1. CONTRACTING AGENCY:

The U.S Army Corps of Engineers – Norfolk District (USACE). Contracting Division, 803 Front Street, Norfolk, Virginia 23510.

2. DESCRIPTION OF ACTION:

The Justification and Approval (J&A) seeks approval to procure on a sole source basis certain technology and components to be included in a new Explosives Decomposition Chamber (EDC) Facility at the Holston Army Ammunition Plant (HSAAP) in Kingsport, TN. The new EDC Facility will be procured using two-phase design build best-value trade-off. The procurement will include Dynasafe Static Detonation Chambers with Air Pollution Control Systems, Federal Signal Mass Notification System, Siemens Fire Finder XLSV System, SigCom Vision 21 Monitoring System and DTX Radio Units, along with Hager Companies Door Hardware and Lock Systems. The cost of these components is estimated to be $44,452,000. Joint Program Executive Office Armaments and Ammunition (JPEO A&A), Procurement of Ammunition, Army (2034) appropriation, FY19/3yr and FY22/3yr funds are anticipated for the award of this contract.

3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION:

The requiring activity, JPEO A&A, Project Director Joint Services (PDJS) office, has requested USACE to deliver the EDC Facility project at HSAAP, through planning, procurement, design, fabrication, construction, commissioning, and closeout. The EDC Facility project is intended to be comprised of approximately two Static Detonation Chambers (SDC) with Air Pollution Control Systems (APC) buildings and applicable control rooms, as well as one common Explosive Waste Material Handling building. The following components have been identified for which make and model specificity will be required to prevent compatibility and interoperability issues:

a. Dynasafe – Static Detonation Chamber with Air Pollution Control System, valued at $44,000,000.00. The SDC with APC system is the required open burning alternative technology for the safe and effective treatment of explosive waste. Initial project planning requires at least two (2) SDC with APC Systems necessary to keep pace with the explosive waste stream generated during production at HSAAP. The estimated cost of the Dynasafe- SDC with APC items, includes the sole source technology provider, Dynasafe, working with the AE for the DB RFP (preliminary drawings and permit packages), then working with the DB contractor to provide the remainder of the design, fabrication of two SDC with APC units and controls, testing at fabrication, transportation of equipment to HSAAP, and assembly and installation of equipment, commissioning, and training.

b. Federal Signal – Mass Notification System, valued at $31,000.00. The system receives signals from the central mass notification system at HSAAP to disseminate emergency commands from the Fire and Emergency Services (FES) building to the individual buildings.

c. Siemens Industries – Fire Finder XLSV Mass Notification and Detection Devices, valued at $346,000.00. The HSAAP plant overall fire protection system utilizes the Siemens Fire Finder XLSV protection system equipment.

d. SigCom – Vision 21 Monitoring System and DTX Radio Units, valued at $50,000.00. The HSAAP plant uses these SigCom Monitoring System and Radio Units interfaced in all fire alarm control panels in combination with the Siemens Fire Finder overall fire protection system.

e. Hager Companies – Door Hardware and Lock Systems, valued at $25,000.00. The standard door hardware and lock systems utilized are Hagar systems on all buildings around the HSAAP plant.

The cost of these components (a through e above) is estimated to be $44,452,000 approximately over 50% of the overall project Programmed Amount $85,000,000. The contractual actions that this JA will support are a firm-fixed price contract for the Architect-Engineering Task Order to provide a design-build request for proposal (DB RFP), preliminary design documents and permit package, and then a follow on design-build (DB) construction contract to build this facility.

4. AUTHORITY CITED:

10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. REASON FOR AUTHORITY CITED:

a. Background.

The Holston Army Ammunition Plant (HSAAP) spans more than 6,000 acres in Kingsport, TN and is the major supplier of explosive materials for the Department of Defense. HSAAP is a government-owned-contractor-operated (GOCO) facility currently operated for the United States Army by the BAE Systems, Ordnance Systems, Inc. (BAE-OSI) contractor.

