About this file
This document provides details for an upcoming federal dredging contract opportunity with the Norfolk District of the U.S. Army Corps of Engineers. The solicitation will dredge the Atlantic Ocean Channel in Norfolk Harbor to deepen it to 59 feet below the mean low water mark as part of the Norfolk Harbor Navigation Improvements Project. Interested contractors are invited to an Industry Day webinar on August 22nd to learn more and have questions answered. The estimated value of the contract is between $25-100 million. Dredging is required to be completed within 480 days of the notice to proceed, excluding the seasonal restriction from September 1st to November 14th. Contractors will dredge approximately 2.4 million cubic yards of material to be placed at either the Craney Island Dredged Material Management Area or cells 3 and 4 of the Dam Neck Ocean Disposal Site. CRITICAL TASKS TO AOC PHASE 1 DREDGING
ATLANTIC OCEAN CHANNELS, AOC, PHASE 1
SCOPE OF WORK
• May include full scope of deepening from a nominal depth of 52-feet MLLW to 59-feet MLLW:
• Pay depth includes 1-foot of allowable overdepth. A not-to-exceed permitted depth of 64-feet MLLW has been established.
• Approximately 2.4 MCY of payable material is expected from the Atlantic Ocean Channel to be dredged over 480-day period of performance.
• Hopper dredging will not be permitted between the dates of September 1st and November 14th. This seasonal restriction is included in the period of performance.

ATLANTIC OCEAN CHANNEL PHASE 1 DEEPENING
GEOTECHNICAL CONSIDERATIONS
SUMMARY OF AVAILABLE SUBSURFACE DATA
ATLANTIC OCEAN CHANNEL PHASE 1
In general, sandy material is between stations 1880+00 and 1978+00 as indicated in the Geotechnical Summary Report within the Specifications.
SUMMARY OF AVAILABLE SUBSURFACE DATA
ATLANTIC OCEAN CHANNEL PHASE 1
Norfolk Harbor and Channels Navigation Improvement Project General Reevaluation Report (2018)
• Summarized and evaluated geotechnical information for the entire Norfolk Harbor Improvements project.
• Subsurface data obtained between 1981 and 2009
• Exploration methods: Vibracores, Gravity cores, Grab samples, Boreholes, and Cone
Penetration Test (CPT) probes.
• Material encountered in Atlantic Ocean Channel Phase 1: Sands and silty sands.
PROJECT CONSTRAINTS
Craney Island
• Intent is to capture sandy material in a confined location for immediate use through separate earthwork contract.
• General location for placement of dredged material from AOC Phase 1.
• Fine grain material not suitable for placement at CIDDMA may be directed for placement within the Damneck Ocean Disposal Site (DNODS).
• Maximum daily production rate in a 24-hour period per cell is 22,500 cubic yards.
Craney Island
• It is intended that the sub-containment cell within the CIDDMA North cell is constructed concurrent to keep pace with AOC Phase 1 dredging and placement operations.
• The sub-containment cell within the CIDMMA North cell shall be constructed under the AOC Phase 1 Contract.
• Other Contractors will be working in previously filled sub-cells concurrent with ongoing dredging and placement operations.
• Placement of dredged material will generally occur from the southern limit of the sub-containment cell advancing to the North then West.
Miscellaneous Constraints
• Mechanical Dredging
• Material Placement in Craney Island Rehandling Basin (CIRB) will not be allowed.
• Cell Rotation Requirements at CIDMMA
• Not to exceed 22,500 CY of placed material in a 24-hour period per cell.
• Government’s intent to limit the use of facility to one cell at a time.
• Most placement at the CIDMMA will be confined to the North Cell.
• Minimal freeboard currently available
ENVIRONMENTAL CONSIDERATIONS
WATER QUALITY MONITORING
• Comply with requirements for Section 404 of the Clean
Water Act for discharges associated with confined disposal facilities.
• Manage spillboxes to ensure adequate ponding depth for effective sedimentation & to maximize use of the available effective weir length ensuring that only the clarified supernatant flows over the weir crest.
• The Contractor must maintain a daily average TSS concentration of less than 500 mg/l. The "less than" 500 mg/l TSS concentration is a threshold limit and is not a TSS target or goal.
WATER QUALITY MONITORING
• Environmental Testing and Upland Effluent
• TSS samples
• Collect every 12 hours at the weir crest of each operating spillbox.
• Hach 900 Colorimeter model #48450-00, program 94
"Suspended Solids", or approved equal.
• 1000 ml wide mouth polyethylene bottle (Nalgene 2104-0032 or equal).
• Log digitally in Water Quality Database.
• Visual inspection for clarified water required every 4 hours at each operating spillbox.
• Spillboxes shall be maintained and weir boards adjusted so that only clarified water is released.
PROTECTED SPECIES
• Native habitat for eagles, hawks, egrets, herons, pelicans, terns, plovers, dolphins, manatees, whales, sturgeon, & other wildlife protected by federal law or species of special concern for Virginia agencies.
• Nesting birds may cause delays if found in placement/work area.
• May 15 – August 30: Least Tern and Black Necked Stilt nesting season
• January – May: 1st Bald Eagle Nest in 2020
• The Contractor shall monitor the pond area in the active containment cell to ensure pond backwaters do not flood nesting areas.
ENDANGERED SPECIES MONITORING-
MECHANICAL DREDGES
• Endangered Species Training provided by USACE.
• Designate a look out to monitor visible action area from dredge plant:
• Look for parts/pieces of Atlantic sturgeon entrained in the cutterhead, floating around the dredge or collected in the inflow inside the upland placement area.
• Document observations & notify COR ASAP.
• Follow “Sturgeon Incidental Take Procedures.”
• Fin clips
• Measurements, photos, specimen preservation
ENDANGERED SPECIES MONITORING-HOPPER
DREDGES
• Two Protected Species Observers (PSO) are required.
• Operate dredge per the specifications to minimize takes.
• PSOs must inspect draghead, Turtle Excluder Device
(TED), & UXO after each load.
• No openings larger than 4 inches x 4 inches on
TED or draghead.
• Follow “Sea Turtle Incidental Take Procedures” & 2018
Biological Opinion RPMs.
• Measurements, photos, specimen preservation
(keep remains cold on ice, not in water).
• Transfer of remains or live turtles to VAQS.
ENVIRONMENTAL PROTECTION PLAN (E.P.P.)
• Contractor must submit E.P.P. that includes:
• Spill Control Plan
• Hazardous Waste Controls
• Non-Hazardous Solid Waste Disposal
Plan
• Recycling & Solid Waste Disposal Plan
• Contaminant Prevention Plan
• Historical, Archaeological, Cultural, Biological, & Wetland Resources Plan
• Endangered Species Plan
UXO/MEC SCREEN
• Unexploded ordinances have been documented in Atlantic Ocean Channel.
• Land-based UXO technician(s) are required at CIDMMA during placement.
• UXO/MEC screens are required on dragheads and at the CIDMMA.
• Screens on the dredge shall be no larger than 1.25 inches x 6 inches.
• Discharge end screens shall retain all items 0.75 inches in diameter.
• Modifications to the required size of the UXO/MEC screen will only be considered for use between December 1 and March 31.
CONTRACTING REQUIREMENTS
ACQUISITION STRATEGY
• Dredging contract will most likely be full and open sealed bid.
• Sources Sought issued in 09 June 2022.
• Magnitude $25 - $100 M anticipated.
• C type contract will be awarded.
• Contract scheduled to be advertised 08 November 2022.
