SUBJECT: Solicitation W9123719R0003 - Multiple Award Task Order Contract (MATOC) for Design-Build, Design-Bid-Build Construction Projects assigned to the Huntington District of the U.S. Army Corps of Engineers and other Districts within the Great Lakes and Ohio River Division
Below are questions from interested parties and the Government response is listed below each question. This is not an amendment to the solicitation and requires no response from offerors. This document is for information only, and if there any conflict between this document and the official solicitation or resulting contract, the solicitation and/or contract governs in all cases.
1. What is the anticipated timeframe from the submittal of Phase I Proposals and the notification to the notification of the most highly qualified offers to submit in Phase II?
Response 1: While The Government Intends To Notify The Most Highly Qualified Offerors Within 90 Days Of The Phase I Response Date, This Is Subject To Change.
2. Can you please provide more clarity on the scope of work for the task orders under this IDIQ/MATOC Contract as it states that that work under this contract will include “working on/around Locks and Dams, bridge construction/repair, demolition of small and large structures, design and construct/remodel buildings, etc.” Would work fall more under civil construction or renovation/additions to existing facilities?
Response 2: Task orders awarded under this contract may fall within any part of the statement of work in this solicitation and resulting contract. Information is not available as to how much work under each work type is anticipated under this contract.
3. We understand that the contractor is to hold a state license in West Virginia. Is our Design Team partner also required to hold a West Virginia state license?
Response 3: This paragraph is informational to draw attention to licensure requirements for the various states where work may occur under this contract. West Virginia is used as one example. This paragraph explains that contractors are responsible for verifying, obtaining, and complying with state licensure requirements.
4. If we are not forming a JV with this A/E are we to submit a teaming agreement since the naming of the A/E is required or is it sufficient just to name the proposed A/E?
Response 4: Proposals may include teaming agreements or other arrangements as it supports your submitted proposal. Further information on Small Business Teaming Arrangements can be found in included FAR Clause 52.207-6 “Solicitation of Offers From Small Business Concerns And Small Business Teaming Arrangements Or Joint Ventures (Multiple-Award Contracts) (Oct 2016)”
Per 5.1.2 provide one (1) primary design firm that will have design responsibility for the base IDIQ contract. Offerors shall provide the same information as stated in Paragraph 5.1.1 for the AE Designer of Record to be used on this project. The listed design firm must be used on the project. No deviations will be permitted unless approved by the Contracting Officer. Identification of more than one (1) design firm will result in an evaluation based on the least qualified firm. Indicate any previous working relationship with the prime Contractor.
5. Does the A/E's projects have to be projects that the A/E and the General Contractor have worked on together or can they be separate projects? Again we are not forming a JV, but are just identifying our A/E.
Response 5: Projects can be but are not limited to projects the A-E and General Contractor have worked on together. Paragraphs under Section 5.0 state how past performance ratings for designers and subcontractors will be considered.
6. Ref. the requirements for Personnel Resume/Experience: Please confirm that there is no page restriction for resumes, and (b) that we should provide more than two relevant projects, but just the detail (role, duties, Owner's POC) for two of these projects?
Response 6: Not all factors have proposal page restrictions. The factors that have Proposal page limits are listed within the factor component descriptions.
The information you are referring to seems to be on the sample resume form and is not a required format for evaluation. It is a suggested format and including additional information or using format that varies from the included form is acceptable.
7. Can you indicate when we will be seeing answers to questions in the form of an amendment?
Response 7: Questions and answers may not be in the form of an amendment. Pertinent information for this solicitation will be posted with the solicitation announcement at www.fbo.gov.
