INSTRUCTIONS TO OFFERORS

This Request for Quote (RFQ) is for an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract to provide all management, labor, supplies, materials and equipment necessary to perform Water Quality Analysis Services for the US Army Corps of Engineers, Huntington, District. All work shall be performed in strict compliance with the attached Performance Work Statement (PWS) and all other terms, clauses and conditions incorporated herein. The base period for this contract will be from on Date of Award through 30 September 2021.

Note: This solicitation contains an option clause to extend the awarded contract for up to four (4) additional one-year option periods. The one-year option periods are as follows:

Option Period 1: 1 October 2021 through 30 September 2022 Option Period 2: 1 October 2022 through 30 September 2023 Option Period 3: 1 October 2023 through 30 September 2024 Option Period 4: 1 October 2024 through 30 September 2025

Simplified acquisition procedures for commercial services are being used in this procurement in accordance with FAR 13.500(c)(2).

One award will be made from this RFQ. The Government intends to evaluate quotes and award a contract without discussions with offerors (See 52.212-1(g)).

This procurement is an unrestricted procurement, under NAICS code 541380 ($16.5 million average annual receipts for the previous three years).

The Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor.

There is no bonding requirement for this procurement action.

Quotes will not be accepted for quantities less than the quantities specified in the price breakout schedule.

Failure to submit a unit price for all items listed (base period and option periods) will be considered as a material deviation from the requirements of the Request for Quote (RFQ) and the quote will be rejected.

IMPORTANT NOTICE: Effective September 26, 2018 and in accordance with FAR Clause 52.204-7, “an Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.” Vendors are highly encouraged to check their registration status and plan accordingly prior to submitting an offer. Vendors can check whether an account is active by performing a query by their CAGE or Unique Entity Identifier (known as DUNS). Vendors are highly encouraged to begin registering as soon as possible in order to be considered for contract awards. Remember, there is no cost to use SAM. Evaluation—Commercial Items, IAW FAR 52.212-2:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered.

Factors A and B are of equal importance. The remaining factors (C, D and E) are listed in descending order of importance with Factors A and B being significantly more important than factors C, D and E.

Notwithstanding any other provisions of these specifications concerning the method of award, the best value trade-off process will be used in this acquisition with award made, as a whole, to the offeror whose quote conforms to the solicitation and has been evaluated as most advantageous to the Government with appropriate consideration given to the evaluation factors: Technical Capability, Management and Administration, Past Performance and Price. Offerors will be cautioned that the award may not necessarily be made to the lowest price offered.

All non-priced factors, when combined, are more important than price. Thus, price is not expected to be the controlling factor in the selection of the Contractor for this solicitation. However, as the evaluated merit of competing technical offers becomes more equal, total price and other price factors will become more important in the selection. Total price and other price factors could become the deciding factor for selection, depending upon whether the most acceptable technical offer is determined to be worth the cost differential, if any.

The evaluation approach for all technical factors is as follows: The offer will be evaluated to determine the extent to which each requirement has been addressed in accordance with the terms and conditions listed in this solicitation.

A. Technical Capability

This factor evaluates the offeror’s proposed capability to perform specific tasks that may be required for the basic contract period and all option years. Marginal levels of overall demonstrated ability to perform these tasks could indicate either a lack of ability to perform or lack of understanding concerning mission requirements and may result in the entire proposal receiving an unfavorable rating and/or being eliminated from the competitive range. The evaluation will focus on the following:

• Document the ability to perform at least fifty percent of analyses in-house. At a minimum, the following tests shall be completed in-house: water analyses - ICP metals, ICP-MS metals, mercury, nitrate/nitrite, ammonia, nitrogen, phosphorus, organic carbon, solids, sulfate, chloride, hot peroxide acidity, total alkalinity, bicarbonate, pH, hardness, specific conductance, sediment analyses - metals and % solids, and animal tissue analyses - % lipids and % moisture.

• Demonstrate the ability to analyze samples by APHA, ASTM, and EPA approved methods and knowledge of the correct container types, preservatives and holding times associated with these methods.

Document the methods that will be used for each analysis. In the event that any method not approved by EPA must be used, prior approval from the Contracting Official is required.

• Document efforts to be aware of and adapt to evolving industry standards such as changes in methods, instrumentation, or procedures.

• Provide standard operating procedures (SOP) for laboratory procedures for sample login, sample tracking, and throughput, and for analytical procedures.

• Document the plan to monitor and ensure high quality work when subcontractors are utilized.

• Demonstrate an understanding of the concept of complex relational databases. Provide examples of any electronic data deliverable (EDD) formats that can be used in the delivery of test results. Include any types of EDDs used for any previous DoD or other contracts.

• Demonstrate knowledge of and ability to follow procedures specific to DoD sample preparation and analysis, such as those found in the Inland Testing Manual.

• Demonstrate knowledge of current industry standards in test methods and instrumentation.

• Demonstrate knowledge of relationships between parameters in water quality testing and phenomena occurring in water environments. Demonstrate familiarity with water quality characteristics or conditions and how they may be related to different lab analyses. Explain how this understanding relates to lab processes.

• Demonstrate the ability to accurately associate sample identification information with test results, as each sample progresses through the laboratory.

