MEDIUM CAPACITY FLEET, DERRICK BOAT 65
MANITOWOC 3950W CRANE ROTATING BED ROLLER REPAIR
1. GENERAL. These specifications provide for the assessment, replacement, and repair of the existing front and rear hook rollers and all house rollers for the Derrick Boat 65, a barge-mounted Manitowoc 3950W Crane (Serial Number 396030). The Contractor shall supply all parts, labor, materials, and other equipment necessary to furnish, install, calibrate, and test the repaired/replaced rollers.
1.1 REFERENCES. All materials and work shall be in accordance with the following references, as applicable.

1.2 MANUFACTURER AND INSTALLER QUALIFICATION. The materials and services provided to install the specified components for this Manitowoc Crane shall be accomplished by an authorized representative of the manufacturer, Manitowoc Cranes, Inc., with specialized experience on Manitowoc cranes.
1.3 STANDARD PRODUCTS. The equipment and materials to be furnished under this specification shall be Original Equipment Manufacturer (OEM) parts to insure compatibility, reliability, longevity and safety.
1.4 SAFETY. All work shall be performed in accordance with the Corps of Engineers Safety Manual EM385-1-1. Latest version is available online at http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1- 1.pdf
1.4.1 Activity Hazard Analysis (AHA). An AHA shall be provided in accordance with paragraph 01.A.14 of EM 385-1-1. This will ensure that the Contractor is utilizing safe practices while working on the project at the Pittsburgh Engineer Warehouse and Repair Station
(PEWARS).
1.4.2 Abbreviated Accident Prevention Plan (APP). The Contractor will submit to the USACE, no later than ten (10) calendar days after contract award, an abbreviated APP in accordance with EM 385-1-1.
1.5 QUOTE SUBMITTAL. Offerors will provide an itemized list for the quotation, to include prices for labor, parts, and miscellaneous and consumable items.
2.0. DESCRIPTION OF WORK. The Contractor will replace the front and rear hook rollers, all house rollers, and center pin bushings and seals. Replacing the rollers may require much of the crane to be disassembled. The level of disassembly shall be at the Contractor’s discretion. In addition to assessing and replacing the hook rollers and house rollers, the Contractor will inspect the boom’s heal pins and bushings to determine if they are within Manitowoc’s specifications and will replace them if they are not.
2.1 MATERIALS. The following materials need to be replaced, unless otherwise determined by a Manitowoc certified mechanic’s inspection during the repair. All materials in this list will be new and OEM.

