1.3 GENERAL
For the purpose of this specification, environmental protection is defined as the retention of the environment in its natural state to the greatest possible extent during project construction and to enhance the natural appearance in its final condition. Environmental protection requires consideration of air, water, and land and involves noise and solid waste management, as well as other pollutants. In order to prevent and to provide for abatement and control of, any environmental pollution arising from the construction activities in the performance of this contract, the Contractor and its subcontractors shall comply with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement. The Contractor shall comply with all applicable local, State and Federal environmental laws and regulations.
1.3.1 Permits
The Government is responsible for obtaining the following permits/certifications:

3.10 DUST CONTROL
Maintain all excavations, embankments, stockpiles, haul roads, plant sites, waste areas, and all other work areas within the project boundaries free from dust which would cause a hazard or nuisance to others. Approved temporary methods of stabilization, consisting of sprinkling chemical treatment, light bituminous treatment, or similar methods, will be permitted to control dust. Sprinkling, to be approved, must be repeated at such intervals as to keep all parts of the disturbed area at least damp at all times; and have sufficient competent equipment on the job to accomplish this task. Dust control shall be performed as the work proceeds, and whenever a dust or hazard occurs.
3.11 POST-CONSTRUCTION CLEAN-UP
Obliterate all signs of temporary construction facilities, work areas, stockpiles of excess waste materials, or any other vestiges of construction. The area shall be restored to near-natural conditions which will permit the growth of vegetation thereon. Submit HTRW certification as specified in Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES.
3.12 INSPECTIONS
3.12.1 General
The Contractor shall inspect disturbed areas of the construction site, areas used for storage of materials that are exposed to precipitation that have not been finally stabilized, stabilization practices, structural practices, other controls, and area where vehicles exit the site at least once every seven (7) calendar days and within 24 hours of the end of any
SECTION 01 57 20.00 10 Page 7 storm that produces 0.5 inches or more rainfall at the site. Where sites have been finally stabilized, such inspection shall be conducted at least once every month.
3.12.2 Inspection Reports
For each inspection conducted, the Contractor shall prepare a report summarizing the scope of the inspection, name(s) and qualifications of personnel making the inspection, the date(s) of the inspection, maintenance performed, and actions taken. The report shall be furnished to the Contracting Officer within 24 hours of the inspection as a part of the Contractor's daily CQC Report. A copy of the inspection report shall be maintained on the job site.
3.13 MAINTENANCE OF POLLUTION-CONTROL FACILITIES DURING CONSTRUCTION
During the life of this contract, the Contractor shall maintain all facilities constructed for pollution control under this contract as long as the operations creating the particular pollutant are being carried out, or until the material concerned has become stabilized to the extent that pollution is no longer being created. During the construction period, the Contractor shall conduct frequent training periods on environmental protection for his work force. The curricula shall include methods of detecting and avoiding pollution; familiarity with pollution standards, both statutory and contractual; and installation and care of vegetative covers, plants, and other facilities to prevent and correct environmental pollution.
3.14 TRAINING OF CONTRACTOR PERSONNEL IN POLLUTION CONTROL
The Contractor shall train his personnel in all phases of environmental protection. The training shall include methods of detecting and avoiding pollution, familiarization with pollution standards, both statutory and contractual, and installation and care of facilities (vegetative covers, and instruments required for monitoring purposes) to ensure adequate and continuous environmental pollution control.
3.15 MEASUREMENT AND PAYMENT
Payment for all costs in connection with the work specified in this section, will be made at the Base Contract Line Item price for "Environment Protection" and will be made at the Option 1 Line Item price for "Environment Protection". Payment of fees associated with environmental permits, application, and/or notices obtained by the Contractor, and payment of all fines/fees for violation or non-compliance with Federal, State, Regional and local laws and regulations are the Contractor's responsibility.

Controlled low-strength material (CLSM) mixture proportion shall consist of portland cement; fly ash;;; pozzolan; sand; water; and a fluidifier, if required to obtain the required slump. The CLSM mixture proportions shall have an air content of 6% +/- 1.5% when measured in accordance with ASTM C231/C231M. The CLSM fill mixture proportion shall have a slump of at least 8 inches. The slump shall be determined in accordance with ASTM C143/C143M. CLSM fill shall have a minimum compressive strength of 800 psi and a maximum compressive strength of 1200 psi at 28 days. The compressive strength of the CLSM shall be determined in accordance with ASTM C39/C39M after being made and cured in accordance with ASTM C31/C31M.
The mixture proportions shall be reported in accordance with ASTM C94/C94M.
The minimum spread shall be 8 inches in diameter when measured in accordance with ASTM D6103/D6103M and the mix shall show no noticeable segregation. The expansion and bleeding shall be less than 1 percent when measured in accordance with ASTM C940. If the CLSM is to be placed using a concrete pump, the mixture proportions shall be designed so that it will not segregate in the pump line under pressure or when there is an interruption in flow.
1.3 CLSM MIXTURE TESTING REQUIREMENTS

Trial mixtures having proportions, consistencies, maximum slump, maximum air content, and unit weight suitable for the work shall be made based on ACI 211.1 and ACI 229R, using at least three different water cementitious materials ratios (W/CM) which will produce a range of strengths encompassing those required for the work. The trial mixtures shall have a slump, flow consistency, and air content within plus or minus 3/4 inch and plus or minus 0.5 percent, respectively, of the maximum permitted. Trial mixtures shall be designed in accordance with the procedure in ACI 211.1, Chapter 6, using the absolute volume basis for determining the required amount of fine aggregate. For each water cementitious materials ratio at least four pairs of 6 by 12 inch test cylinders for each test age shall be made and cured in accordance with ASTM C192/C192M. They shall be tested in accordance with ASTM C39/C39M at 24 hrs, 3, 7, and 28 days. From these test results a curve shall be plotted and submitted showing the relationship between water cementitious materials ratio and strength at design age.