During the production of the explosive materials, the HSAAP plant generates three waste categories: Hazardous explosive waste (HEW) currently being open burned in the open burn pans, Non-hazardous combustible waste (NHCW) currently being open burned in the open burn field cages/piles, and Non-hazardous non-combustible waste (NHNCW) currently being open burned in a pile. Treatment of these three waste streams currently occurs through open burning at the HSAAP open burning grounds (OBG). While the current OBG thermal treatment is covered under the existing HSAAP Resource Conservation and Recovery Act (RCRA) subpart X and Clean Air Act (CAA) Title V Air permit, thru the Tennessee Department of Environment and Conservation (TDEC), these operating permits are due for re-submittal and approval. Current permit conditions, require the Government to begin implementation of safe feasible alternative solutions once identified, to minimize the use of open burning in the future.

During the past few years alternatives to the OBG thermal treatment have been evaluated as part of a four-phase approach conducted by the Government and BAE-OSI, and an alternative technology was found safe and feasible for Government’s use for the reduction of open burning of HEW. The first phase was a waste identification and quantification effort for waste stream analysis, completed in 2017. The second phase was an evaluation of the mature thermal and non-thermal technologies against the waste materials identified in Phase 1, completed in 2019.

During Phase 2, a SDC was selected as the only available viable safe alternative to the OBG thermal treatment; and, the Government is planning to implement this technology solution and enter into Phase 3(Design) and Phase 4(Construction).

Currently the OBG at HSAAP is under significant scrutiny by the public and the state, as HSAAP proceeds through the challenging permit renewal process to allow continued open burning. The Tennessee Department of Environment and Conservation is aware of the alternative technology that HSAAP is pursuing to significantly reduce open burning of HEW, and the Government and the operating contractor will be required to provide a progressive plan towards implementation of an agreeable solution.

The Assistant Secretary of the Army issued a Memorandum for the Open Burning (OB) of Certain Waste Material dated 26 November 2019. The memo provides Army policy concerning the use of OB. In particular, the policy requires that new contained technology should be in place and operational no later than 01 October 2026 for NHCW and NHNCW waste streams. The Army also encourages the implementation of the new contained technology alternatives to OB for the HEW waste stream. In addition, the HSAAP Title V Air Permit conditions require implementation of Open Burning alternatives when identified. In May 2020, the Army identified the Dynasafe SDC with APC as the alternative technology to OB solution to be implemented for HEW waste stream at HSAAP.

Norfolk District was tasked by PDJS with procuring design and construction effort to accomplish the safe disposal of the HEW stream at HSAAP, implementing the alternative technology solution identified by the Government in Phase 2 being the SDC with Air Pollution Control Systems.

Other common HSAAP, balance of plant subsystems will also be required to outfit the new equipment facility SDC buildings and explosives material handling building necessary to process the HEW waste.

b. Justification.

To meet the facility mission requirements, HSAAP has undergone research, testing, validation, procurement, installation and training of personnel in relation to certain base-wide systems – discussed more fully below – to ensure that its various processes and components operate efficiently, effectively and safely in an interconnected manner throughout the installation. The new EDC facility will provide the alternative solution to the open burning treatment for the safe disposal of hazardous explosive waste (HEW) stream utilizing the Dynasafe –SDC with APC.

The EDC facility will be connected to the existing base-wide systems and be supported by the same personnel as the rest of the installation.

The EDC facility will require, in addition to the SDC sole source technology, four other items to be procured as sole source items comprised of the existing base-wide systems which include interlinked, brand-name components. As such, the components must be seamlessly compatible.

The brand-name specification in this project, requires procurement of additional equipment that is compatible with existing base-wide proprietary systems at HSAAP so that it can be integrated safely and effectively into the EDC facility project. By utilizing the HSAAP standard mass notification, fire alarm and detection, emergency radio systems, and door hardware/lock systems, the operating contractor can safely operate, control, maintain and make any necessary upgrades to the systems required for the safe handling and processing of the explosive materials.

