About this file
This is an Industry Day presentation providing technical details for the forthcoming Milford Haven Dredging and Jetty Repair contract. The U.S. Army Corps of Engineers, Norfolk District, is planning a small business set-aside contract with an estimated Invitation for Bid (sealed bidding) release in February 2028 and contract award anticipated in August 2028, with a 300-day period of performance. The project is located in Mathews County, Virginia, and consists of maintenance dredging of approximately 25,000 cubic yards from a 10-foot-deep, 200-foot-wide channel to -10 feet MLLW with 1 foot of allowable overdepth, plus restoration of an existing 1,183-foot jetty constructed in the early 1900s.
Dredging work is open to either hydraulic cutterhead pipeline or mechanical methods, with anticipated material consisting primarily of sand and a pumping distance of approximately 0.5 miles. Dredged material will be placed at Queens Creek Beach Placement Site and Narrows Point Beach Placement Site. Jetty maintenance requires removal of approximately 330 linear feet of old stone and installation of new 20-foot sheet pile, geotextile fabric, bedding stone, and armor stone to raise the elevation from approximately 2.0 feet MLLW to 6.0 feet MLLW. Environmental constraints include requirements for turbidity curtains due to Submerged Aquatic Vegetation (SAV) presence, prohibition of barges grounding in SAV areas, and use of vibratory hammers for pile removal and installation. Mobilization and demobilization is estimated at 21 days with production rates of 7,500 cubic yards per day for Lower and Middle James operations and 3,000 cubic yards per day for Upper James upland placement work. The Non-Federal Sponsor is the Virginia Port Authority. The project serves local commercial fishermen, Coast Guard Station, and recreational boaters.

Milford Haven Background & History
Located in Mathews County, VA Project consists of:
Channel 10 ft deep and 200 ft wide Existing 1,183 ft jetty constructed in early 1900s Last dredged in 1936 by Norfolk Dredging Project serves local commercial fisherman, Coast Guard Station, and recreational boaters
Commerce slide Make a general statement that the Non-Federal Sponsor is the Virginia Port Authority
Milford Haven Design Considerations
Approximately 25,000 CY of material to be dredged Majority of material to be placed at Queens Creek Placement Site Smaller portion of material to be placed in front of Islander Motel at Narrows Point
Jetty maintenance is required Maintenance on approximately 330 LF Old stone to be removed Install new sheet pile, geotextile fabric, bedding stone, and armor stone Raise elevation to 6.0 ft MLLW
Make a general statement that the Non-Federal Sponsor is the Virginia Port Authority
Maintenance Dredging
Maintenance dredging of up to 25,000 CY of material -10 ft MLLW required, 1 ft allowable 200 ft wide, 3:1 side slopes Open to hydraulic cutterhead pipeline or mechanical dredging Material type anticipated is sand Vibracores available on plans Anticipating Pumping distance of approximately 0.5 miles Placement sites:
Queens Creek Beach Placement Narrows Point Beach Placement
Make a general statement that the Non-Federal Sponsor is the Virginia Port Authority
Queens Creek Placement Site
Upland Placement Site Example – RDWT RDWT maximum crest height approx. 80 feet MLLW on south cell
Narrows Point Placement Site
Overboard Placement Site Example – Tribell Shoal Highlight contractor capability required to pump long distances. This slide indicates the maximum pumping distance expected on the project (Upper and lower James).
Average pumping distances are not expected to exceed 10,000 linear feet for the lower/middle James, with the exception of Tribell Shoal.
Average pumping distances are not expected to exceed 7,500 linear feet for the upper James, with the exception of RDWT to Hopewell
Jetty Maintenance
Existing jetty 1,183 feet long Originally built in phases Perform maintenance on 330 LF of jetty Remove existing stone, walkway, and piles around structure Can store old jetty stone on site Install 20 ft sheet pile Layer of filter fabric, bedding stone VDOT Class AI, armor stone VDOT Type I Stone Raise existing elevation from approximately 2.0 ft MLLW to 6.0 ft MLLW Access via barge, temporary causeway, and/or temporary work bridge
90 miles of meandering waterway from Hampton Roads to Richmond, VA Maximum pay prism depths -27 feet MLLW. Maintained width is 300 feet to Hopewell and 200 feet Richmond to Hopewell.
Approx Yearly Quantity is pay and non-pay excess yardage.
Time of Year Restriction – to be covered later

Period of Performance Considerations
Mobilization and Demobilization = 21 days Transportation of plant and equipment between channel elements = 2 days

Under previous IDIQ Contracts for maintenance dredging on the James River, some Task Orders were awarded that required dredging at less than the most efficient height of work face (bank height). Navigation needs on the James River will at times result in the Contracting Officer issuing Task Orders for dredging with less than the optimum bank height. The Table that follows at the end of this SECTION is a history of the Task Orders issued under the three previous IDIQ Contracts. This history is furnished for the Contractor’s information only. The Government will not be held responsible for conclusions drawn from this information. Except under emergency situations, Task Orders will not be issued for a shoal dredging area with an average bank height of less than 1 foot. Average bank heights will be computed using the required and allowable dredging volume divided by the entire, cross-hatched, dredging area, excluding side slopes. There will be no adjustment in the unit price due to variation of the average bank height.
Milford Haven Environmental Considerations
Environmental Constraints
Project has Submerged Aquatic Vegetation (SAV) on and adjacent to the site Turbidity curtain must be installed on channelward side of Narrows Point fill template on the inside of the SAVs, will partially enclose fill area No barges will be permitted to ground in areas within the temporary construction limits where VIMS has mapped SAVs Stockpiled (repurposed) jetty stone may be placed within the temporary construction area within the turbidity curtain Vibratory hammer must be used to remove any existing sheetpiles in jetty, remove wooden piles adjacent to jetty, and install new vinyl sheetpiles
