This Amendment implements the following:

Projnet inquiries and Responses:

1. Bidder Inquiry 10731566: Spec Section 33 01 30.72 Paragraph 1.5

Contractors Qualifications:

The Specs state that the Contract or must have 150,000 Linear Feet of lining experience. Is the requirement that a General Contractor has this experience, or would experience of a lining subcontractor count towards this requirement?

Government Response: Specification Section 33 01 30.72, Paragraph 1.5.1.1 Contractor's Qualifications will be deleted in an upcoming amendment to the Solicitation.

2. Bidder Inquiry 10735816: At the site visit it was noted that the Amphitheater area has a very strict noise requirement. Due to this we believe we will have to conduct work in this area during nighttime hours. Will work be permitted in these areas during night, and will the contract or have the ability to have deliveries made or spoils hauled during these hours?

Government Response: Night work can be arranged with the USACE construction office.

123 Gate (the gate off Columbia Pike) is open from 0600 to 1800. If drivers are vetted and badged, Security should let them in, but if they need to be escorted then the time frame is dictated by USACE field staff and their schedule.

3. Bidder Inquiry 10735819: Is there a restoration requirement for this project?

Government Response: Yes, see Specification 01 30 00.10 51, Paragraph 1.30 for requirements on the Contractor's proposed work plans when working on ANC, NPS and VDOT Property. It can generally be expected that the contractor identify major impacts to existing trees and identify a way to mitigate the damages within the proposed work plans. If damages are unavoidable then the contractor shall provide a site restoration plan within their overall work plan.

4. Bidder Inquiry 10735918: In the solicitation document : CLIN 0001 - it states that the Cleaning of Pipes Pre and Post should be included in 0001; but CLIN 0002 seems to indicate that the Sanitary Sewer Cleaning in the amount of 4,800 LF should be included with 0002.

Please clarify if the intent is to put the "Clean Only" Sanitary lines in CLIN 0002, and if the cleaning for lines that are called out to be both Cleaned and Lined should be included in CLIN 0001.

Government Response: CLIN 0001 does not include sanitary sewer pipe cleaning work. CLIN 0001 will be revised in an upcoming amendment as below:

"Work for this CLIN includes Mobilization & Demobilization, CCTV, Sanitary Sewer Manhole Rehab, Site Work (Landscaping, Erosion Control, Site Protection, Construction Entrance, and Pipe Bursting), and Geotech Investigation as described in the plans and specifications, excluding bid items 0002 through 0005".

CLIN 0002- Include all requirements for pipe cleaning at 4,800 LF. CLIN 0002 will not be changed.

5. Bidder Inquiry 10735948: If after the TV Inspection it is determined that lines called out to be rehabilitated via lining cannot be complete d as prescribed, will it be on the contract or to offer suggestions on repairs; and if so, will this work be handled via change order?

Government Response: Yes, See Section 33 01 30.16, Paragraph 3.2.1 for procedures of submittal of Pre- Installation CCTV data to the Contracting Officer Representative to verify if the proposed rehabilitation method are still adequate based on the Pre-Installation CCTV data.

A contract modification may be initiated by the Government based on review of the existing conditions and the Pre-Installation CCTV data.

6. Bidder Inquiry 10735964: It is noted that in the solicitation that this project is currently not funded. Does the government expect this project to receive funding in FY24?

Government Response: Yes the Government expects to receive funding in FY24.

7. Bidder Inquiry 10736008: Spec Section 01 50 00 Paragraph 3.5 and 3.5.1

Paragraph 3.5 states that the contract or will be given a laydown area and that we may use this area for a temporary construction trailer.

Paragraph 3.5.1 states that administrative responsibilities should be performed elsewhere, and that we should not anticipate being given space.

Please clarify if the contract or will be allowed to set up a temporary construction trailer.

Government Response: The two potential laydown areas locations are shown on Sheets G-002. Per Specification 01 50 00 Paragraph 3.5, an area of 100 feet by 50 feet will be provided to the contractor to use for temporary construction trailer.

01 50 00, Section 3.5.1 will be modified via an upcoming amendment to clarify the laydown space for temporary construction trailer is allowed.

8. Bidder Inquiry 10736088: Spec 33 01 30.72 - Paragraph 3.2.4.1

Line Obstruction:

This spec indicate d that the contract or is to "remove any obstruct ions, correct misalignment, repair broken or collapsed sections "

Will this work be handled via change order as there is no way for the contract or to know the extent of any point repairs before completing the pre-construction CCTV scan?

Government Response: Yes, See Section 33 01 30.16, Paragraph 3.2.1 for procedures of submittal of Pre- Installation CCTV data to the Contracting Officer Representative to verify if the proposed rehabilitation method are still adequate based on the Pre-Installation CCTV data.

A contract modification may be initiated by the Government based on review of the existing conditions and the Pre-Installation CCTV data.

9. Bidder Inquiry 10737086: Section 11.2 0 Definitive Responsibility Criteria -

Can major subcontractor experience be utilized to meet the lining and bursting requirements, or must this experience be held by the General Contractor?

Government Response: Yes, subcontractors' experiences may be used to meet the Definitive Responsibility Criteria.

10. Bidder Inquiry 10737095: Key Personnel Experience:

Does the experience have to be with the current employer /contract or, or is experience with predecessor companies acceptable?

Government Response: Key personnel information, such as submitting of resumes, is not required in order to submit a bid for this solicitation. Key personnel qualifications are a contract performance requirement within the Specification Section 33 02 00, para. 3.1.a: "The contractor shall provide Contractor Qualifications. The contractor shall furnish background information on key personnel to allow the government to ensure they have adequate experience."

