About this file

This document is an Industry Day presentation for the U.S. Army Corps of Engineers Norfolk District's Vessel Repair Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). Scheduled for May 14, 2025, the event aims to provide industry partners insights into the upcoming solicitation, with a focus on the Norfolk District's current and future fleet. The procurement strategy includes a Best Value Tradeoff approach, with the solicitation expected to be available in the first quarter of FY26, a site visit planned for the same period, and contract award anticipated in the third quarter of FY26.

The presentation details the fleet's vessels, including Survey Vessels Ewell and Adams II, Survey Vessels Weyss and Fentress, Tender Harrell, Push Boat Hume, Derrick Boat Elizabeth, and Crane Barge ND-7. Planned maintenance includes cyclic maintenance (drydocking twice in five years), preventive maintenance like crane oil changes and fire suppression system checks, and emergency repairs for engines, hydraulics, electronics, and hull. The contract will cover a wide range of repair tasks such as drydocking, exterior preservation, ultrasonic testing, propulsion shaft repairs, propeller replacement, steering system repairs, and various system upgrades. Interested parties are instructed to submit technical inquiries via ProjNet by May 20, 2025, using the Bidder Inquiry Key Z2SB68-9ZEKXE.

Project Schedule & Acquisition Strategy cont.

FAR 15.304(c)(1)(ii)(A), the Government will not include price as an evaluation factor in the source selection process. At the task order selection level, the Government will include price as an evaluation criterion.

The contracting officer may choose not to include price or cost as an evaluation factor for award when a solicitation—

(1)Has an estimated value above the simplified acquisition threshold;

(2)Will result in multiple-award contracts (see subpart 16.5) that are for the same or similar services; and (3)States that the Government intends to make an award to each and all qualifying offerors (see 2.101).

Qualifying offeror, as used in 13.106-1 and 15.304, means an offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing ( 10

U.S.C. 3206(c)(4)).
