W9123718B0002 Demolition Services Questions & Answers

Q1) RFP, Section L, Determination of Responsibility, 1(h) states: The contractor must, at a minimum, provide documentation of the following qualification criteria: Minimum five (5) years of general construction experience on projects similar in magnitude. Projects referenced as previous experience must have been of comparable construction type/complexity, and where building size and project cost were greater than, or equal to 75% of the expected size and cost of that required under this contract. Is USACE classifying demolition services as construction experience, and therefore requiring 5 year of relevant demolition experience?

A1) Yes, see Section L Determination of Responsibility.

Q2) Per the Performance Work Statement, C-1 TECHNICAL CONTRACT REQUIREMENTS, "The State of West Virginia requires all contractors working in the state to have a West Virginia State License." Is this referring to a WV Business License or a WV Contractor's License or both?

A2) Please contact the state of WV to verify licenses required.

Q3) On the Solicitation, Offer, and Award Form; line 9: I see a request for a sealed offer in original and 1 copy. On FBO I see a reference to bidders submitting a package on CD or DVD, in searchable PDF format. Does the bid submission require a hard copy and an electronic copy on CD or DVD?

A3) See Amendment 0001 under Instructions to Bidder.

Q4) On the Bid Schedule: does “Standby on Each Item” refer to the hours that a specific piece of equipment is not in operation?

A4) See section 1.25 Payment.

Q5) On the Bid Schedule: does the reference to “Mob and Demob LS” refer to everything associated with mobilization and demobilization EXCEPT the travel? (which is then assumed to be covered in the 0-100 miles and Over 100 miles line items)?

A5) Yes.

Q6) Performance Work Statement; C-1 Technical Contract Requirements; C1.6 Response Time:

How and where do we price Emergency Response items on the Bid Schedule?

A6) Bid item prices within the bid schedule are for use in emergency and non-emergency situations.

Q7) Clarification: Not-to-Exceed amount of $1,950,000.00: Is that the NTE amount for the base contract + all 4 option periods? Or does the $1,950,000.00 renew for each option period?

A7) The Not-to-Exceed amount of $1,950,000.00 is for the base contract and all options.

Q8) Is this contract a MATOC?

A8) No.

Q9) How many awardees?

A9) One.

Q10) There are no evaluation factors for award on page 132. How will the award be made?

A10) This an Invitation for Bid. See Section L – Determination of Responsibility Requirements.

Q11) Is any sort of bond required (bid, payment, etc)?

A11) No

Q12. Section 1.25 Payment, of the example contract, states that the “Hourly Rate for equipment should include fuel and maintenance cost”. Does this apply to this rate sheet, or is the fuel cost considered an Item 0026 – Misc. Equipment, Materials and Fees to be a negotiated per work order?

A12) See Section 1.25 Payment.

Q13. Similarly, the hourly rate for Labor should include per diem. Is this applicable to this rate sheet or should that be a negotiable rate depending on the Task Order location in one of the four

(4) states?

A13) The laborers listed in the bid schedule shall include everything listed in Section 1.25 “Payment”. All other laborers will be negotiated per task order.

Q14) The Note 2 statement, on the bid schedule, that per diem will not be paid, seems to be in conflict with the statement made in Section 1.25 Payment in the example contract. Please clarify.

A14) See Note 2 in amendment 0001.

Q15) Additionally, our OH rates shall include labor expenses for all supervisory personnel. Can you better define the job titles of what “Supervisory” labor this would be? What about specialty subject matter experts needed depending on the scope of a task order, etc.? Does this include project management, scheduling, submittals, etc.?

A15) Yes, QC chief, Safety and Foreman. Any specialty subject matter experts will be independently negotiated per task order. Yes. (See revised section 1.25 of amendment 0001.)

Q16) What is the difference that should be considered for the pricing of the 3 different sets of personnel rates for Ohio and 2 different sets for Virginia?

A16) See Revised Bid Schedule.

Q17) In Note 2 at the end of the bid schedule, what is the definition of “Transportation” to be included in labor rates?

A17) Any costs needed for that particular bid item to come and leave the site.

Q18) What is the definition of the Asterisk following 4 of the labor categories?

A18) See Revised Bid Schedule.

Q19) Please clarify the intent or difference between the rates requested for LS Mobe/Demobe and the mileage rates?

A19) Mileage rates are costs to get the equipment to and from site. LS covers all other costs for mob/demob.

Q20) Can USACE provide the bid form in excel format?

A20) Yes, upon request.

Q21) Are yearly totals to include both Labor and Equipment?

A21) Yes.

Q22) Are the only documents required for the proposal submittal pages 1-30 (the bid schedule)?

I’m confused on what documents are required to be on the electronic DVD.

A22) The Standard Form 33 and any Amendments, the full Bid Schedule. Bidders shall submit one copy of the submitted package on a CD or DVD, in a searchable PDF format.

Q23) Under line item 0001 and subsequent numbers, are we to include the operator cost in the line items? Or is this price just for the equipment?

A23) No, it is just for the price of the equipment.

Q24) Is a Bid Bond Required for this project?

A24) No.

Q25) Line item 001C & 001D and subsequent line items. Is this the charge over and above the cost for line item 001B (and subsequent line items)?

A25) Yes.

Q26) Is this a follow-on contract? Who is the incumbent contractor?

A26) No.

Q27) It is unclear as to how we are to include laborers in the line items. Are we to include laborers into the line items? If so, can you please provide us with the Wage Rate Classifications for each location.

A27) See FAR Clause 52.222-49, laborers will be negotiated on a task order basis. Wage determinations can found at: https://www.wdol.gov/sca.aspx#0

Q28) If the answer to the above question # 27 is a “no” how then will laborers cost be handled?

A28) See answer to Q27

Q29) Looking at the bid sheets, I am seeing mobilization and demobilization on some items as 1 and on others 2, 6, and 9. Should our price reflect per mob/demob or should it reflect the total quantity (i.e., a total for 9 mob/demob)?

A29) Both. List the per mob/demob "U/P" (Unit Price) and also the "Bid Item Estimated Price" which is the total quantity times the Unit Price.

Q30) Is this project prevailing wage?

A30) See FAR Clause 52-222-41 Service Contract Labor Standards.

Q31) Is there a +/- variance in the horsepower for the equipment?

A31) The horsepower listed in the Bid Schedule is a minimum requirement. See Amendment 0001 under Note 5

Q32) If the piece of equipment is not part of our fleet and is not available at any rental company, how do we proceed with our price?

A32) See Revised Bid Schedule in amendment 0001 under note 4.
