About this file
These Industry Day Notes detail a Multiple Acquisition Task Order Contract (MATOC) for vessel repair procurement by the U.S. Army Corps of Engineers, Norfolk District, scheduled for 14 May 2025. Key discussion points include the contract's shift from emergency repairs to more predictable cyclic maintenance, with task orders to be priced at the task order level and anticipated to be firm-fixed price. The government clarified that contractors do not need to self-perform all tasks but must be able to provide or procure services for each requirement, with major design work likely handled in-house by the Marine Design Center. The small business set-aside status remains undecided, depending on market research, and task order turnaround times will vary from approximately one week for emergencies to 30 days for larger maintenance tasks, with task orders to be funded at the solicitation stage.

VR MATOC IDIQ Industry Day Notes 14MAY2025
Government:
Amy Herrera Coody, Contract Specialist Stormie Wicks, Contracting Officer Shaun Hengfuss-Wilson, Project Manager Scott Titus, Acting Chief — Navigation Support Branch
1. SLIDE: PROJECT SCHEDULE & ACQUISITION STRATEGY
a. Government is interested in procuring a Multiple Acquisition Task Order Contract
(“MATOC”)
b. Industry Question: Was pricing upfront last time?
i. Government Response: No, same as this one (pricing at TO level) and the next slide will detail some differences.
c. Industry Question: Will the slides be made available?
i. Government Response: Yes, slides were posted yesterday. All questions and responses will be posted later to the Special Notice.
2. SLIDE: FY21 vs FY26
a. Explanation of the differences between the prior requirement and the current version.
b. Explanation of current needs: need for future cyclic maintenance rather than solely emergency repairs
c. Government anticipates more predictable vision moving forward with task orders, rather than just responding when things break.
d. Industry Question: Will there be new construction as part of scope?
i. Government Response: No, separate contracts will handle any new construction.
e. Government speaks about value of ability to respond to emergency repairs and issue an award within day.
f. Importance of communication => leads to equal partnership & success.
3. SLIDE: Sample Work Items / Tasks
a. Industry Question: Will each contractor have to be able to perform each task? Or can be there be downriver sources?
i. Government Response: Don’t have to self-perform but will have to be able to either provide in-house or procure outside for each.
b. Industry Question: Will engineering be done by contractor or in-house?
i. Government Response: It depends. NAO does have access to Marine Design Center in the Philadelphia District. Major designs would probably be done in-house. Government wouldn’t necessarily expect contractors on this MATOC to have naval architects/designers.
4. SLIDE: ProjNet
a. Government explained ProjNet closing time and requested vendors submit any questions via ProjNet.
b. Government explained NAO fleet pamphlet.
5. Closing remarks, instructions to view available fleet
a. Last chance for questions before leaving. No questions during tour.
6. Questions:
a. Industry Question: Will task orders funded at time of request for quotations?
i. Government Response: Yes—task orders will be funded at solicitation.
b. Industry Question: Will this requirement be a small business set-aside or how will that be decided?
i. Government Response: That has not been decided yet. It was a small business set-aside last time but may not be this time. It depends on things like this and other market research.
c. Industry Question: Will there be a formal Request for Information?
i. Government Response: There already was, but you can still send in information.
d. Industry Question: How long is turnaround after requests for quotations?
i. Government Response: It depends. It will based on complexity and magnitude of each respective task—generally 30 days for bigger cyclic maintenance; standard would probably be two weeks; and emergency could be a week. Let us know if we’re asking for things that don’t make sense. We want open communication. Please give feedback.
e. Industry Question: Will this be firm-fixed or cost-plus?
i. Government Response: It was firm fixed last time and we anticipate same for this time.
f. Industry Question: Do you have trailers for boats? Or will contractor be responsible for trailer?
i. Government Response: Our trailer-able vessels have trailers but above 26 ft, will need transportation. It will be specified in each respective request for quotations.
