SITE VISIT QUESTIONS/ANSWERS
1. On Wednesday, 5 May, 2021, staff from the Regional Rivers Repair Fleet (R3F) met with interested offerors/contractors (KTR) at the Louisville Repair Station (LRS) to facilitate a site visit. The purpose of this site visit was to provide an opportunity to view the facility for access and assess their ability to deliver and install a new Manitowoc MLC-300 Lattice Boom Crawler Crane (MLC-300) crane as described in solicitation W9123721Q0024.
2. R3F participants included:
a. Stephen Porter, Deputy Chief, R3F
b. Jeff Griffin, Acting Chief, Heavy Capacity Fleet Unit (HCF)
c. Charlie Smith, Derrickboat Master, HCF
d. Drake Riley, Plant Manager, HCF
3. Contractor Representatives included:
a. Darryl Mellott, Manitowoc Cranes
b. Dustin Louden, Walter Payton Power Equipment
c. Stephen Stark, Maxim Crane Works
4. On 25 May 2021, the site visit began at 1000 hours with a safety briefing.. All participants then met in the conference room at LRS. Stephen Porter provided a brief description of the solicitation and informed them that any questions related to the procurement action would need to be directed to the Contract Specialist (CS) Cynthia “Cindy” Oxley in writing as described in the solicitation. Mr. Porter informed the contractors that he would be recording the questions and would provide them to the CS as part of his notes for information only, and this did not remove the requirement for KTR’s to address any questions or request for clarification to the KO. Mr. Stephen Porter led the discussion and took notes on all questions/clarifications asked by the contractor representatives. After walking the site at LRS and viewing potential laydown and assembly areas, the group transited to the McAlpine Lock and Dam(L/D) south chamber viewing area to view that potential alternate assembly site.
5. KTR’s questions/requests for clarification were as follows:
a. Where is the preferred crane assembly/laydown area? Mr. Griffin and Mr. Smith indicated that area adjacent to the wharf/esplanade at LRS is the preferred assembly area. Areas adjacent to buildings at LRS can also be used by the successful KTR for mobilization/demobilization. The South Chamber at the adjacent McAlpine Locks and Dam (L/D) is an alternative location if water conditions were to prevent the use of the preferred assembly area.
b. What is meant by Section 3(e) “The contractor shall obtain insurance which covers the FAR Clause 52.228-5 and Section 7. Insurance of this solicitation. The Contractor is also responsible with having insurance which covers USACE and its employees when USACE is assisting with the lifts noted in Section 3 “Crane Delivery and Assembly”. The USACE assistance with the lifts in Section 3 does not constitute acceptance of the crane.” This provision informs the KTR that they must have adequate insurance to cover damage to the crane that could be incurred if, during assistance provided by USACE personnel operating the Derrickboat SHREVE, the new crane or portion thereof were damaged due to the actions or inaction of USACE personnel.
c. Does the new MLC-300 require an elevated cab? This question was asked by Mr. Louden, and was referenced market research performed prior to the development of the solicitation. No elevated cab is required for the crane sought in this solicitation.
d. Will USACE provide load charts for the Derrickboat Henry M. Shreve to assist KTR’s in developing their lift plans? Heavy Capacity Fleet (HCF) personnel will provide requested load charts.
e. Are there any weight or width restrictions on the access bridge leading to LRS? HCF personnel discussed the limitations on the weight and the bridge. It is anticipated that the single largest component of the MLC-300 is approximately 130,000lbs (i.e.65 tons), and the widest component is 10’6”. Bridge restrictions are as follows:
i. At its narrowest point (at the entrance gate) the width of the roadway is 11’3” wide.
ii. With a single axle truck/trailer, maximum weight allowed across the bridge is 40 tons.
iii. With a dual axle trailer, maximum weight allowed is 87 tons.
iv. With a triple axle trailer, maximum weight allowed is 95 tons.
f. KTR’s noted that river levels could impact scheduled delivery. This was noted by USACE personnel and given as primary reason that the South Chamber and McAlpine Lock and Dam (L/D) is considered an alternative delivery location.
g. KTR’s asked if Transportation Worker Identification Card (TWIC)’s or other specialized credentials are required? No TWIC or other specialized credentials are required. Successful offerors will provide a list of their proposed employees for review by the LRH Security Manager prior to issuance of Notice to Proceed (NTP).
h. If “hot work” (defined as any work that involves burning, welding, cutting, brazing, soldering, grinding, using fire- or spark-producing tools, or other work that produces a source of ignition) is required during the installation of the new crane, will there be any specialized requirements?
The HCF safety specialist will be on-site during the installation/testing of the crane and will review any proposed hot work prior to approval.
i. Are KTR’s responsible for providing assembly barges and associated dunnage to facilitate assembly of the MLC-300? HCF will provide empty deck barges and ability to move these barges to facilitate assembly. Additionally, HCF will provide necessary dunnage to support assembled components of the MLC-300 while assembly is underway.
j. Will the DB50 barge be moored and/or in a fixed location during assembly of the MLC-300? The DB50 barge will be secured by the use of deck lines/winches and/or the used of spuds during assembly. If necessary, HCF personnel will reposition the DB50 barge to facilitate assembly by the
KTR.
k. What is the capacity of the lower esplanade area at LRS? Capacity on the lower esplanade is limited. Exact capacity is unknown; however KTR’s will not need to utilize the lower esplanade for assembly, as the Derrickboat SHREVE can safely pick loads from the LRS parking area.
6. The site visit ended at approximately 1230 hours on 5 May 2021.
