minimize the vessel’s headway during lift operations. While actively lifting a hook load (raising, lowering, or rotating) movement of the vessel shall be minimized as much as feasible. The vessel shall not be actively transiting during lifting operations. With a load on the hook the vessel may be moved into the necessary position only after it has been “locked” off.
2. The manufacturer’s out-of-level crane list limit is 3° for fully revolving, and 1° for fixed over stern lifts.
The vessel’s list and trim limits are restricted by the crane list limits.
3. During lifting operations, the vessel will heel and trim. The heel and trim of the vessel will cause the crane/boom to heel and trim as well, creating an out-of-level lifting operation. When the crane heels or trims, the effective radius differs from the actual boom radius. It is the responsibility of the crane operator to monitor the crane heel and trim. Excessive crane list and/or trim can cause damage or failure to the crane.
Vessel Condition
1. All bilges shall be kept dry to limit the amount of fluids that may shift with vessel heel and reduce stability.
2. All manholes shall be secured to maintain the watertight integrity of the vessel.
3. The decks shall be free of any unnecessary equipment and personnel.
ONBOARD STABILITY SOFTWARE
GHS LOAD MONITOR (GLM)
LIFTING PLANNING TEAM & CRANE OPERATOR NOTES
1. The GLM program is set up specifically for the Henry M. Shreve. The program allows the lift planning team (engineers, lift supervisors, crane operator(s) and safety officers) to evaluate specific lifts and/or general load chart capacity tables, given specific barge and lift loading variables.
2. Detailed instructions are provided with the GLM program. The designated competent personnel, including the crane operator, shall trained and capable of using the GLM program.
3. The GLM program shall be used to determine an appropriate ballasting arrangement, accounting for deck loads, tank loads, planned lifts and general crane use.
4. The four (4) stability criteria per EM385-1-1.16-L-04 required during lifting operations are:
a. Area under the righting arm curve (righting area) shall be greater than 10 foot-degrees from the equilibrium angle up to the critical angle. For the Shreve, in lieu of downflooding locations, the deck edge is used as the critical angle for evaluating righting area.
b. The crane machine list and trim shall not exceed 3.0°.
c. Maintain a minimum of 12” of freeboard
d. The entire bottom area of the barge (not including the rakes) shall be submerged (draft greater than
0.01’).
5. The GLM report results shall be reviewed to ensure all stability criteria are satisfied for a given barge operational loading condition and lift evolution.
6. To utilize the GLM effectively, the lift planning team, including the crane operator(s) shall determine if the operations require a planned specific heavy lift, or general daily lifting activities.
PLANNED SPECIFIC HEAVY LIFT
- Confirm the planned radius and hook load are within the Floating Service Load Chart rating(s).
- Utilize the GLM program to evaluate deck loading, tank, ballast conditions and other variables to determine the ready-to-lift operational condition.
- Utilize the GLM program to evaluate the planned specific heavy lift at the respective radii, hook load and azimuths, accounting for environmental factors.
- If any result fails one of the stability criteria, investigate different ballasting options, restricted crane azimuth and radii options, and other variables to plan for a safe and successful lift evolution.
- Review and print the GLM report for the records.
GENERAL DAILY LIFTING ACTIVITIES
- Utilize the GLM program to enter the respective barge operational loading condition, accounting for deck loads, tanks, ballast, and environmental factors and other variables.
- Utilize the GLM program to evaluate the Fully Revolving and Fixed Over the Stern Capacity Floating Service Load Charts.
- If any results fail one of the stability criteria, investigate altering the barge operational loading condition, or restricting the crane’s lift capacity for the respective condition.
- Ensure all lifts fall under the Floating Service Load Charts capacities, or the temporary restricted capacities.
- Review and print the GLM report for the records.