Specific justification for each of the brand-name items are outlined below:

i. Dynasafe Static Detonation Chamber with Air Pollution Control System: The SDC with

APC System is a proven thermal treatment technology already installed and in use for similar explosive waste streams within the United States. The SDC unit’s destruction technology is being used to safely destroy munitions globally. The SDC units in use have been approved thru the Department of Defense Explosive Safety Board, and the Air Pollution Control Systems attached to the units have been approved for air permit within those operating states. The Government currently uses the SDC technology at the U.S.

Army Pueblo Chemical Depot in Colorado, Blue Grass Army Depot in Kentucky, and the Anniston Army Depot in Alabama for the Chemical Weapons Stockpile Destruction mission. The HSAAP production mission, generates explosive waste and off-specification explosives material that must be treated onsite. The use of SDC technology will enable the customer to safely thermally treat these wastes. The technology is already established to withstand the continued controlled explosive forces and detonations within the chamber system. HSAAP will greatly benefit from the existing Dynasafe SDC technology infrastructure, training, logistics/supply chain of spare parts and experience gained by the Government’s Program Executive Office, Assembled Chemical Weapons Alternatives (PEO ACWA) Department. Dynasafe was determined by the Government to be the only responsible source of the technology capable to satisfy requirements to safely and effectively treat the bulk explosive waste at HSAAP. The Dynasafe SDC technology is essential to the Army’s mission, for all Government installations to move away from the current open burning explosive waste treatment process and begin utilizing the proven environmental treatment technology alternatives. The Government conducted a multi-phase research approach of alternative technologies to OB, after understanding the waste streams produced at HSAAP during Phase 1 and reviewing alternative technologies available for the HEW waste stream in Phase 2, (further discussed in the alternatives section), the Government determined the technology solution to be the Dynasafe –SDC with APC.

Make/Model# Dynasafe – Static Detonation Chamber with Air Pollution Control System Quantity: 2 Estimated Value: $44,000,000.00

ii. Federal Signal – Mass Notification System: The mass notification system receives signals from the central mass notification system at HSAAP to disseminate emergency commands from the Fire and Emergency Services to the individual buildings. The DoD has invested significantly in the establishment of a consistent mass notification system for the plant facilities at HSAAP. There are multiple mass notification external speaker systems installed around the operational area to supply External Voice Speaker Mass Notification for coordinated emergency announcements. Allowing an alternative system would be inconsistent with the HSAAP and BAE-OSI emergency response plan, and insert additional cost and risk to the ability of emergency personnel to maintain the system and notify personnel in case of emergency. The EDC Facility will require one system to be installed for the operational area to be networked into the existing installation systems.

Make/Model# Federal Signal Corporation Quantity: 1 Estimated Value: $31,000.00

iii. Siemens Industries – Fire Finder XLSV Mass Notification and Detection Devices: The existing Siemens Fire Finder XLSV alarm and detection devices are used in all operational buildings at HSAAP. Each operational building requiring either Class 1 Division 2

Explosive Material Building rated system or Non Class Building rated system, is connected to a master monitoring system located in the Fire and Emergency Services (FES) building.

Alarms at each building are transmitted by radio frequency to the FES for emergency response. The DoD has invested significantly in the establishment of a consistent mass notification and fire alarm system for the buildings at HSAAP. Allowing an alternative system would be inconsistent with installation’s emergency response plan and insert additional cost and risk to the ability of emergency personnel to maintain a different system and notify personnel in case of emergency. The EDC Facility will require multiple fire alarm notification and detection device systems, one system for each building, to be networked into the existing plant emergency notification systems and detection devices installed per building requirements.

