The Contractor shall be required to (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 365 calendar days after Notice to Proceed. * The time stated for completion shall include final cleanup of the premises.

W9123620B0007 NASA Wallops Beach Renourishment Project located in Accomack County, Virginia is hereby Amended as follows:
1. Bid Opening Date is hereby extended from 2:00 PM EST 20 November 2019 to 2:00 PM EST 22 November 2019.
2. Bid Schedule, CLIN 0003 “Marine Filter Mattress” updated from 4,976 Square yard to 7,700 Square Yard.
3. The following Amended documents are hereby incorporated:
a) 01 14 00 NASA Wallops Specs Amended

4. The following Plans and Specs Sections are hereby revised:
a) Specifications: Section 01 14 00 1.3.1 (b)
OLD: Due to the current NASA Rocket Launch Schedule, the Contractor will not be allowed to operate within a designated radius of 1250 feet as shown on the plans. The Contractor shall remain outside of this radius from contract award to November 25, 2019. During this period of restriction, the Contractor will not be allowed to perform construction of the breakwaters or beach fill within the following designated longitudes and latitudes:
1. 75.488W 37.834N
2. 75.488W 37.829N
3. 75.493W 37.828N These locations are within the stations 24+00 to 50+00 pertaining to the contract drawings.
NEW: Due to the current NASA Rocket Launch Schedule, the Contractor will not be allowed to operate within a designated radius of 1250 feet as shown on the plans starting January 5, 2020 to March 15, 2020. The Contractor is prohibited from performing any work to breakwaters or beach fill within the designated radius during the specified time frame. However, he may traverse through the area during this time to work on other areas outside the radius.
Restriction occurs within the following designated longitudes and latitudes:
1. 75.488W 37.834N
2. 75.488W 37.829N
3. 75.493W 37.828N These locations are within the stations 24+00 to 50+00 pertaining to the contract drawings. During the time of rocket launch (as designated by the COR) all contractor personnel will be required to evacuate the site for the duration of the launch.
b) Specifications: Section 01 22 00 1.3.2.2.1 OLD: Payment will be made for costs associated with furnishing, transporting, stockpiling (if applicable), placing and constructing the marine mattress (6" thickness) including stone fill and geotextile fabric as specified.
NEW: Payment will be made for costs associated with furnishing, transporting, stockpiling (if applicable), placing and constructing the marine mattress (12" thickness) including stone fill and geotextile fabric as specified.
c) Specifications: Section 01 22 00 1.3.2.3
OLD: Armor Stone (VDOT Type I Stone) (Bid Item No. 004)
NEW: Armor Stone (Breakwater) (Bid Item No. 004)
d) Specifications: Section 01 22 00 1.3.2.3.1
OLD: Payment will be made for costs associated with furnishing, transporting, stockpiling (if applicable), placing, and constructing the imported of VDOT Type I armor stone for the construction of the new breakwaters as specified.
NEW: Payment will be made for costs associated with furnishing, transporting, stockpiling (if applicable), placing, and constructing the imported of armor stone for the construction of the new breakwaters as specified.
e) Specifications: Section 01 22 00 1.3.2.3.2
OLD: Imported Armor Stone (VDOT Type I) (VDOTRBS) will be measured for payment by the ton (2,000 pounds) by certified weight scale tickets furnished by a public weighmaster provided for each truckload to the nearest 0.1 ton, and the final quantity of each truckload, barge and/or scow will be rounded to the nearest whole ton. All weight scale tickets shall be furnished to the Government. A copy of the Weigh Scale Certification shall be furnished from the regulatory agency attesting to the scale's accuracy. The Contracting Officer may elect to accept weighing imported armor stone on the project site. Scale(s) shall be inspected, tested and sealed as directed to assure accuracy within 0.5 percent throughout the range of the scales. If commercial scales are readily available in close proximity 10 miles of site of work, the Contracting Officer may approve the use of the scales. The imported armor stone shall be weighed in the presence of the Government representative.

OLD: VDOT Type I Armor Stone - Only quarried stone shall be used. The stones furnished for the armor stone shall be VDOT Type I stone (see VDOT specifications (VDOTRBS)) and shall weigh between 1,500 pounds (0.75 ton) and 4,000 pounds (2 tons) each. At least 50% shall weigh more than 2,000 pounds (1 ton) and approximately 10% may weigh less than 1,500 pounds.
NEW: Breakwater Armor Stone - Only quarried stone shall be used. The stones furnished for the armor stone shall have a density of 165 lbs/cf (pounds per cubic foot). Stones shall weigh between 1 ton (2,000 lbs) and 8 tons (16,000 lbs). Approximately 50% shall weigh less than 2.65 tons (5,300 lbs) and approximately 10% may weigh less 1 ton (2,000 lbs).

Can the contractor elect to not utilize trucks to haul the material from the borrow area to the beach template and instead excavate a small lagoon within the borrow area, flood it with water, insert a small cutter-suction dredge, and hydraulically transport the material via pipeline directly to the beach template?
Bidder Inquiry 8233027 Govrenment Reponse: The customer has determined that this method is not a viable option due to permit modifications and schedule delays.

The VDOT Type 1 stone is 1 ton average. Most ocean Jetty`s / Breakwaters use 3-10 ton armor stone, VDOT Type 2.