• Demonstrate the ability to provide laboratory bench sheets, either in hard copy, on a compact disk or as an electronic mail attachment.

B. Management and Administration

As part of their quote, the contractor should furnish a plan that will insure that the proper level of effort is directed toward each aspect of the services required; that the offeror has at his or her disposal the organization and personnel required by the specification of the contract; and assure that all work will be performed as specified. The considerations listed below are not sub-factors and will not receive individual ratings:

Personnel and Organization - This factor evaluates the offerors proposed organizational structure and personnel provided for overall management of the work associated with this contract. The evaluation will focus on the following:

• Person(s) provided who will be the on-site Contractor Representative(s).

• Technical trades personnel to be utilized to perform the work with focus on their education, background, experiences, licenses, certificates, or other information evidencing their qualifications.

• Organizational placement of personnel and whether such individuals are current on the offeror’s payroll or have been personally committed for employment on this contract.

• Proposed subcontractors and their role in the contract.

• Personnel management policies regarding standards of conduct and disciplinary practices.

• Strike Contingency Plan.

• Administrative procedures to assure availability of key management personnel to be contacted as the need arises.

Quality Control - This consideration assesses the offeror’s ability to provide a Quality Control Program to insure total compliance with the contract requirements and a high quality product for the Government. The consideration will focus on the following:

• Inspection system covering all the tasks identified under factor 1.

• Method of identifying deficiencies in the quality of work performed before the level of performance is unacceptable.

• Filing system of all inspections conducted by the Contractor and the corrective action taken.

• Method insuring that employees have full knowledge of assignments and that appropriate technical expertise is utilized with each work assignment.

Capacity/Equipment– This consideration assesses the offeror’s ability to perform work associated with this contract safely and in compliance and have adequate staff and instrumentation to complete approximately $300,000 in contract work in a satisfactory and efficient manner.

The evaluation will focus on the following information:

• Document whether any work will be subcontracted, because of either capacity limitations or inability to perform certain tests in-house.

• Document contingencies in the event of instrument failure or sample quantity exceeding lab capacity. Demonstrate ability to manage sample throughput especially during periods of increased quantities of samples. This includes attention to storage and login of samples, assignment of lab identification numbers, and adequate tracking of sample progress from analyst to analyst to avoid sample mix-ups. Document facility specifications and show that laboratory has adequate designated areas for specific functions.

• Provide a statement describing the organization’s preventative and breakdown maintenance program and submit a complete detailed plan of operation in the event of equipment failure.

Location of Firm in the General Geographical Area – This consideration assesses the offeror’s ability in providing the required services within the geographical boundaries of the contract. The proposal should provide the location of the home office and all branch offices and define which offices will be involved in the performance of this contract.

Provide a narrative for each office identified describing their proposed role and type of support provided (i.e. personnel, equipment, and material). Include in your narrative the location(s) from which the majority of personnel and equipment would be provided for work proposed under this contract. This consideration will focus on the following:

• Location of these offices and their proximity to the Huntington District Office for coordination of work.

• The impact of these locations as it relates to the ability and cost of mobilizing/demobilizing personnel and equipment.

C. Past Performance

Information on performance on recent and/or relevant performance within the past five years including names and phone numbers of references and type of work performed. Also, provide this information on any proposed subcontractors. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will be assigned an “unknown confidence rating” and their quote will not be evaluated either favorably or unfavorably on past performance. The Government may use data provided by the offeror and data obtained from other sources, includingcontractor performance assessment reporting system (CPARS) and data in Government files or and their current and past performance under Federal, State or Local government or commercial contracts for same or similar services. Past Performance will be evaluated for relevancy of similar service/support, complexity, dollar value, contract type and degree of subcontracting/teaming (very relevant, relevant, somewhat relevant, not relevant) and confidence (substantial, satisfactory, limited or no confidence). An unknown confidence rating will be given if the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

NOTE: The Past Performance Questionnaire (Attachment A) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its quote for Past Performance. Ensure correct phone numbers and email addresses are provided for the client point of contact. If different from the client point of contact, also include the name and phone number of the Contracting Officer. Completed Past Performance Questionnaires should be submitted with your quote. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before quote closing date, the offeror should complete and submit with the quote the first page of the PPQ (Attachment A), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires.

If the client requests, questionnaires may be submitted directly to the Government ' s point of contact, Cindy Oxley via email at cynthia.a.oxley@usace.army.mil prior to quote closing date or other date listed in the quote instructions. Offerors shall not incorporate by reference into their quote PPQs previously submitted for other RFQs.

However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

D. (Small Business Participation Plan)

All Offerors (both large and small businesses) are required to complete a Small Business Participation Plan. Offerors shall propose the level of participation of small businesses (as a small business prime and/or small business subcontractors) in the performance of the acquisition relative to the objectives/goals set forth in the evaluation of this area.

E. Cost/Price: Cost/Price will be evaluated for the purpose of determining the reasonableness and completeness of prices offered. Total price and price factors may become the deciding factor for selection, depending upon whether the most acceptable technical quote is determined to be worth the cost differential, if any.

(a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(b) FAR 52.217-8, Option to Extend Services is included in this solicitation and any resultant contract. The rates to be used during the continued performance of any services will be the rates in effect at the time of the extension.