Make/Model# Siemens Industries Quantity: 5 Estimated Value: $346,000.00

iv. SigCom – Vision 21 Monitoring System and Radio Units: The existing fire alarm control panels within all buildings at HSAAP are interfaced back to the SigCom Vision 21 monitoring system via a SigCom DTX Radio unit. The Siemens XLSV is compatible with this system. Each individual building is connected to a master monitoring system located in the Fire and Emergency Services building (FES). Alarms at each building are transmitted by radio frequency to the FES for emergency response. The DoD has invested significantly in the establishment of an emergency alarm system for the buildings at HSAAP. Allowing an alternative system would be inconsistent with installation’s emergency response plan and would insert additional cost and risk to the ability of emergency personnel to maintain the system and notify personnel in case of emergency. The EDC Facility will require one radio unit per building to be integrated in and networked to the existing plant emergency notification system.

Make/Model# SigCom Quantity: 5 Estimated Value: $50,000.00

v. Hager Companies – Door Hardware and Lock Systems: The Hager door hardware and lock systems have been established as the standard lock assembly in all buildings at HSAAP.

The DoD has invested significantly in establishing a consistent lock system for all 370+ buildings at HSAAP to meet physical security requirements. Use of an alternate lock system would not allow for a compatible security system and may compromise the security of HSAAP. HSAAP utilizes the Hager lock system with their master key program. The installation deals with high explosive materials and having one master key system on all the buildings presents less risk to personnel and equipment in emergency and technical situations.

Make/Model# Hager Companies Quantity: Multiple – necessary for all external doors for the EDC facility buildings.

Estimated Value: $25,000.00

As detailed in Paragraph i above, Dynasafe’s SDC with APC technology can effectively treat the HEW produced by HSAAP. The technology is in use at other Government installations and has been approved thru the Department of Defense Explosive Safety Board. Additionally the APC attached to the units have been approved for air permit within their respective operating states.

Dynasafe’s SDC with APC technology is compatible with Federal and State Regulations making it ideal for use at HSAAP. Use of the technology identified in Paragraphs ii through v will ensure the system is compatible with the existing base infrastructure at HSAAP, maintaining compatibility with existing safety measures.

c. Alternatives.

Alternatives to each of the brand-name sole source components for the EDC facility project were investigated and reviewed, the results can be found in the discussions listed below.

i. Dynasafe Static Detonation Chamber with Air Pollution Control System:

During the HSAAP Phase 2 study research and evaluation was completed on five (5) alternative thermal treatments, one of which was the Dynasafe Static Detonation Chamber System. The Government reviewed and evaluated the following technologies: Contained Burn Chamber, Flashing Furnace, Hardened Steel Rotary Kiln Incinerator, Static Detonation Chamber and Moving Bed Reactor. These systems were evaluated to determine if they met the Government’s minimum standards for specific technologies/capabilities.

The Government reviewed and rated the five (5) technologies for technical readiness, safety, environmental, and operational feasibility, and utilized the Technology Readiness Level (TRL) scale to measure the maturity of a technology or product. The Government considered only those with a HSAAP HEW waste-specific TRL rating of 8 or above, utilizing the TRL ratings scale (1-9) from the reference Government Accountability Office

– Technical Readiness Assessment Guide,2016, for rating as potentially viable for near-term implementation at HSAAP. The TRL rating of 8 being assigned when an actual technology system has been completed and qualified through test and demonstration, and TRL rating of 9 assigned when an actual technology system has been proven through successful mission operations. Of these five (5) technologies only two (2) systems were deemed technically viable options for the Government to consider for safe disposal of the HEW waste stream, the Dynasafe Static Detonation Chamber technology and the Eisenmann Moving Bed Reactor technology. The three (3) other alternative technologies (Contained Burn Chamber, Flashing Furnace, Hardened Steel Rotary Kiln Incinerator) were determined not viable, as they were not able to withstand multiple detonations which could occur during the HEW disposal treatment process. The Government through additional market research determined that, while the Eisenmann Moving Bed Reactor technology met the treatment requirements, the technology could not at this time be procured by the U.S. Government, due to the financial and managerial instability of the manufacturing company, which is currently insolvent. Eisenmann informally relayed status of a pending sale to a Chinese Company (considered a prohibited source), making them ineligible for award of a Government Contract. Dynasafe therefore was determined by the Government to be the only responsible source of the technology capable to satisfy requirements to safely and effectively treat the bulk explosive waste at HSAAP.

