NOTE: The following includes responses to questions received from potential bidders following the virtual Pre-Bid Meeting for Massillon Levee Repair. USACE responses are included in blue italicized font below each question.

QUESTIONS:

1. Shoring, reference plan note: is it anticipated that will be required?

Based on the depths of excavation, the Government does not anticipate shoring will be required for stone placement or survey. If the contractor determines shoring is required, it shall meet specification requirements.

2. Will draft NPDES permits be available prior to bid submission?

No.

3. Concerning the 40ft sections to be worked at a time, is temporary sheet piling required to be placed and then removed prior to moving onto the next continuous section?

Based on the depths of excavation, the Government does not anticipate sheet piling will be required. If contractor determines sheet piling is required, it shall meet specification requirements.

4. General rip-rap project, can you verify an Ohio registered PE is required for the QC portion of the activity?

See amended specification section 01 45 00.00 40 paragraph 3.2.1.

5. Multiple references to critical lift plans, where will a crane be needed and is there a requirement for a critical lift plan for this contract?

The Government does not anticipate a crane will be needed. If contractor determines a crane is required, it shall meet specification 01 35 26 requirements.

6. Will we be able to close the bike and hike trails to the public for the duration of construction? This would be from Ernie’s Bike Shop to Rt 241?

Paths are to be barricaded when safe public access is prevented by construction activities, per specification 01 50 00.

7. The City of Massillon and ODOT currently have a restrictions in place that prevent lane closures off of Rt21 outside of the 8-330 time window. This will greatly impact our work day, is there anything USACE can do to get those lifted so we can work longer?

Specification 01 50 00 para 3.4.1 a. has been updated in solicitation amendment 0002 to include lane closure restricted to one lane closed with approved traffic control between the hours of 7am and 5pm daily. All lanes must be open between 5pm and 7am. MOT plan shall be approved by the City of Massillon.

8. If the work area is not dewatered with sheet piling, the majority of the work will be 5ft underwater. What are you expectations for an accurate survey since everything is in cubic yards and not in tons? How do we verify the geometry below water?

Survey requirements are in specification 00 80 00 & 35 31 19.

9. Is it possible to have one filter material in lieu of 2 different types of stone? Are alternatives acceptable? Will alternative quantities of different types of stone be acceptable?

No. However RFI may be submitted during construction for Government review.

10. Bid Items 9 & 10 seems to have an error. Can you please verify if those are correct or if there will be an update?

These items have been updated in solicitation amendment 0002.

11. Is there an acceptable alternative to sheet piling if dewatering is required? Dewatering is not required.

12. If a survey boat is used will it have to be removed from the water daily or can we keep it moored in the river for the duration?

Contractor may keep it moored at their own risk.

13. Could I get a list of the contractors invited to bid prime and also a list of pre bid participants?

See attendee lists at the beginning of this document.

14. What is the anticipated timeline for the project? Estimated start and completion dates?

Solicitation has been updated to reflect completion 692 calendar days after Notice to Proceed (NTP).

15. Is there a rough schedule for placement of rip rap? What would the approximate tonnage per day be for the rip rap?

The schedule determination is up to the contractor to plan within the period of performance.

16. I assume that limestone is that DOT limestone is the preferred option for #57 and #9 stone. Is gravel/river rock being spec'd as alternate?

No, see specification 35 31 19 para 2.1.3.

17. Does the Rip Rap have to be DOT-Wat spec? Is there any Soundness or LA abrasion requirements for hardness? If so, is there specs available?

All quality requirements are in specification 35 31 19.

18. Can you advise if The National Lime & Stone Company is a category 1 Source with the Army Corp?

It is a category 1 source. It has been inspected within the last five years.

19. Earthwork spec section 31 00 00, 3.2 states “Excavation shall be limited to 40’ reaches as that is the allowable threshold for open excavation at any given time.” Is it the intent to only allow 40’ of shoreline to be excavated and filled before any other excavation can take place?

Each crew can excavate 40 feet at a time, unless otherwise approved by the COR, per specification 31 00 00 para 3.2.

20. Earthwork spec section 31 00 00, 3.3.1 describes sheeting and shoring plans. Is it the Government’s intent to provide a sheeting/shoring to obtain a dry excavation or is it anticipated that the excavation and placement of filter and riprap will be placed in a ‘wet’ condition.

See question 1 above.

21. Is a storm water pollution prevention plan going to be provided?

Yes. Specification section 01 57 20.00 10 para 1.3.1.1 and 1.3.1.2 have been updated in solicitation amendment 0002.

22. Will the multi-use path on top of the levee going to be closed to pedestrian use during construction?

See response to question 6 above.

23. Several access points have been constructed along 3rd St. and SR-21. Will others be provided? Please provide a location map for additional access points. Access road locations have been added to the plans for information only in solicitation amendment 0002. Contractor is not confined to these locations. See specification 01 50 00 para 2.2.1.

24. How are we to access the section of Levee between Tremont St. and Lincoln Way?

The access to the levee falls under contractor’s means and methods.

25. Can the existing shoulders of the gravel or asphalt multi-use path be widened and reinforced by excavating the soil and replacing it with aggregate base?

Top soil excavation only. Any additional excavation would need approved through contractor RFI process.

26. Based on the small quantity of seeding (3 acres); are we to assume that any portions of the levee disturbed from access roads or excavation operations will need reseeded will be seeded and considered incidental to excavation?

See specification section 01 50 00 para 3.10, all access and haul roads constructed by the Contractor must be removed and areas restored to preconstruction conditions, and para 3.11 no separate payment will be made for work under this section and all costs in connection therewith, shall be included in the contract prices for the items of work to which the work is incidental. For seeding associated with item 12 in the Bid Schedule, reference seeding specification 32 92 19 para 3.5, which has been updated in solicitation amendment 0002.

27. It is anticipated that sections of this path will need reconstructed due to construction activities. Can the Government please provide typical sections for the existing asphalt and gravel sections of the multi-use path?

28. Are the Angle Dikes required to be placed in the dry for site verification or can they be placed in the water using other means of verification?

They shall be placed in the water per specification 35 31 19.

29. Are there any restrictions for excavating temporary access into the existing Levee slope? Are there typical sections of the existing levee?

Any levee excavation plans would need to be submitted for approval and should be minimal, abiding by benching requirements outlined in EM 385.1-1 and as specified in specification 01 50 00 para 2.2.1.