3. INSTALLATION. The Government will provide crane support and assistance throughout the entirety of the repair. The crane support will be provided by a government operated Manitowoc 2250 Crawler Crane already located on site. The stages of the repair are as follows.
3.1 BOOM REMOVAL. If necessary, the Contractor may remove the boom from the crane, and will provide all necessary rigging to the government operated crane support. If required by the Contractor, the Government will remove and reinstall the wire rope from the crane. The Contractor will replace the crane boom’s heal pins and bushings if they are not within Manitowoc specifications.
3.2 COUNTERWEIGHT, ROTATING BED, and CRANE CAB REMOVAL. If necessary, the Contractor may remove the three counterweight sections, the rotating bed, and the crane cab.
Similar to the boom removal, the Government will provide crane and crane operator support, but the Contractor must provide all necessary rigging. If necessary, the rotating bed and crane cab may be set on land to allow easy access by the Contractor and their equipment.
3.3 ROLLER REPAIRS AND REPLACEMENTS. The Contractor will replace all rear and front hook rollers and house rollers, as well as any shafts and washers not meeting Manitowoc’s specifications. If required by the Contractor, the government will provide crane and fork truck support along with qualified operators during the replacement of these parts.
3.4 CENTER PIN BUSHING AND SEAL. The Contractor will replace the center pin bushing and seal. If required by the Contractor, the Government will provide government operated crane support using the Contractor’s rigging.
3.5 CRANE REASSEMBLY. If any disassembly has taken place, the Contractor will reassemble the crane with Government-operated crane support after the repairs are complete.
Any miscellaneous small parts required for reassembly shall be provided by the Contractor.
4. FINAL INSPECTION AND TEST. Final inspection and tests for the complete system shall be made in the presence of an authorized Government representative. The tests will be performed by qualified Government operators and shall be made under conditions simulating as nearly as practical those which will be experienced in normal operations and shall show conclusively that the requirements of the specifications have been fulfilled. Tests shall be as follows:
4.1 OPERATIONAL TEST. Upon completion of work described herein, the Contractor will perform an operational test in accordance with ASME B30.5 and the manufacturer’s requirements.
4.2 TEST REPORTS. Certified test reports recording all data obtained during the above tests shall be furnished to the Contracting Officer.
5. OPERATIONS, PARTS, AND MAINTENANCE MANUALS. Should any of the repairs warrant a change to operator maintenance as outlined by the current Operator Manual, three (3) copies of these updates shall be provided under the terms of this contract.
6. COMMENCEMENT OF WORK. No work shall commence until all Contractor submittals, including the abbreviated APP, have been approved. No disassembly of the existing system shall begin until all materials have been approved by the Contracting Officer and have been delivered to the job site. The Contractor shall be responsible for the timely completion of all repairs as outlined in theses specifications. All work will be completed at the PEWARS and shall be conducted in accordance with the safety standards set forth in EM385-1-1.
7. WARRANTY. The equipment to be furnished and installed under this contract shall be warranted against defective materials, design and workmanship for a minimum period of one year from the date of final acceptance thereof. Upon receipt of notice from the Government of the failure of any part of the guaranteed equipment during the guarantee period, the affected part or parts shall be replaced promptly with new parts at no cost to the Government.
8. TIME OF DELIVERY. The Government requires delivery and installation of all equipment and hardware within 42 calendar days after the date of receipt of a written notice of contract award. The dates and times of installation and testing of the equipment shall be coordinated with the Contracting Officer. The Contractor will be permitted to work at the site Monday through Friday, excluding holidays.
9. PLACE OF DELIVERY. Equipment and materials supplied under this contract shall be delivered F.O.B. destination, transportation charges prepaid, to:

All installation work and testing will be conducted at this location.
10. INSPECTION OF CRANE BY PROSPECTIVE OFFERORS. Inspection of the crane by prospective offerors for the purpose of providing quotations is advised and encouraged.
Arrangements will be made to allow prospective offerors access to the facility to examine the crane. All such visits shall be arranged for between the hours of 8 a.m. and 3 p.m., Eastern time, Monday through Friday, holidays excluded. Prospective offerors who plan to visit the crane should contact Mr. Jim Williams at telephone 412-395-7605, First Lieutenant Jeffrey Ginther at telephone 412-395-7633, or Mr. Mike Funk at telephone 412-395-7635.
11. PAYMENT. No payment will be made until the equipment called for under these specifications has been delivered, installed, tested and accepted by the Contracting Officer.
The successful Contractor shall submit their invoice(s) to:

AT-OPSEC
SECURITY REQUIREMENTS
ACCESS AND GENERAL PROTECTION AND SECURITY POLICY AND PROCEDURES:
The contractor and all associated subcontractors' employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government Representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation the USACE Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. The contractor must submit the full name, Social Security Number, Date of Birth, and Place of Birth for all associated contractor or subcontractor employees to the USACE Security Specialist Paul M. Surace, 412-395-7162, paul.m.surace@usace.army.mil or Stephen Davidson, 412-395-7504, stephen.davidson@usace.army.mil. The District retains the right to deny any contractor and subcontractor employee from working on one of its contracts based on final background investigation results.
FOR CONTRACTORS WHO DO NOT REQUIRE CAC, BUT REQUIRE ACCESS TO A
DOD FACILITY OR INSTALLATION:
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190- 13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
ESCORT REQUIREMENTS:
All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
PRE-SCREEN CANDIDATES USING "E-VERIFY" PROGRAM:
The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