ii. Federal Signal – Mass Notification System: The mass notification system receives signals from the central mass notification system at HSAAP to disseminate emergency commands from the Fire and Emergency Services to the individual buildings. Both HSAAP and Radford Army Ammunition Plant utilize the Federal Signal Mass Notification System for their main external mass notification system. The Government team reviewed one alternative example, American Signal. However, only the same Federal Signal Mass Notification System can be installed and interconnected into the existing central mass notification system for the EDC facility. If the Federal Signal Mass Notification System is not selected and an alternative mass notification system is selected for this project, then all existing mass notification systems at HSAAP will need to be replaced with the alternative system for networked communication and emergency notifications at greater cost to the Government.

existing Siemens Fire Finder XLSV alarm and detection devices are used in all operational buildings at HSAAP. The alternative to providing the Siemens Fire Finder XLSV alarm and detection devices is to provide a standalone fire alarm systems for the EDC Facility.

However, a standalone system would not provide the level of performance required of a central alarm system critical for life safety and emergency response and cannot ensure the seamless interface with the existing system. If the Siemens Fire Finder XLSV alarm and detection devices are not selected for this project, there is a substantial risk that the new fire alarm system will not be compatible with the existing central monitoring and response system in place. Due to the high explosive materials environment one consistent networked proprietary fire alarm system must be utilized installation wide to mitigate any potential risk to loss of life and equipment during emergencies.

iv. SigCom – Vision 21 Monitoring System and DTX Radio Units: The existing fire alarm control panels within all buildings at HSAAP are interfaced back to the SigCom Vision 21 monitoring system via a SigCom DTX Radio unit. The SigCom Vision 21 Monitoring system and DTX Radio units are compatible with Siemens Fire Finder XLSV fire alarm system listed above and are networked together within the installation central alarm system.

Each individual building is connected to a master monitoring system located in the Fire and Emergency Services building (FES). Alarms at each building are transmitted by radio frequency to the FES for emergency response. The alternative to providing the SigCom Vision 21 Monitoring System and DTX Radio units is to provide a standalone monitoring and emergency radio system for the EDC Facility. However, a standalone system would not provide the level of performance required of a central alarm system critical for life safety and emergency response and cannot ensure the seamless interface with the existing system. If the SigCom Vision 21 Monitoring System and DTX Radio units are not selected for this project, there is a substantial risk that the new emergency alarm system will not be compatible with the existing central monitoring and response system in place. Due to the high explosive materials environment at HSAAP, one consistent emergency radio proprietary transmission system must be utilized to communicate emergencies to the plant dispatch and follow-on to external Fire and Emergency Services local teams.

v. Hager Companies – Door Hardware and Lock Systems: The Hager door hardware and lock systems have been established as the standard lock assembly as part of the Master Key system in all buildings at HSAAP. Use of an alternate lock system would not allow for a compatible security system and may compromise the security of HSAAP and present possible risk to personnel and equipment when access is required in the event of an emergency. Similar or comparable products lack the particular features necessary to allow the continued usage of the master key system currently used at HSAAP. Due to the high explosive materials environment at HSAAP, the emergency responders and security teams cannot afford to juggle multiple sets of keys during an emergency situation that would result in possible loss of life and equipment due to a delay in access to the new facility.

d. Impact.