In general, key personnel experience with prior companies is acceptable in order to demonstrate qualifications.

11. Bidder Inquiry 10737766: Sheet CU106 shows a new manhole MH 40-A3 being installed .

This manhole does not show up on the Sanitary Manhole Rehabilitation Schedule on CU221 as the other 5 EA new manholes do.

The other new manholes have addition al associated work with them, is there any addition al work to be done on this manhole, such as painting the frames and covers?

Government Response: MH 40-A3 is a brand new manhole to be installed, thus, there would not be any proposed rehabilitation associated with MH 40-A3. That is why CU221 does not include MH40-A3.

CU222 included the information for MH 40-A3 under the NEW SANITARY SEWER STRUCTURE

DATA.

12. Bidder Inquiry 10738542: 31 00 00.00 51 - Page 14

Please confirm that only spoils generated from the work on sheet CU103 should be hauled to the ANC Spoils yard for sifting.

Government Response: Spoils generated from excavation work on sheet CU103, CU105 and CU106 shall be hauled to the ANC Spoils Yard for sifting before stockpiling.

Specification 31 00 00.00 51, paragraph 3.3 will be revised to clarify the sifting requirements in an upcoming amendment.

13. Bidder Inquiry 10739491: Could the Contracting consider scheduling a second site visit? This would provide addition al resource s with the opportunity to ensure a thorough inspection of the existing conditions and greatly aid in the preparation of the contractor's bid.

Government Response: The Government is unable to accommodate a second site visit. However, Arlington National Cemetery is open to the public. Contractors are welcome to come to the cemetery and walk or ride the tram to the various locations in question.

Please inform Andrew Farver and Jack Bass of when you will be on site and which sections you are going to see. Their contact information is listed within the Solicitation.

14. Bidder Inquiry 10743617: Note 1 on CU220 calls for removing bad spots in the existing liner prior to installing the new liner. Can you please confirm any of these will be addressed via modification after the pre-TV inspection is performed similar to the question regarding point repairs from 33 01 30.72, 3.2.4.1.

Government Response: Yes, the Government will review the pre-installation CCTV data from the contractor and will provide direction to the contractor if the proposed rehabilitation method is adequate.

The Government may initiate a contract mod if needed based on the contractor provided Pre-installation

CCTV.

15. Bidder Inquiry 10743669: Would a longer schedule duration be considered? We would like to submit a bid, but ensuring the right staff are available due to current workload is our concern. We understand if the duration cannot be extended, but wanted to see if any flexibility existed. We would request an addition al 150 days.

Government Response: The contract completion date remains unchanged.

16. Bidder Inquiry 10746143: Relining Sewers: Multiple specialty subcontractors for the relining (CIPP) portion of the contract expressed concern over the ability to install the CIPP for the distance s specified on this contract. Many are declining to propose due to the inability to meet the specified distance s. Question :

Can intermediate pits be used to reduce the CIPP installation lengths?

Government Response: Intermediate pits may be temporarily installed if available space are present and the site is cleared from existing utilities and site constraints. However, intermediate pits cannot be temporarily installed over the top of any area with existing burial grave markers.

17. Bidder Inquiry 10746552: For Sanitary runs that are labeled as (Lined) is that meant to indicate that the line already has a liner present that needs to be removed, or simply that the run is to be lined?

Government Response: CU sheets are for work to be performed by the contractor. Sanitary runs that are labeled as "lined" means that the run is to be lined by the contractor.

18. Bidder Inquiry 10747392: 11.2 Definitive Responsibility Criteria (DRC)

Paragraph 2 states the following: "The written narrativ e for the DRC listed below must demonstrate a bidder's successful completion of a contract (s) demonstrating all of the following five performance elements. The experience may be, but does not need to be, demonstrated in a single contract and may be demonstrated through more than one contract . To be deemed qualifying experience, each contract must have a minimum $1 million contract value and projects must have been complete d within the past five years immediately preceding the date of solicitation. The Definitive Responsibility Criteria is provided as follows: "

Question- Would the government consider revising this qualification to allow for more bidders?

Specific ally regarding the "each contract must have a minimum $1 million contract value". If this qualification gets revised, will the government extend the RFI Period as well as the Bid Due Date?

Government Response: The DRC requirements will not be changed. A combination of contracts may be used. Please see the example below.

Prime contractor has completed a contract within last 5 years that was worth at least $1 million performed on federal property (DRC 5). The subcontractor performed sanitary sewer rehabilitation (including pipe cleaning, lining, pipe bursting) as a subcontractor on a prior contract (prime contract worth at least $1 million) completed in the last five years (DRC 1). The prime contractor has a contract completed in the last five years that included but may not have been limited to sanitary sewer replacement, installation, and abandonment (DRC 2,3,4). All of the DRCs have been met.

19. Bidder Inquiry 10751417: Regarding the current set of Drawings (W9123624 B2011_Att 2_SANITAR Y_SEWER_R EPAIR_PLA NS_RTA_20 210123.pd f) for the referenced project, Sheet ID CU106 and CU116 does not have a scale; therefor e, proposed features of work cannot be properly quantified. We respectfully request the sheets mentioned be revised to include the proper scale.

Government Response: CU106 and CU116 are the same scale as the rest of the CU Sheets. The scale for sheet CU106 and sheet CU116 is 1-inch = 30-feet.

A scale bar will be added to the two sheets in an upcoming amendment.
