Q1: The solicitation indicates contractor is not allowed to operate of Federal Property for loading and unloading. We have worked on USACE contracts from Norfolk, Savannah and Mobile Districts for aerial and ground based applications on several DOD installations in Virginia and Maryland, including Langley AFB, Fort Eustis and Fort Lee. We have coordinated our Air Ops with each installations conducting flight operations, submitted the necessary forms and were approved to load and unload at both Langley and Fort Eustis airfields. Is this requirement unique to Craney Island or can access be coordinated with the installation. We would plan on using a support truck, equipped with a landing pad on the truck for filling. Truck contents would be mixed and loaded to the truck off‐site and only loaded to the aircraft while on‐site.

A1: Chemicals cannot be loaded or unloaded onsite ‐ this is specific to Craney Island. Additionally, the intent of this contract is to have a turnkey process without having to coordinate any logistical issues.

Q2: The PWS calls for application rate of 6 pints of Habitat (or equivalent). We would like to use an aerial applicator concentrate with a mix with the same active ingredient /acre but only use 4 pints/acre due to it’s greater active ingredient content. I would assume the (or equivalent) term would apply but wanted to insure this was acceptable.

A2: We are limited solely to the chemical and rate listed; changing the formulation would require approval at a higher level and as such, would hinder the ability to operate during the listed performance period.

Q3: Relative to the Response due date ‐ I assume this is by the close of business and the quote sheet can be submitted to the POC’s by email. Can you provide a specific time and verify an email submission is acceptable?

A3: The cutoff time is 1300 (1:00 PM) Eastern Standard time on July 19 2018; email submissions can be sent to the Contract Specialist, Garland Cooper via email at garland.d.cooper@usace.army.mil
