W9123619B0021 Craney Island Eastward Expansion (CIEE) Pre-Dredging Phase 1B located in Portsmouth, VA is hereby Amended as follows:
1. Bid Opening date is not extended, and remains 2:00 PM EST 12 August 2019.
2. Bidder Inquiries and Corresponding Government Responses are hereby incorporated:
Inquiry ID: 8103668:
The specifications state that Appendices D-F are incorporated by referenced and are published as separate documents. The documents are not posted on FBO. Please provide/post these appendices.
Inquiry ID: 8103668 Government Response:
Appendices D-F will be provided by amendment.
Inquiry ID: 8103699:
Please provide/post appendices G-I, as well.
Inquiry ID: 8103699 Government Response:
Appendices G-I will be provided by amendment.
Inquiry ID: 8111841:
Will the DQM Monitoring program be required on this project for sealed bottom hopper scows? These scows will stay onsite for the duration of the project just traveling between the dredge and the hydraulic unloader. If the DQM program for scows is required, is the Ullage monitoring required or just the scow draft, trim, and list?
Inquiry ID: 8111841 Government Response:
DQM monitoring program is required on this project for all scows used in support of a mechanical or hydraulic dredging operation. Refer to specifications section 35 20 23.13 for minimum requirements.
Inquiry ID: 8111847:
Will the Hydraulic dredges be required to pump their discharge thru a 12" x 12" screen like is being required of the mechanical dredges. If no screen is being required on the hydraulic dredges, why are they being given a preference?
Inquiry ID: 8111847 Government Response:
Hydraulic dredges will not be required to pump their discharge through 12”x12” screen; this requirement only applies to mechanical dredging. The purpose of the screen is to separate large pieces of debris (timber, concrete etc.) from dredged material (refer to specifications section 35 20 23, para. 3.4.2.1 “Clamshell Dredging and
Material Placement Requirements”). This debris shall be removed from the government property for disposal (refer to specifications section 01 11 00, para. 1.3” Special Work Requirements”).
Inquiry ID: 8111857:
The project description states the dredge volume is estimated at 240,000 CY. The Bid items have only 150,500 CY. Why such the large difference?
Inquiry ID: 8111857 Government Response:
150,500 CY per Bid Schedule and set of plans is the correct estimated quantity.
Inquiry ID: 8111864:
The Project description states and estimated debris weight of 7,825 Tons. The bid items only have 200 Tons.
Why such the large discrepancy?
Inquiry ID: 8111864 Government Response:
200 tons per Bid Schedule and set of plans is the correct estimated quantity.
Inquiry ID: 8111886:
Are the plans and surveys available in AutoCAD, MicroStation or other digital media?
Inquiry ID: 8111886 Government Response:
XYZ data files and pertinent AutoCAD files associated with dredging areas will be provided by amendment.
Inquiry ID: 8111894:
Are there restrictions on where the unloader/ pump out barge can be located?
Inquiry ID: 8111894 Government Response:
There are no restrictions, however the contractor shall perform the dredging/unloading in such a manner that his plant and equipment encroaches into the federal navigation channel to the minimum extent practicable. In addition, the Contractor will be required to coordinate with other ongoing construction and dredging efforts at the Craney Island Dredged Material Management Area.
3. In Section 00 21 00, Paragraph PROJECT DESCRIPTION, contract quantities for dredging and debris removal are revised from 240,000 CY and 7,825 Tons to 150,500 CY and 200 Tons, respectively.
4. The follwing Appendices D-I are hereby incorporated and applicable:
a. Appendix D - GDR Seabed Testing and Marine Drilling - CIEE
b. Appendix E - GDR Laboratory Testing - CIEE