The impact to the Government and HSAAP, if the brand-name sole source components are not approved for use for the EDC Facility Project, is detailed within each item listed below. These brand-name sole source items make up the major part of the EDC Facility project deliverables, as such the main technology equipment (Dynasafe-SDC with APC System), control, fire and safety systems to be used to safely and environmentally dispose of the HSAAP explosive waste as the alternative to the open burning would not be able to be designed, procured, constructed, installed and commissioned. If the EDC Facility project is not completed and the alternative to the open burning treatment is not available for the Government’s use on HSAAP in a realistic time frame, the Government and operating contractor may incur in the future permitting limitations, potential suspension of operations, fines and potential litigation to continue to use the open burning grounds when better environmental processing alternatives are available.

i. Dynasafe Static Detonation Chamber with Air Pollution Control System: The long term impact of not procuring this safe environmental treatment technology could be significant cost to the Government for extended open burning permit approval and possible public litigation fees for delay to install alternative process equipment for explosive waste disposal, as discussed in the above paragraph. Current environmental permit conditions and capacity for treatment of HEW waste stream through open burning process doesn’t allow for much delay in getting the new SDC with APC technology procured, installed and operational with the EDC facility project. The operational continuity and ability to achieve the production targets associated with the HSAAP current production and future capacity expansions could be mission impacted, if the HEW waste stream primary SDC with APC treatment technology is not in place in a reasonable time as the viable alternative to open burning.

ii. Federal Signal – Mass Notification System: The impact of not procuring the Federal Signal Mass Notification System for the EDC facility project, would result in a needless duplication of costs to the Government at over $93,000 if something other than this existing system is procured. In order to be consistent with the emergency response plan currently at HSAAP, the other three Federal Signal-Mass Notification Systems installed within the plant would also need to be converted to the new alternate system if used at the EDC facility. The emergency response plan would also need to be updated, emergency and technical team members trained to the new system and drills held with operations and production to familiarize the workforce with the new mass notifications, yielding additional cost and time impacts to the Government. If the J&A is not approved and a different mass notification system is provided, the health and safety of the EDC Facility personnel could be put at risk due to delayed response and delayed alarm notification. Any damage to equipment and EDC Facility personnel from a delayed response to an event (equipment or system failure) could result in hundreds of thousands of dollars in additional costs and possible loss of life.

impact of not procuring the Siemens Fire Finder XLSV mass notification fire alarms and detection devices, would result in significant duplication of cost to the Government estimated at over $8,253,000. In order to be consistent with the emergency response plan currently at HSAAP, approximately 156 operational buildings comprised of both Class 1 Division 2 Explosive Material Buildings and Non Class Buildings would need to be converted to the alternate system if used at the EDC facility. The emergency response plan would also need to be updated, emergency and technical team members trained to the new system and new drills held with operations and production to familiarize the workforce for recertification with the new fire alarm and detection system, yielding additional cost and time impacts both internally to the government and externally for local emergency response teams. If the J&A is not approved and a different fire alarm system is provided, the health and safety of the EDC Facility personnel could be put at risk due to delayed response and delayed alarm notification. Any damage to equipment and EDC Facility personnel from a delayed response to an event (equipment or system failure) could result in hundreds of thousands of dollars in additional costs and possible loss of life.

iv. SigCom – Vision 21 Monitoring System and Radio Units: The impact of not procuring the SigCom Vision 21 Monitoring System with DTX Radio units, would result in significant duplication of cost to the Government estimated at over $18,500,000. In order to be consistent with the emergency response plan at HSAAP, all other 370+ active buildings would need to be converted to the alternate system if used at the EDC facility. The emergency response plan would also need to be updated, emergency and technical team members trained to the new system and new drills held with operations and production to familiarize the workforce for recertification with the new emergency monitoring and radio unit system, yielding additional cost and time impacts both internally to the government and externally for local emergency response teams. If the J&A is not approved and a different emergency monitoring system is provided, the health and safety of the EDC Facility personnel could be put at risk due to delayed response and delayed emergency notification. Any damage to equipment and EDC Facility personnel from a delayed response to an event (equipment or system failure) could result in hundreds of thousands of dollars in additional costs and possible loss of life.

