INSTRUCTIONS TO OFFERORS
A. DESCRIPTION OF THE PROJECT
The low-roof building addition to Warehouse 60, called “60C”, was built in 1953, and is an aging concrete masonry addition that served in the recent past as administrative space, and prior to that as a support facility to warehouse activities. Building 60C has not been occupied for several years. This addition abuts Warehouse 60 and is approximately 6,400 square feet. Building 60C has direct access into Warehouse 60 and has entrances onto the loading platforms on both sides. DSCR intends to reoccupy this addition with approximately 16 personnel of the DLA Disposition Service, Richmond. This change of use will require a combination of a private office, customer service area, open cubicle workstations, conference space, breakroom, and toilet room accommodations encompassing the entire low-roof addition.
In addition to change of use, components of the building’s infrastructure are approaching the end of their useful life.
Visual signs of deterioration are present in the building, including roof leaks and water damage around windows and doors. The current facility is outdated in terms of interior finishes with damaged and missing acoustical ceiling tile, older, cracked floor tile, deteriorated and broken plumbing fixtures and accessories. The building systems such as plumbing, electrical, and fire protection are aging, substandard for current uses, and not in compliance with current building, life safety, and accessibility codes. The building’s envelope consists of single wythe painted CMU and single pane windows resulting in building energy efficiency that would be far below today’s standards as well as exhibits evidence of moisture intrusion causing damage to interior finishes and other building components. The interior gypsum walls, carpet and other porous materials exhibit a large amount of black mold growth. Removal of these materials, as well as mold remediation of semi-porous materials such as wood and CMU and non-porous materials that remain is required. Asbestos and lead paint are also present on the interior of the building and must also be abated prior to construction.
With this major renovation and repair project, handicap accessibility will be required in accordance with Architectural Barriers Act (ABA) as well as current ATFP compliance with the current UFC 4-010-1 standard.
B. PROJECT DURATION
The project duration is 240 calendar days from the notice to proceed.