v. Hager Companies – Door Hardware and Lock Systems: The impact of not procuring the Hager door hardware and lock systems for the EDC facility, would result in duplication of cost to the government estimated at over $1,850,000. In order to maintain a consistent master key program all 370+ active buildings at HSAAP would need to be converted to the alternate lock system used at the EDC facility. If the J&A is not approved and a different lock system is provided, the health and safety of the EDC Facility personnel could be put at risk due to delayed response and access in the event of an emergency. Any damage to equipment and EDC Facility personnel from a delayed response to an event (equipment or system failure) could result in hundreds of thousands of dollars in additional costs and possible loss of life.

6. EFFORTS TO OBTAIN COMPETITION:

Market research as described in section 8 of this document was conducted to determine if other sources were available for potential competition. The Corps of Engineers personnel conducted internet searches, catalog research, review of past projects, telephone interviews with potential sources, and meeting with vendors who represent the treatment system and control system manufacturers. A notice of intent to sole source these items was posted on the Government Point of Entry (Beta.Sam.Gov) on June 4, 2020 in accordance with FAR 5.201. No responses were received prior to the closing date on June 19, 2020.

7. ACTIONS TO INCREASE COMPETITION:

No additional actions to increase competition to find an alternative manufacturers are anticipated at this time. HSAAP EDC Facility is a single, stand-alone requirement and the Government does not anticipate future need for these brand name items for this project. This J&A support a discrete requirement that will end when the project is complete. Therefore, there are no planned actions to increase competition for the requirement covered by this J&A.

8. MARKET RESEARCH:

Prior to the development of the proposed specifications, the team comprised of Project Director Joint Services (PD JS), Holston Army Ammunition Plant (HSAAP) Government Team, Demilitarization & Environmental Technology Division -Combat Capabilities Development Command CCDC, the HSAAP Operating Contractor BAE-OSI and the Corps of Engineers personnel conducted market research to determine the availability of the equipment technology and systems for this procurement. The Project Development Team (PDT) discussed what equipment would be required for the EDC Facility. Efforts included the following:

a. Contacting knowledgeable individuals in Government and industry regarding market capabilities to meet requirements. This included review of the earlier market research conducted during the HSAAP Alternatives to Open Burning Phase 2 Study; virtual and in person capability briefings conducted by industry environmental technology providers Dynasafe, Eisenmann, and El Dorado; multiple teleconferences with experienced Government technical field engineers, contracting and cost estimating team members from current installations utilizing Dynasafe –SDC technology at U.S. Army Chemical Depots (Anniston, Blue Grass and Pueblo) for the Chemical Weapons Stockpile Destruction mission. These reviews, briefings and teleconferences listed above provided forums to field questions about the open burning alternative technologies, SDC technical solution and the balance of plant equipment necessary for the EDC facility project.

b. Reviewing catalogs, internet sources and general available product literature published by the manufacturer, distributors, and dealers. This review included Dynasafe, Federal Signal, Siemens Industries, SigCom and Hager Companies.

c. Posted Sources Sought on the Government Point of Entry (Beta.Sam.Gov) on May 21, 2020 and received five (5) responses back from industry. The specific questions requested the industry to provide feedback whether the industry would be interested in pursuing this opportunity recognizing the fact that approximately 50% of the project was to design, manufacture and install the sole source technology. Responses received from this sources sought reflected a general interest from industry to compete for a Design- Build contract utilizing the Best Value Trade Off Process Out of the five (5) responses, three (3) of the contractors demonstrated experience with similar explosive thermal treatment facilities and demonstrated experience with the permitting, safety siting and processes required to design and construct the EDC Facility. The other two (2) responses did not provide enough information to determine whether they would be technically acceptable for this project. However, these two firms did express interest in working with Sole Source Technology providers for completion of this project.
